Arthur, not dad oient in interest, with character ably developed, and a good moral pointedly deduced. As in most of Mr. Arthur's preceding works, there Is a certain drama tic) Interest in the plot, and the dialogue Is natural. An unusually neat volume of "Ballads," by Ame lia B. Edwards, author of "Barbara's History," "My Brother's Wife," and other popular novels, comes before us as the author's edition, and consists of lyilos and translations, most of which wore writ ten for mush). The short poems are the ban, but all Of them are very readable, which is more than we can say for "The Snoblace Ball; or, Fill Garlic, and His Friends," (authol's name not given;) and suita bly illustrated with a few rude wood-outs. Vulgar and familiar rhyMell, Coarsely satirical, will not in terest many persons, in the present condition of society. The author is not even master of the lowest element of his craft, mere rhyme•maktng ; he makes Over rhyme with further, Paris with heiress, hobby with body, dime and Mee, book with spoke,•gerne with ctams,•courts with doubts, pocket with took if, and so on, ad nauseam. The Railroad and Insurance Al manac for 1805, by one of the Editors of the Cyclo pedia of Commerce, contains a great, deal of stalls. timl and legal information on the special subjects it treats or. In addition to ithe usual Calendar, it gives a monthly record of the prinolpsf"events of the fear 1864. Mr. John E. Potter, of this City, has published 12mo. pp. 362) " Our Campaigns; or, the Marches, Bivouacs, Battles, Incidents of Camp Life, and History of our Regiment during its three-years term of service, together with a Sketch of the Army of the Potomac, under Generals McClellan, Burn side, Hooker, Pdeade ' and Grant," by E. M. Wood ward, Adjutant 2d Pennsylvania Reserves. This volume, very unambitiously written, will be of more itterest to the regiment whose career It chronicles than to the public at large. The future historian will do well to consult it, for Mr. Woodward saw a great deal of military,service during 186144, and appears to have written his experience In the spirit of an, honest onronioler. Mr. Woodward is very eareleiS in his dates—rarely mentioning the year, and frequently leaving the reader to guess at the month. On page 260, we learn, from the date In a document, that it was written in June, 1863, but the year is net mentioned, after that, until page 298, although the Battles of Gettysburg were fought In the interim. In a work of this eharaOter, the year ought to be upon every page. Mr. John Bradburn, New York, has brecight out a 12mo. edition of "Our Mutual Friend; Book the Second." It is dearer than the issue of the whole of the work, as yet published in London, which Messrs. Harper have brought out, Is Inferior in neatness, and gives only a few of the engravings. For the benefit of the curious, we take leave here to anticipate the conclusion of this story. Mr. Wegg and his Iriend, Mr. Yenta, will poke in the dust.mound at Boffin , s Bower until they dis cover bidden there a new will, leaving the property to John Harmon, without any stipulation as to his marriage with Bella Wilier. On thi., Harmon (alias Mr. Secretary Rolieemith) will still preserve his secret and continue, for Mei nonce, to be counted, as dead. Bella Will marry hlm, for himself, as a poor man, and then be let into the secret of his identity and his wealth. If it be asked on what grounds do we thus anticipate the close of the tale, we reply that, several years ago, In a short story which Bloke= published (in "Household Words," we belieire), thlratOry of a dad-Mound, with a mys tery attached to it, and a hidden will pokedup out of it, was briefly related, and It may be fairly pre• sensed that the same incident will be developed in the extended fiction. . Are Polar Expeditions Advisable? [From the London Times. January 2(1.3 It is with a conviction that the curiosity or the egientific world and the spirit of adventure which blmates come distinguished seamen are about to urge the Government to an impolitic en terprise, that we call attention to the address of Captain Sherard Osborn at the Geographical Society the other night. We have a high opinion of the speaker's merits, add are quite ready to pay due respect to the chiefs of learned societies and other scientific men who echoed him ; but against this scheme of a Government expedition to visit the North Pole, we must protest in the name of common sense and humanity. It is well that the precise proposal of Captain Osborn should be understood. It is now more than 100 years since the British Government offered a reward for the discovery of the northwest passage, and from that time till within the last few years there have been expeditions at short intervals to the Polar Seas. The names of Rosa, and Parry, and Franklin, McClure, and McClintock havo'been made famous, the configuration of a barren and toe-bound coast has been partially determined, some soientific ob servations have been made the records of the Admi ralty have been filled with instances of courage and hardship, and the conclusion of every thinking man must be, that, considering the expense incurred and the sullerings endured Arctic discovery has been the most barren field into which scientific re , search ever ventured. Since the dreadfpl fate of the Erebus and Terror, which sailed from England twenty years ago, this bootiess curiosity has slept, but it is now awake again. it appears that no one has been nearer to the Pole than 485 geographical miles. Captain Parry on the night of July 22, 1827, stood upon floating ice at this distance from the mysterious spot. To actually reach it and stand, as it were, on the point of the earth's axle, is the ambition of Captain Osborn and the new explorers. It Is not pretended that any practical benefit can arise from traversing these four or five hundred miles on the lee. That Europeans may penetrate Into such terrible regions is possible, but they could tied nothing but rocks and frozen seas. Some more minute determination of the earth's figure seems the only scientific result to be obtained from the expedition. Beyond this, all is simple curiosity. There is a space of 0 0 0 1,181 quare miles, it is ar gued, around the Pole, which Is now a blank in our maps, and it will be Interesting to discover whe ther It is land or water. It will be Interesting to ascertain whether it is a silent frozen solitude or an area of land and Water teeming with life—that is, whether whales exist in latitude ninety degrees. It is possible that man m ay be found, and It is also possible that his m ode of existence may resemble that of our remote forefathers. Such are the arguments by which fitting out at the national expenee and on the national re sponsibility of an , expedition for reaching the Pole LI urged on'the public and the Governmen t. Who' call forget the long years of anspense which followed the departure of the Franklin expedition'? Was it possible to leave the unhappy band to perish without succour t Year alter year, more and more lives were ventured for the purpose of saving those who, accord log to the evidence we now ixesess, perished within a comparatively short pe riod alter arriving in the Arctic regions. Were ano ther expedition to be sent out by the Admiralty for tte more difficult task of remitting the Pole, and were the crews unfortunately to perish, the nation Must injustice to th ose whom it had employed, keep sending ships and sledges to'the North Pole for ten years to oome. Captain Osborn tells no that, the navy exists for nobler purposes than fighting. We might dispute that proposition genoraliy, bat, at any rate, the gratification of a restless curiosity' nd a spirit of adventure-1s not a noble purpose. It is Impossible not to see , that the love of penetrating northwards IS to an Arctic traveller what the desire of ascending an ice-clad peak to to a member of the Alpine Club. The solentitio element Is Im ported Into the discussion only for the purpose of giving it an air of greater seriousness. There is a secret desire among all who have been concerned in Arctic discovery to achieve something more wonder ful than has ever been yet accomplished. Theratiors want to get to the Pole in person, the philosophers in imagination. To do something that has never been done, to Roe and know what has never before been revealed, is the impulse to welch they yield, but the gratification of such desires is no part of the duty of the Government. We do not send a national expedition to ascend the Matterhorn, and we trust that not a single life may be adventu red In another attempt to reach the North Pole. The Library of Congress. We are glad to observe that a long.needed im provement In this institution swims likely to be (tar ried into effect the present year. It is not, perhaps, generally known that the Space contained la the nre-procd library room—the only portion open to the public—accommodates less than half the books belonging to the library. The fire or Decembhr, 1851, destroyed all except 20,000 volumes (lithe old library. The accesaiona Since that time amount to nearly 70,000 volumes, more than half of which are stored in the small rooms and passages at either and of the library, surrounded with woodwork, and liable to conflagration from the firing of a flee or similar oanses. Aside from this danger, It is now Impossi ble to find space for the large addittons which are constantly acorulny, and which will soon render this truly na.t.lona collection the largest, as it Is already among the moat valuable, of Amerloan li braries. We understand that many thousands of volumes, many of them rare and valuable works, are now upon the floor of the library, from sheer lack of shelf-room.on widela to bestow them. These necessities can only be relieved by an ex tension of the lire•proof accommodations for books. This can be accomplished by the construction of two wings within the present walls, immediately Connecting with the present library room, and at right angles therewith, so that its main floor' and galleries will be continued around without break. The amendment to the general appropriation . made by Senator eallamer, chairman of the' Joint Library Committee of Congress, which provides for this enlargement, was passed by the Senate on Saturday last. No doubt seems to be, enter tained that the measure will be sanctioned by the Rouse. Indeed, the conservation of this noble col lection of books, so valuable to our legislators in their praetleal duties, and so worthy of the just pride of every American citizen, is an object too important to be postponed, even in the midst of war. The recent destruction of the Smithsonian Institution, at least of nearly all of it which was not tire. proof, le a lesson added to the burning of the Con gressional Library in lard, of the dangers which surround these national treasures.—Washington Chronscie. FINANCIAL AND COMMERCIAL. The all. absorbing feature of monetary affairs, at pre rent, is the continued and increasing subscriptions to the national loan. lair. Cooke reports having received subscriptions yesterday amounting in the aggregate to $4,166,900. The largest single Ragan 'subscription was 61,[(0,030, from New York; the largest Western subscription was 9100,000, from Cleveland. The number of individual subscriptions by working men and women were $3,120. 4Mithis rate the whole loan will soon be taken up, and, as in the case of all previous loans, it will undoubtedly command a premium when ant of the market. The advantages of early subscribing are mani fest on a moment's reflection. Any one in moderate credit, and with ordinary mercantile facilities, can borrow a million dollars on them at per, at 6 per cent. per annum interest, making thereon 19 10 per cent, per &niacin interest 'without risk or trouble. They can be need also in the establishment of national banks, thus Insuring to the holders about double the legal interest for their money 'without risk or embarrassment. Cot vernment has demonstrated It power to tax, and the willingness of the people to submit to taxation. Oar abort experience, therefore, encourages the belief that taxation in the United States can be pushed almost to the verge of confiscation without a murmur from the peer pie.
