to the House, January 22,1861, after South Carolina had

4. Resolved, That the constitution of the United
States of America ccntsius all the powt re necessary to
the maintenance of its authority, and it is the solemn
and most Imperative duty of the Government to adopt
and carry, into effect whatever measures may be neces
sary to that end ; and the faith and the power of Penn
ey Ivania are hereby pledged to the support of snob mea
sures, in any manner and to any extent, that may be re
quired of her by the constituted authorities of the United
Stately.
6. Resolved, That all plots, conspiracies, and warlike
demonstrations against the United states, in any section
of the country, are treasonable in their character ' tins
whatever power of the Government is mcessary for their
suppression should be applied to that prirpOse without
hesitation or delay.

[a. COLONEL RIDDLE'S 'LETTER
the Bul/etin, and other Repnblican newspapers, are
fond of referring tots. Colonel B:ddle's letter' , as some
thing very heinous and terrible. Perhaps it seemed so at
the time it was published, for it was the first bold utter
ance against the corruption and favoritism by which the
strength of the nation was paralyzed and its life-blood
drained, at the most critical period of the war, But nub
segtunt developments so far exceeded anything that Col.
Biddle Bard, that now his letter seems only the recital of
facts known to everybody. If this be not so, let some of
the hepnblican j.munele publish the letter,or at least ex
tract some live or passage without garbling or misquoting
it. 7be Bulletin says that Colonel Biddle oalled the war
.. a black lieentillcan. job." Not very likely this, as he
has take taken the field in this very war. As some
reader may like to see what Colonel Biddle really did say,
we quote the passage. Who will now deny a word of it 'I

took a pull at them, till they upset the coach.
' , Amid shouts of On to Richmond,' the North, with
its teeming population ' found itself outnumbered at
every point of conflict, and the battle of Ball Run
proved that the Administration bad known neither its
own strength nor the enema's. Where, then, were our
legions?' we may well ask of R. Bnt the battle of Ball
Bun was not without eta fruits tor us."
All this wee true, then ; unfortunately it did not then
cease to be tree. Again and again, through the extra
crdluary management of this war the North, with ite

JIL I hereby certify that I have been connected with
the sth Massachusetts Artillery Regiment, and in Janu
ary Fast got kicked bye horse on the leg, below the knee,
and was placed in the hospital at Georgetown, D.C., and
the wound became very bad indeed. , White thus confined
With my leg, I was attacked with what the doctors called
Rheumatic Fever, at which lime I took a great deal of
medicine, and was much reduced. In March last I was
brought to'this city (Philadelphia), and placed in the hos
pital, where I remained till the 21st of May, just four
days ago today, when a fellow-soldier took me and in
troduced me to Dr Stevens, N 0.1418 B. Pennitiquare who,
he said, had entirely cured him of very serious &Lent
ties, and who has actually cured me with only three treat
ments of Etectro Magnetism, without a particle of medi
cine. When I went to him I was in great pain, both
from my leg and back ; could not walk without a cane,
and very lame at that; my whole spine exceedingly ten
der, with ranch inflammation and soreness on my kidneys.
The very first Ii eat ment gave apparent relief That, with
only two anbseenent treatments, did me more good than
all the medicines and other applications I had taken for
months before—in fact, cured me entirety; as my pains
are all gone, and my lameness too, and am feeling &st
rata. May many others, aside from poor soldiers, with
aches and pains Ott medicine can't care, go to Dr.
Stevens for relief; for / am quite certain that I !mould .
have Dem confined here still for weeks, perhaps moths
to come, had it not been for bis treatment; whereas I
am now all right, and start to morrow for my New
