These ap pears to be some doubt whether the tax rate of two dol lars and ten cents per hnndred dollasa fixed by the ordi ua&Cti reported to Councils by the Finance Committee will prodace the necessary amount required to be raised, And this doubt combines, with the knowledge of the ne cessity for providing for tbe payment of the temporary loan, made to meet the interest due on the first of Janu ary het> to depress city This effect is increased by the idea that the Councils will direct the loan to pay •outstanding warrants to be sold at what it will bring, in stead of being longer held, as hitherto, at par. Wendell Phillips is one of the comparatively few pro fessional lecturers of the day whoso appearance on the platform nover fail to attract a cultivated audience, however much some of them may differ with him in po litica! sentiments. We had let opportunities to educate the public mind go by unheeded for years, until now, within a twelvemonth, God had forced the issue upon us. He believed that Slavery was essentially dead. Speaking of the effect of this war, the lecturer said that every catm&u that had been fired since its com* mencement was a better anti-slavery lecture than he could deliver. As he proceeded, quite a number of sarcastic thrusts were employed, which were not uniformly received with eiilLuslirin. Sucli eatlreineiaina, for luatatice, os that there had been no cannons at Manassas, and that for all the news which we received tho public were indebted to the New* York papers, were not laughed at as good jokes* He next paid liis respects to the by as serting that, uneducated as the negroes of the South are, they were nevertheless much fitter for liberty thin those in power at Washington were fit to direct tho ship of State. 1 his, and many similar pet seulimeuts of tbe orator, fell cold and dead upon the ears of Ids audi ence, eliciting no audible response. lie professed to feel great solicitude for the Union. While it continued to represent right ami justice, ho would continue to support it with all the power he pos sessed. Everything, however, depended upon our com peteiitte and faithfulness iu meet mg properly the emergen cies of the present hour. There was a wide distinction to be made between mere physical ric/r/rj/, and tbe ultimate result of this contest. One thing we might rest as sured of, that this Union would never b$ again just us it has heretofore been. What, for ex ample, were we to do with the four hundred thousand di&bnjided soldiers 1 Wcmust remember, also, that this country, in the future, would continue to bend beneath the weight of one and two hundred Qf public debt. The “burden” of this coming taxation was point edly dwelt upon, in the course of which terms were em ployed by no means calculated to make taxation popular. Tbe laboring classes, he said, would henceforth be u robbed” of one hour per day to j«»v which the lecturer thought would cut off all their little extra earn ings, heretofore appropriated to feeding their intellect. •The mention of Fremont’s name elicited the most up roarious applause. He said that the brightest spot iu American history was 7?<?f in her battle-fields, but rather in that moment when Europe stood measuring the pros pects of American democracy iu the scales, and General Fremont quietly submitted to the gross injustice done him. But he was glad to welcome Fremont back into tho fitld. of the attitude of the European Powers, he said there was ono thing that they expected—namtly, success, and this they would have in its fullness by the next steamer. At this point an incident occurred {which the lecturer will remember When be mentioned the name of McClellan—adding, ironically, that «i/he could only fire a gun M —there was the nearest thing to a loud “hiss” that we have heard, that was suffered to continue for a few seconds, when the dapping of hands became Equally violent, and, of course, more noisy. Having learned that the temper of his au dit nee was by no means unanimous upon theie flings at General McClellan, he made an adroit change in tactics, and said that lie did nut wish to say one word of harm about the General, but he preferred that men sboqd AkMi applause before receiving It; adding, that if he should succeed in planting the stars and stripes upou Richmond and New Orleans, he, the speaker, would thank him from the bottom of his heart. Colonel Forney, iuid 1119 lsimiyer, had stated that the w as acting upon the idea that the South was not uuited—tlmt if we roiilil break tho front of the rebellion we should fiud a largo proportion of Unionists to confirm our victory, and then, as the result, that the country would very soon, and easily, glide back into the delightful vale of James Ifucbunsn. The audience scarcely fathomed the pro found depth* of the lecturer’s remarks upon this head of hie subject. The pow ers of the President in war, under the Consti tntlon, were next taken up, in which he endeavored to show that in time of war the provisions of the Constitu tion were no* to be regarded. No matter what extremos •were then resorted to. Mem ordinarily, had a right lo life and trial by jury, but now, when war wag inaugu rated, ii hundred thousand meu were arrayed in battle and commanded to shoot down another hundred thou sand. There was, he said, no cure but jn the wiping ont of a system that could not live unless it governed. Those who had gone forth to fight for the Union wore ready to die, but be hoped that j in the Vfingnftgv of another, they would at any rate be permitted by God to kill somebody first.
