of Commerce, speaking of the treasury-note bill, says:

led to their withdrawn! from circulation, and tho banks
ore again in a quandary.' Some of them are paying out
ftlieir own notes, wliich they redeem in gold. Others arc
susing Connecticut and State, money which is or was re
deemed at par in this city. The sagacious ba-akers who
si few days eince refused to receive deposits of Goveru
snent notes at any price, are the butt of many jests.
Call loans are quoted at 607 cent.
“Foreign exchange is dull, with a downward tendency.

Than 113. There is n general belief that wo shall havo
cotton bills in market before very long. Another victory
or two will satisfy the reasonable people at the South that
ahe struggle is hopeless, and they will decide that on the
■whole it is better to sell than to bum their cotton. Let
ters from the West speak confidently of shipments of
both cotton aud tobucco from Tennessee to Cairo and
in tho course of the month of March."
The Chicago Tribune , of Wednesday, says:
We notice rather more demand for New York exchange
Jt>ut the supply is still so abundant that rates are un
changed. Bankers take it at par®# per cent, discount,
tand the nominal selling price is j£ premium: but the
larger hanks accept pii? from PdUlld Iflb?—
About }{ premium being the more usual rate. Tho open
ing of navigation, now cortainly not many weeks dis
tant, will largely increase the supply of exchange, and
Xience we see no immediate prospect for better rates for
Fellers.
Gold opened at yesterday’s rates, but was not so firm
towards the cloee. The usual buying price waß 2)4 pre
snittm, but any considtrablc lots would have depressed
Ihe market to 2 per cent. In the afternoon most if not
all the brokers sold fretly at 3 per cent, premium, and we
presume, # below was accepted ou round lots. The mar*
Jket generally isdull, aud very little changes handß on nay
terms.
i The general money market is well-supplied, that is, our
t>est houses can readily obtain money on strictly busi
ness paper.
At Milwaukee, according to the >Se7»t£««j, exchange is
tflat and scarcely saleable at par, the banks confining
to the offerings of their customers. The
-l current rate** is nomiually # premium, but buyers of
.round sums readily or tain concessions }i® % from the

quotation.
The following extract from the St. Louts Democrat of
Tebruary 2olb shows the necessity for the recent legis
lation of Congress upon the subject of claims against the
Government
“ Though business has resumed its wonted quiet, thoro
*w»s but little dotieiti ike n.oney market to-day. The
rates of excbaiige ;m*J gold have not changed, aud there
was no demand for the latter. Treasury notes were in
demand, and scarce. There was also sune demand for
approved Government vouchers, but holder* were not
inclined to sell, beiu*j under the impression that they are
■*U going to he p»:<2 soon. While we would not adefse
of Government. vouchers to sacrifice too much,
on them, we are compelled to say that the prospect of
epeedy payment is by no means flattering. They will no
<loubt all be paid, but: when is the question. Last week
Ihejr gold at 85 to 00c on tho dollar • and there ig, we
«ure told, a continued demand for them at these rates.
Those who hold vouchers aud must have money on them
can, perhaps, still get the figures above named. But if
they can afford to wait, it were better not to sacrifice
even the 10 or 15 per cent.”
The Hew York Hearing Dost of to-dfty says :
The absence of war news, together with the “tight
xess” in money, narrows the operations of the market,
and prices will not, pro!'ably', undergo any decided change

Pacific Hail rose to 93, and was in demand. The stock

54*.
Michigan Southern old closes at 24# ®24% : the gua
xantied at 47#045.
The coal stockp are weak and lower. Delaware and
Hudson dropped to 92. Pennsylvania closes, with sellers,
at 84.
The railroad booth; are steady Some are lower, while
others are higher. Terre Haute and Alton bonds are
‘wanted at an advance. Harlem bonds are a trifle lower.
■Toledo and Wabash Firsts sold at 77. Michigan South
ern Sinking Funds are active at 90a90#. The Seconds
-pold at 73, which is in advance of I# pur cent.
Tlierc was little la the State stocks. Tehaeesees
dose at 59®59#, Virginias 59#®69
The Northern State stocks are dull, especially those
■descriptions which have risen rapidly of late. Ohios of
3870 sold at OS, a decline of 2 per cent. Illinois bonds

The Government list is steady with less doing. The
sixes of 1881 are ((noted 32% ©92# for the coupons, and
92#®93 for the registered. The fives of 1867 are firm
at s4#®6s. The sixes of 1807 and ’6B are scarce and
Bigber.
The seven-thirty treasury .notes are firm at 99% for
Small denominationr, and 99 # fjr large.
The money market continues very active, and nearly
all the large establishments find employment for th >ir ba
lances at 7 per cent. The banhs are lending very spar
ingly, and the stringency seemsto proceed in agreatmea
ecre from the perplexities of the Urgb institutions which
JbftYo been doing a heavy bußiuesa in demand notes. The
demand from importers lias alxo contributed to the ac
tivity.
The exchange market is lower for to-morrow’ssteainer,
ftnd first-class bills on London are selling at 1130113#.
Gold is again a shade lower, selling at 102% 0102%,
chiefly at 102#®102%, on time. The sales are net so

CITY ITEMS.
Meeting for the Contrabands. —By re
feience to an advertisement in another column to-day,
it wilt be seeu that a public meeting, designed to embrace
“ a]l classes of beuovolent people," is to bo held at Na
tional nail, Market street, above Twelfth, on Monday
evening next, to consider tho wants of tho largo number
of free blacks that have recently been thrown upon the
care of the Government from Virginia, South Carolina,
and elsewhere. In the recent ordor of General Sherman,
commander of the national forces at Port tho
latter makes a strong appeal on behalf of those negroes.
At the meeting on Monday eveuiug, the chair is to be
occupied by Bight Bev. Bishop Potter, and addresses will
be delivered by tho Rev. Dr. Tyug, of New York, Pro
fessor Lindsay, recently from Port Royal, and others.
The general interest felt in the question to bo considered
will make the nieetiug one of the largest and most im
portant of the season.
John B- Gough.— lt will be .soon by an ad-
YCltiftfUKfit in another column that Mr. Gough's first
find only lectures this winter wIU be given iu the Academy
of Music on the 13th and Nth of this month. The lec
tures are both new ones. The one on Thursday eveniug
is his celebrated temperance lecture, delivered with great
tucctss in London) entitled “ Man and hta Masters j" tho
one on Friday evening will be on “ Street Life in Lon
don,” which is said to he one of Mr. Gough's ablest ef
forts. It has been delivered with the greatest success in
many of our largo cities, and is now, for tho first rime, to
be given before a Philadelphia audience. Tho sale of
tickets will commence on Tuesday morning, and we ad
vise those who wish to attend the lectures to procure
them early.

Remarkable Newspapers.—There are four
i ewspipers published in Shangboo about winch there are
at least four things remarkable. They seem all printed
in one office; they are all marked as edited by one man;
one of them is printed in Chinese; and last, but not least,
they unite in saying that the cheapest and most superior
