MEXICO. a Decree from Emperor Maximilian, Nbw Yobk, May 10.—Vera Cruz journals stat* that the £mp«ror Maximilian has Issued a decree ■defining the provisional status ot the Imperial Go vernment, while a definite organization Is pro ceeding- The form of Government will he a limited hereditary monarchy, with a Catholic prince at its head. In ease of the death of the Emperor his august spouse, the Empress, will he ipse facto Regent of the Empire. The Emperor or Regent, on assuming power, must take this oath': v* I swear to God, by the Holy Bvangellsts, to fur ther, by all means in my power, the welfare and •prosperity of the nation j to defend its Independ ence, and preserve the Integrity of Its territory.” The Emperor, who represents the national sove reignty, will he assisted by a ministry of Dine de partments. The territory of Mexico is defined as hounded on the north by the lines deolded upon With the United States at the conventions of Guada lupe and Mesllla; on the east by the Guir of Mexi co, the sea of Antilles, and the English establish ment at Balize; on the south by tho republic of. Guatemala; and on the west by tho Paoldo. No thing Is said about Texas. The Government guar antees to all tho inhabitants of the empire equality in the eye of the law, security of person and pro perty, and liberty of free speeoh. The national oolors are to be green, red, and white. Their dispo sition on the national flag to he defined by special ?aw. A decree, dated May lotii, 1865, is devoted to the definition of tho extent of freedom to bo allow ed to tho press, which will bo eubjeot- to about the same restrictions as In France or Austria.
