SEPTEMBER s—Evening.
The Flour market is inactive, with but little Inquiry
for export at previous•quoted rate.. Sales are confined
to a few email lots, mostly taken for home nee, at $5 for
superfine, $5 6085 62 for extra, $6 Meal 25 for extra
family, and $6.5007 for fancy brands as toguality. The
receipts and stoat' continue light and business dull,
Rye Flour and Corn Meal are quiet; the former Is soil
log in a small way at $3.6083 62X, and Pennsylvama
Meal is held at $812% Y blot,
WHEAT in in steady demand, and firm at provioue
quotatione, with leas offering ; about 18,000 bushels have
been taken at 1800 for time Pennsylvania red, In the
cars ; 1350 for Southern do afloat, and white at 135 es
145 c, as in Quality`; the bulk of the sales are of the
former desoription. Aro is inactive ; new Pennsylvania
Dahl 'lowly at 700, and old at 780. Corn is anohangeti,
and about 8,000 bushels yellow sold at 70c, afloat. Cate
lore not so plenty ; new Southern are worth 350380, and
Old Pennsylvania 68680 c.

Philaikelphla Cattle Market.

The news from the seat .of war in Virginia, and the
large receipts, have operated unfavorably on the Cattle
market to-day. The stock on sale is larger than usual,
reaching about 2,000 hoed. The market continues dull,
and .pricea fully 250 the 100 lbs lower then last quoted.
Most of the. bteck this week is of very poor quality,
which has boon the ease for some time past; the demand
fur such is very poor, and 3000)400 bead will be left over.
First quality and extra Cattle are rather better, and were
taken early in the day at prices ranging from 87.5008 50
41 7 100 common at Sflitti 50; and ordinary to fair at
from ISTET.SO, according to condition and quality.
The market °toiled very dull, and acme inferior stook
sold at lower figures.

The total receipts of live stock of all kinds at the Har
risburg stock yard doting the week ending Sept. 6, were

':REBELLION AMONG THE ENGLISH FRIENDS.—
There is a rebellion among the English Quaker's. The
youthful fair of the sect have banded together in opposi
tion to the poke.bannet and soant.ekirt. Crinoline of
moderate periphery now surrounds their frames, and
flowers and ribbons are Invading the presence of the
drab. The young men among hem are also exciting
consternation, by joining the rifle corps. Here, the
young men of alf sects exhibit their good sense and taste
by wearing elegant suits, manufactured at the palatial
establishment of Granville Stokes, No. 609 Chestnut
sheet, where may also be obtained the finest and cheap
est military•uniforms in the city.

OBITUARY.
When a volunteer falls upon the field of battle, fight
ing for the very existence of hie country, he dies a noble
deuth. Upon the 29th day of Aug, et the Penneylvania
Reserve Corps, whilst bravely contesting a field with the
enemy, lost one of its best members. A. musket ball,
which rimed through his brain, deprived of life WIL
BERFORCE POULSON. a young gentleman, as muoh
loved for the virtue of hie private life as be was for his
courage in battle. Ho wee the son of Rev. Wm. Pouleon,
a Methodist clergyman, of eminent piety, who departed
this life some years since, lamented by all who knew him.
In May, oiling year, Dlr. POWIIOII, than but nineteen years
of age,, enlisted In a company composed of members of
the Southwark Literary Society, and which was made
Company R. of the 2cl Pennsylvania Reserves. He was
with General McClellan during the famous seven days of
retreat, and passed unscathed through the battles of
Gaines' Mille, the Cluckshc7miny, and Malvern Hill—
contests in which his divielon lost over three thousand
men. Being moved to the Potomao, he fought under
General Fitz John Porter upon the 27th and 28th of !m
-ost, near Manassas, and upon the next day met hie fate
within a few miles of Centreville. His body now lies
upon rebel ground.
His friends in Philadelphia and those in his regiment
sincerely sorrow for his foes. He was a most promising
youth, and bad not his death come so soon, would have
been a useful member of society. Yet the call of the
archangel summoned him, and his soul has gone, I trust,
to join that of his parent, whose labors of love daring
his ministry upon earth are reaping their reward But
a void is felt here which cannot be filled, though those
who feel it honor the patriotism which led poor Poulson

The Governor of the Commonwealth having leaned his
Proclamation, of the 4th leotard, in which, among other
things, be says 1, that it is expedient that measures
should be taken to arm and prepare our people for de.
fence," it is hereby ordered :
First. That oommendiog officers of regiments, bat
talions, squadron/4 or batteries of the Home Guard take
prompt and decisive measures to put their respective
commends in a condition of efficiency. For this pur
pose, ail members thereof are required to obey the orders
of their respective commanding officers, in reporting for
any duty to which they may be assigned.
Second. The men of Philadelphia are urged, in the
most emphatic manner, to enroll themselves In the corn
pet ies of the ifome Guard most convenient to their re-'
spective residences, and to form additional regiments
thereof. '
Third. It is essential to the security of the city that a
force of 96,000 men should be promptly organized, in
structed, and disciplined. To do this, the women of the
city should be substituted in all employments suitable to.

Fourth. Men of Philadelphia, a mighty danger is im
pending over you; continue your inactivity and supine

packed in cases of one hundred each. The value of the

' The goods are to be inspected at the factory, and none
will be accepted or paid for but such as are approved on
inspection.
DELIVERIES must be made as follows: One tenth of
the amount contracted for, per week, commencing in two
weeks trom the date of the contract. Failure to deliver
at a specified time will 'subject the contractor to a forfeit
title of the amount due at that time.
o bid will be considered which does not come from a
manufacturer or manufacturing company, and which
does not state explicitly the place, time, and quantity of
each weekly Calivery.
The Department reserves the right to reject any or all
of the bids which may be made.
Each party o 'Mining a contract will be required to en
ter into bonds with proper sureties for the faithful exe
cution of the same.
