Tnx NATIONAL ALMANAO. — The first volume of Annuaire, for 1863, prqjeoted and published by Geo. W. Childs, of this city, has reached us—too late for a detailed notice to-day. 'lt contains 698 pages, small but clear type, and Is immeasurably superior to the old "American Almanac.) , As mmodel of Drillers and variety, accuracy and clearness, con• densed material and excellent arrangement, it has never been surpassed, we will not say in this coup• try, but not in Europe. Mta3ICAL FUND HALL.—On Saturday evening Mr. Charles F. Browne, the great American humo rist, will deliver , his new lecture, entitled, " Sixty Minutes in Africa." The announcement that "Ade mug Ward will speak a piece" Is sufficient to bring out all the friendsof the renowned "showman,' but when we say that the lecture is brimful of funny and original squibs, with admirable hits at the times, the people, the Government, the generals, the war, An., we look for a regular rush. The beat part of the whole affair is, that the lecture is one grand joke, which the audience will appreciate at the close of the .address, when the showman will explain the diffe rence between " wax Jiggers " and " flggers of thought." Mr. Browne is a pleasant and entertain. ing speaker. THE CITY. (ROIL ADDITIONAL ()ITT NEWS BEE FOURTH PAGE.] ASSOCIATION---ANNUAL AD vatess.—The Musical Fund Hall was last evening well attended by an audience assembled to hear the annual address bet Ore the Alumni Association of the Central High School. The Germania Orchestra was in attendance, endplayed the little it had to play with Its usual ability. Benjamin F. Brewster, Esq., was introduced to the audience by the president. This gentleman made a brief but effective introductory address in which he alluded to a European tour which he had -enjoyed. Thence he gradually and naturally glided into the true philosophy and results of education,. maintaining that mere mental' cultivation will not constitute a fully developed man. • As appropriate to the occasion and a graceful introduction to what was to follow, Mr. Brewster's brief discourse was excellent. The president then introduced the speaker of the evening, John S. Hargadon, Esq. This gentleman's address was eloquent and able, and we regret that our space this morning renders any further reference to it impossible. It was listened to with great at tention, the speaker concluding amid loud applause. Edwin Hall tc Co., announcing the reopening of their handsomely remodelled Dry Goods Store, No. 26 South Second street. The constantly increasing 'trade of this respectable house has tendered the fine 'improvements which they have just completed in their storerooms necessary, and this morning they reopen with a large, seasonable, and desirable stock, bought before the late advances in the prices of gomlb, and which can, therefore, be sold eorre. epondingly low. We invite the attention of the ladies to this stock. PREPARING FOR SPRING.—Our readers, Who were last season delighted with the , splendid garments got up by Messrs. C. Somers & Son, at No. 625 Chestnut street, will be glad to learn that their preparations for spring trade are on a still more magnificent scale. Their new spring caul metes display most excellent taste, and we have no hesitation in saying that this house offers induce ments to gentlemen wishing to order a handsome suit, •at a fair pr ice, unsurpassed by any other in the coun -try. FINE PHOTOGRAPHIC- . PICTURES 1 ALL Wrain EIW,—Mr. Hippie, proprietor of the splendid :ground-floor Photographic Gallery, No. MO Arah. street, is prepared to take pictures in great perfec- Rion in all weathers, which is a convenience, we ere'glad to find, that the public are appreciating. 'A T TEN TION! OFFICERS OF TIIP. ARMT,— A new patent Army Felt Hat is now ready for in. Speetion and sale at Warburtonls, No. 430 Chestnut street, adjoining the new post office. Thia new Army Hat is novel and appropriate in design, and possesses unusual convenience in its combinations. VIEW , No. 1. Exhibits the Hat in full extended shape ; when worn in this form it pas more of the true military oharacter than the disliked and al most discarded tapering or steeple-crown regulation hat. VIEW No. 2. Exhibits the crown depressed or fold-' ed, agreeably to a fancy much indulged in of late by military men. VIEW No. a. Exhibits the Hat compressed or fold ed down fiat, so that it can at times be carried or held under the arm, or be packed in the trunk or knapsack, and occupy only the least possible space. The ordinary hat may by force be folded down, but on opening it out again it will be found dis ,figured by irregular marks and creases; this is not •the case with this newly-invented Hat, for it Is So ..designed and arranged that it folds or shuts up in its own lines, naturally and witheut force, and when •opened out again exhibits no irregular marks or ',creases. Many of these Hats are now in the use of the Oftl •ters of the Regular and Volunteer service, affording .to them unusual satisfaction. Prices dependent solely on quality of material. THE FASHIONS OF DRESS have strange alternations. Men's hats change from season to • season, the brims being now narrow, then broad, -next curled up at the sides ; and women's bonnets go - through variations still more curious. • Perhaps the • oddest feature about the matter is that very few, if any, of these fashions - are new devices, being merely resmitation at alit Ivitternit which seem to suss knell 111ifl Dllllllo laver ratularly! lON such est, as it WAS 01118111 was but the revival !Atha old style of slouch felt eat, worn by the cavaliers in the reign of Oharies the Second, of England. ; Wo men are now wearing hoops of the same * pattern worn in the reign of Queen Anne, and in the higher • circles of fashion the hair is ,done up and powdered .in a wai, precieely similar to the mode of the dames .of that period. The recent fashionable styles of gar- manta introduced by Granville Stokes, the Fashioner and Clothier, at No. 009 Chestnut street, Philadel phia, are, however, something new and original, and can be obtained at the lowest cash prites. A TRICK WORTHY A YANKEE, —lt appears that in the recent brilliant exploit of the Ist South Carolina Volunteers, one of the negroes captured a slave and changed dresses with him, sending him to the fleet, and himself, in the slave-dress, wandering through the country for a day and a night, and re turning, giving valuable information - regarding the disposition of the rebels and their property. , The Colonel considers his regiment worth two rebel re giments of the same size, and says he clan, with a few men, do what twice the number of This could do in quenching the Rebellion. This Incident proves what dress will do. We believe that.even a rebel dressed in a complete suit of clothing from Charles Stokes & Co.'s One-price, under. the Continental, would pass for a gentleman aiiirwliere. Tint HIGH SenooL COiIMENCEMBNT. The High School Commencement came off-yester day, according to, programme. The Academy of Music was packed with fair women and bearded men, and the stage was occupied by the graduates, the faculty, and by other privileged persons. The young oratdis acquitted themselves creditably, and they all looked particularly neat, wearing, as they did, handsome and becoming suits from the Brown Stone Clothing Hall of Rockhill & Wilson, Nos. 80a and 606 Chestnut street, above Sixth. FINANCIAL AND COMMERCIAL. VILE.MONEY MARKET. PIIILADIMPHIA, February 12, 113e3.. The Stock market shows a decided imprOvement. The increased demand making more flrmness.ii prices. has extended Itself into a very general range. Government stocks made' a material advance. Prices for leading railway shares and securities have a decided upward tendency. Bank stocks have not fallen off any, and oven" the purely speculative stooks are in better demand. . Money continues in abundant supply to loan on good eecurity or for the purchase of first-class business paper, but on doubtful or renewed paper, or uncertain col-, laterals, it is exceedingly difficult to get at; the rates of discount are from 6to 7 per cent.. according to grade and date. • Gold is steady at 6636@.5134, and continues to wing Its way toi Europe as fast as ever, and no doubt a large amount will go out by the next steamer. It is to be regretted that the income tax was not made payable quarterly instead of annually. The feature of the railway list is the heaviness in the shares of the "Cleveland and Pittsburg Railroad Com pany. There are Various conjectures afloat as to the real canoe of the decline of 616 cent. since Monday, but we should not be surprised if the whole affair turns out . to be another speculative dodge of the albino who have so long and so successfully manipulated the securities of the company to their own profit.
