THURSDAY, MAY 18, 1865. Korthern l iberty AM Worfes. . Councils WO BOW pondering the propriety of creating a loan of *150,000, for the purpose or baying the Nortbcre Liberty Gas Works. The authority to make this i«m> M detlTOdttom» mo oat aot or the legislature, which oonferS the power on m«f* affi nities of both branches, without the signature or the Mayor. Hitherto it was necessary that two thirds of both branches should concur in passing an ordinance to borrow money, when such an one had bean vetoed by the Mayor. That officer had vetoed ablllfortheobjeot in question, and its advocates lacking the strength to pass It without Ms consent, had recourse to the special and dangerous legisla tion before mentioned. The increase of the debt or the city at this time, meoh as It is to be avoided, Is of oomtmtive IneigMfleance, when the question Whether a majority of Councils aft Willing to suffer the Invasion of their deliberations In a manner Hfe* gnlar at least, If not Illegal, and to lend themselves as Instruments In the destruction of the most con servative and sacred feature of the charter of the city, will probably be decided in a few days. Be this as It may, there Ig a point more palpable In srbich the Interests of the elty are eoncemod. The iVcrtLcrn Liberties Gas Company proposes, for the privilege of continuing the control of Its works jar a term of ten years, to charge the same price as shall be charged at the same time by the works known as the City Gas Works, and to pay Into the treasury of the city 2 per cent, per annum, more money than will be ever realised irom these works if their management be transferred from the pre sent organization to that of the Trustees of the City WWkS. In fact, the proposition, if accepted, would enable tlB city at the end of twenty J6MS absolute ly to possess the works without one dollar or cost, as any one may demonstrate who will take the trou ble to compound semi- annually the Interest of (S,COO per annum. With these facta before them, It Is bo. Ueved that Counctls will not sacrifice the Interest of the city to mere party views. Tub “Kbvbksb Action Wheel” fob Bail wat cabs.— we were yesterday shown a very Simple Invention, by Signor YftliP, which Is in tended to obviate the danger to railway trains from obstructions placed upon the track. It consists of a wheel of one-half the diameter of the main wheels, which Is placed immediately In front of them. This wheel runs with a reverse'action to them, and throws aside the obstruction instead of being thrown oft* the rail or serionsl; impeded by it. This Inven tion Is-remarkable both for Its Ingenuity and sim plicity, as well as the thorough manner In which it - accomplishes the objeot of Its inventor. THE * CITY. I. O. O. F. Yesterday the following officers of the Grand Lodge of Pennsylvania, I. O. O. I-'., ohosen for the ensuing year, were installed with the usual cere monies : M. W. Grand Master, John M. The Invitation was accepted, and a commit toe appointed to take the necessary steps. The ses sions win continue from day to day, from 8 to 12 A M., and 2to 5 P. M., until the entire business to come before the body is disposed of. The retiring Grand Master, William H. Trenick, then read a valedictory address, after which the Lodge ad journed. SHOCKING CASE OF MAYHEM. Last evening Reserve Officer stllweU arrested an elderly woman, named Margaret Boyle, on the vile charge of throwing vitriol in the face of a young man named Henry lie Wolfe. The latter was taken to the Dispensary In Flfch street, below Ohestnut, where bis face was oarefally dressed by the attend ing surgeon. The fluid struck on the left side of the forehead, and ran down the oheek In severalstraams, burning, of course, as It went. His eyes escaped almost by a miracle, yet his Kossuth hat and cloth ing are covered with the vitriol. A hearing will be had this morning, before Reoorder Enen, when the facts of the Case will he developed- We had a eon vernation with De Wolfe, who maimed us that he married the daughter of the accused, and Bhortly afterwards was informed that she had a husband In the army. The girl protests that she married hus band No. 1 against her will, being foroed to do so by her mother. The first husband returned from the army, and claimed h!s wife, who refused to live with him; and, wherjhusband No 2 went to her house last evening, the mother received him with a tumbler of vitriol. • BECKLESS DRIVING. The Board or Trustees of the Association for Belief ol Disabled Firemen, In their armor*' *°P ort i made some few weeks since, ropreheps-u tne prac tice of the rapid driving of the worses attaohedto tho steam fire engines. It was thought at the time that a remonstrance coming from such a respecta ble organization would meet with general tavor, but such, however, we regret to say, Is ?£>* ™*L®“ s “t as a young man named John SKSJSSJS’bS.S the Southwark hobo arraigned before Alderman Beltlvr jtsurdttf on the charge of driv ing at a fnrious r»«*. Burnß told the Chief, who re monstrated with him, to mind Ms own business. Charity leads ns to suppose that Burns was ex cited, er he would not have made such a reply to the Chler of Police. The members of the South wark Hose Company bear a high reputation as law nmdlng citizens, and certainly do not uphold any infringement of the law. It Is proper to say that Burns was very penitent at the hearing, and said he could not oontrol his horses. He was held to answer at court. FIREMEN’S PARADE. 11l the Second district the delegates from the seve ral fire companies elected William A- Thorp, of the Perseverance Hose; Henry J. Mclntyre, Philadel phia Engine, and Andrew Baer, Warren Hose, as division marshals for the grand parade. The elec tion In tho First ana Third districts has bean post poned until alter the election of chief Marshal by the general convention MUSIC AT FAIRMOUNT PARK. There Is every reason to believe that visitors to Talrmoont Park during the present season will be more agreeably entertained than at any previous year. There are two bands of excellent music en gaged, one being In the garden, the other In the park. The seleotlons for to-day are excellent. The crowded condition ol our columns prevents ns pub lishing them. WELCOME HOME. C. H. BELL. COMMAND ANT. tny!B themfit FINANCIAL. JJNITED STATES 7-30 LOAN. THIRD SERIES. $230,000,000. By authority of the Secretary of tho Treasury, tha undersigned, the General Subscription Agent for tho gale of United States Se.nrltlea, offers to tho pnbll. the tlird series of Treasury Notes, b.arlng seven and three-t?ntha nor cent, Interest car annum, known ai the" SEVEN-THIRTY LOAN, These Notes are Issued under date of July U, 1835, and are payable three years from that date in cur rency, or are convertible at the option of the bolder Into LJ. S. &’2O SIX PER GENT. GOLD-BEARING BONDS. These Bond 8 are now worth a handsome premium, and are exempt, as are all the Government Bonds, from State t County, and Municipal taxation* which adds ffOVnoiw to throe per cent, more to their value* gccoidiug to tbb rate levied upon other property. The interest is payable semi-annually by coupons attached to eaeb note, whish may be cut off and sold to any bank or banker. The interest at 7 30 per cent, amounts to One cent per day on a 950 note. Two cents per day on a 9100 note. Ten cents per day on a 9500 note. Twenty cents per day on a 91,000 note. One Dollar per day on a $5,000 note. Notes of aU the denominations named will be promptly furnished upon receipt of subscriptions. The notes of this Third Series are precisely similar In form and privileges to the Seven* Thirties already sold, except that the Government reserves to itself the option of paying interest in gold coin at 0 per cent, instead of 7 340thi in mricney. Subscriber* WIN deduct the in tern! in currency up to July 15th, at the time whoa they subscribe. The delivery of the notes of this Third Series of the Seven-Thirties will commence on the Ist of June, and will be made promptly and continuously after that date, Tbe Blight change made in the conditions of this THIRD SERIES affects only tbe matter of interest. Tbe payment in gold, if made, will be equivalent to the currency interest of tbe higher rate. The return to specie payments, in the event of which only will the option to pay interest in gold be availed of, would so reduce and equalize prices as that pur chases made with rix per cent, in gold would be folly equal l* those made With seven and thiee-tenths per cent. In currency. This is THE ONLY LOAN IN MARKET now offered by the Government, and its superior ad vantages make it the GREAT POPULAR LOAN OF THE PEOPLE, Less than 9230.000,000 of the Loan authorized by Congress are now Du the market. This amount, at the rate at which it is being absorbed, will all be subscribed for within sixty days, when the notes will undoubtedly command a premium, as has uni formly been the ease on closing the subscriptions to other Loans. In order that citizens of every town and section of the eountry may be afforded facilities for taking tbe Loan, the National Bank*, State Banks, and private Bankers throughout the. country have generally age*** to re ceive subscriptions at par. Subscribers will seiecfcibtir own agents, in whom they have confidence, and who only are to be responsible for the delivery of the notes for which they receive orders.
