Besides the oboes vation of the anniversary of Washington's birth day, the spirits of the soldiers at this hospital were elevated by the glorious successes of our army and navy. At noon the 131st company, ad battalion Veteran Reserve Corps, under command of Captain 3. K. Murphy late colonel of the 29th Regiment Pennsylvania Volunteers, fired a salute of one Min dred guns in honor of the capture of Oharleston. The bring was superintended by the captain, and great enthusiasm prevailed among the men. THE DOUBLEDAY coma MARTIAL. The court assembled yesterday morning, at 11 o'clock—all the members present. Bobert Thurston sworn.—Was formerly employed at the Arsenal as an inspector of tents under Neal and Timmins' management ; inspected tents made by Cozens and Henry ; many of them were of the proper size; some were too short; some of the Cozens tents were condemned for having holes in them ; they were patched, sent back, and then passed ; some parties were employed at the Arsenal, by Dir. Neal's orders, to mend holes and rents in Cozens' tents. Cross-examined by Mr. Brewster.—Mr. Lyle gave me the measurement; Mr. Neal Instructed me to be very particular in the measurement; reported Shortage to Neat ; never saw any of the tents set; a tent that was too long was as objectionable as one that was too short. Upon the baste of these figures the quotas of the call of July 18th had been declared filled, and no draft had been ordered in any ward under that call. Moreover, they tallied with the records of the City Bounty land Com mission, showing the number of recruits mustered in and the various credits received. Mothing. therefore, could have higher official sanction and recognition. They, therefore. telegraphed to oe , oral Fry that the records at Washington and Philadelphia were at va riance, and asked him to order an investigation and re port by Major Hayden. O'Neill and Kelley. with requests to procure for the committee authority to obtain oft dal copies of the records relating terthe filling of the quotas of February 1, and March 14, 1884. Retwithatand ing this, and the time it takes for pressing business, I have looked into the point presented by Mr. Lea, and can find no ground for changing the quota or credit of Philadelphia as now assigned Mr. Lea is mistaken as to there being a deficiency in but one w ard, and that of but 80, in Philadelphia on the 18th of July. Fry. its conehulons were nearly identical with his General Fry rests hie persistent refused to investigate the discrepancy 'matter which we complain upon two points. First, that the matter was 'arranged '• with your committee; and second, that other and larger detl ciencles existed in Philadelphia betides that of thirty men in the Twenty fifth ward With regard to the first your committee had no power to " arrange " such a matter for Philadelphia, nor had he to do so for the Go vernment. The question is one to be settled by the provisions of the acts of Congress relating thereto, ohs thence to which is equally imperative on the War De• pertinent and on -the community. The Government ought not, and Philadelphia will not, degrade itself by bargaining for an affection of the laws. As respects the second point Its vague assertion te enbelently met by the facts hereinbefore stated. and by a table which la appended, showing the condition of each ward as they stood on the books of the several provost marshals on the 30th of June, 1864. Between that date and July 18th our credits amounted to 303. Efforts have been made to bring before General Fry, in an official way, these figures. which prove the errors of his books and , he.intecrectreres of hie assertions. A de. tailed statement of the facts has also been sent to the Governor of eennsylvarda, with a request for his inter. position; but as his Excellency is confined to his bed by sickness he has thus far been unable to sestet us.
