What motive could prompt this eemnanp te> i&us this circular at these extremely low rates, at a time when the trade presented a very healthy aspect, is a mystery to us. It is a gross outrage on the rights of labor and the in terests of Pennsylvania, which calls for the interposition t>f our Legislature, if there is any mode by which thoir charter can be reached.
