Secretary. ftg TO THE CITIZENS OF THE TWENTY- 88COHD WARD.— The Central Com mittee appointed by the pnbll«meeting which was held on the 20th of January, to take meararea/or the filling of the quota of the ward by volunteers, thus obviating the necessity of a draft, be* leave to report: That ever since tfceir appolainient they have been actively engaged 1b the diecbertfjr- their auttej; that as aoon as it was aLLConced of $75 would be paid, unral recruiting officer* began, to have volunteer* accredited to the ward end in a few days more men hadi been thus enlisted than we supposed would be required to fill our aoota. The Committee therefore withdrew the offer which had been published, and declined to pay 875 to any who were enlisted after the da*e of withdrawal. About the *ame time the President issued his call for an additional 20i>.000men, and the Committee learned,u;>on inquiry, that the quota Of our ward would be, under both calls, about 414 men, instead of 160, as had at first bten supposed. In this state of things, there was no alternative left excepting either to abandon the effort and a low the draft to be made in the ward, or to assume ths responsibility of offering the same bounty which is being paid by the other ward*, relying upon the liberality of the citizens to raise the necessary means. Your Commit* tee have adopted the latter couTte. and have agreed to give Bib bounty to all volunteers who may be credited upon onr quota. At this rate they are confident of ob talning all the men which are needed if tbe money is promptly subscribed and paid in. This will require abcut sB,coo in addition to that which hae already been subscribed. This amount can easily bs raised if all of three who are liable .to tbe draft will give even one twentietli part of the sum which they would have to pay as commnration money, if drafted; and the Committee would n.ake an earnest appeal to every loyal and pa triotic citizen to make a liberal and prompt subscription, that the quota of our ward may be filled without delay, and that we may thus do our part in sustaining the Go vernment. and In furnishing the men which are neces sary to fill op tbe ranks of our National armies, and thus give tbe death-blow to this accursed rebellion.
