FINANCUI AND COMMERCLUi.
Yesterday was a day of unusual exeitoment at the
stook board, as well in the oil stooks as in all other
classes of securities. The report that a now well bad
been hunk on the Maple Shade property caused that
stock to sell freely at 29, an advance of 8, as compared
'with the closing figure of Tuesday, and 13 within a
week. The t Cher oil stocks geuerall y sympathized with
this the; Eghert advanced %; Mineral }f; Curtin 4';
Dalzell 34, and Noble and Delamater 3f. Government
securities open ed stroeg, the 'Bl loan selling nP to flux
an advance of K. We heard of no sales of State loans.
933 i was bid for Penne 6s, and 91 asked. City 6s of the
old issue advanced 1; the new were not so arm. State
56 sold at E 2. Company bonds mot with an active in-
quirt'. Susquehanna Canal Gs advanced Penna..
Railroad Ist mortgage bonds sold at 112, an advance of
2, and the 2 , 1 mortgage at IG7YI, an advance of 1. West
Cheater 7s sold at 103, and Emirs Chattel Ea at 77. The
principal feature in the share lis► was an advance of 2X
in Pennsylvania Railroad. There was considerable
activity in Reading, though prices were weak, closing
at 67, a fall of 13;. Philadelphia and Brie rose X, and
lainehill X ; Catawissa preferred fell off ,V; Camden a n d
Amboy advanced to 160, and Lehigh Valley sold at 62.
Bank stocks continue very Inn; Bank of Commerce
sold at 60; 170 was bid for ‘North America; 65 for Com
mercial; 60 for Northern Liberties; 2936 for Mechanics';
30 for Manufacturers' and Mechanics'; 66 for City;
38 for Consolidation, and . 483 f, for Union Bank.
Of the Canals there were sales of the Delaware Divi
sion at .36X, and Snetpiehanaa at 163 f. There was
nothing said in city passeiger railroads; 65 was bid for
:Fifth and Sixth; 34 for Spruce and Pine; 60 for Chest-
nut and Walnut; IG for Arch; 29 for Green and Coates;
and 29 for Girard College; 70 was asked for Second and
Third; 60 for Tenth and Eleventh; 25 for ThlKteenth
and Fifteenth..: Market closed steady: .

The monthly table of marine losses for October show
an aggregate of thirty. seven vessels, including six
chtps, four harks, three brito, nineteen schooners, four
steamers, a nd one sloop; two were captured and de
stroyed, three were bukned: four sank after collision,
two foundered, and two were abandoned. The total
♦aloe of property lost and destroyed is estimated at one
million three hundred and ninety-Aye thousand and five
hundred dollars.

The latest ad vices from Europe indicate no subsidence
of the disturbed feeling in financial and commercial
eircles which has prevailed for the last two months•
On the contrary, the eemi•panlo is spreading over a
'wider area than it was at first confined to, and the pro
babilities are in favor of an aggravation of the prevail
ing distrust. This state of things has been inducefi by
the progrees of the war in this country acting upon an
'unduly inflated system of trade and finance in Great
Britain, which .had its origin in the stoppage of the
,Freuthern trade consequent on the war.
The London Times, of October 18th. says:
The advises from Frankfort state that the liquidation
• - for the middle of the month,'ln that market, was one of
'the worst tor a low time. The continuous influx of
„American bonds, Winch was not felt so long as there
was an abundance of money, became suddenly appa
rent; and as reach as nine per cent. interest was paid
for ;carrying transactions forward to next account.
'while Austrian funde, for which in the beginning seven
or eight per cent. were charged, were ultimately taken
,at three per cent. by speculators for a fall.
There is, it is remarked, a general impression that the
'offspring of the French mobilitr, such as the Italian
and the Piet lit Hands mob filer, are the real cause of this
dieturbance of our money market, as It is credibly re-

Railroad shares are pressed for sale, and prices have
siven way. At. the close the leading Western stocks
.exhibited some signs of improvement Bank shares are

the anthracite are quiet and the bituminous; lower.

GRAlN.—There is not much Wheat offering- and
-most holders are asking an advance; about 10,000 bns

is firmly held, with small sales at $1 701-4 bus. Corn
la more active, and prices are bettor; about 12,000 bus

Dist] ict, of persofis liable to a tax on carriages, pleasure
yachts, billiard . tablee, and gold and silver plate, and
also of persons required to take out license, haying
been completed.
NOTICE IS HEREBY GIVEN
that the taxes aforesaid will be received daily, by the
undersigned, between the hours of 9 A. M. and 3P. M.
(Sundays excepted). at hie . Office, S. W. corner of
THIRD and WILLOW Streets, on and after TUESDAY.
the 25th inst.. and until'and including SATURDAY, the
19th of November next ensuing.
PENALTIES.
All persons who fail to pay their annual taxes upon
carriages, pleasure yachts, billiard tables, and gold and
silver plate, on or before the aforesaid 19th day of No
vember, 1864. will incur a penalty of ten per cent=
additional of the amount thereof, and be liable to costs,
asitrrovided for in the 19th Section of the Excise Law of
y Ist, 1862.
AUpersona who in like "manner shall fail to take out
their Licenses, as required by law, on or before the 19th _
day of November. 1864, will incur a penalty of ten per
centum additional of the amount thereof, and be sub
ject to a prosecution for three times the amount of said
tax, in accordance with the provisions of the 59th sec
tion of the law aforesaid.
All payments are reqttlred to be made in Treasury
note., issued under authority of the United States; or in
notes of banks organized under the act-to prov de a na
tional currency, known BA National Banks.
