The Execiative Committee, we understand, re
quested the residents of the different wards not to

the harmearof the new organisation would be bet
ter reser-re:A lielooting from oitisens at large.
This request, however, was not complied with in
moor of :the wards, •'but as• a general rule - was
....obeyed. The People's - party, on the other hand,
was desirous of allowing the elements opposed to
• 3itesnocraey to remain es heretofore in otagu quo;
err; in case of- a change, they considered the State
Ventral Committee the proper body to suggest and
'organise any reforms. As neutrals, we have not"
learned that either of these political belligerents
Lave made public their future plans, but we have
tin doubt that the actions of both will be looked for

CITY FIKANCES.—The annual report or the
City Controller hes been completed. The financial
matters of the city are Chas set forth : Total appro
riations for the year, including loans, $5,864,-
484.56, and - warrants on this sum were counter
signed to the amount et 85,099,644.06, leaving a
imlarme to merge of $751,196.99 ; this balance in
-eludes $166,387.22 of the loan for the relief of the
andlies of volunteers; $116,393.64 of the loan for
the safety and defence of the city; 8187,009.90 of
• the Chestnutatreet bridge loan; $68,415.03 of the
mascot loan ; 10,797.98 of the water loan, and 814,-
182.91 of the ]can for road damages and bridges ;
;making: a total of balances still standing to loan
account of $565,286.68, and leaving the sum of
4185,910 31 as the amount unexpended by the va
rious departments of the oity. The oash payments
-on warrants drawn by the department from Janu
ary ' 1861, to January let, 1862, amounted to
*3,682,278.70, and on warrants of 1860 and pre
-skew years to $854,702 73, leaving warrants out
-Muscling on the let of January, 1862, to the amount
of $1,015,446.86.

Wenth annual report of this association states that
:$997 90 was appropriated to the relief of thirty.
eight sick and disabled firemen during the year.
The total amount since the organisation. is $20,-
'478 M. Sixty-seven new members have.joined
;during the year, and sixteen have been stricken
from the roll for con-payment of dues. The total
;number of members at the present time 'is 815, of
whom 252 are life members, and 383 are on the an-
Zuni list. The capital stook of the Aesodiatien is
'now $27,802 08--same time last year $28,008 32,
• 'which is an ineresse of $1,503 77. The reeiipts of
the treasurer, together with the cash on hand at the
..timeoflamt report, make the total amount in pm
, Osaka' of the Asitociation $2.898 45.
The seizure of *number of kegs of powder, taken
:frera s building in the vicinity of where fire was
.raging, is made mention of. They were sold, and
the proceeds, in accordance with law, wore appro
rpriated to the fund for the relief of disabled firemen.
ELECTION OF OrmeEns.—At a meeting of
the trustees of the Association for,the Relief of
idrisabled .Firemen, held at the hall of the Fire
Association last evenin g , the following officers

DESCENT• ON A POLICE OFFlOE.—Yesterday
Morning Detective Samuel Wrigley made a descent
, an a Tolley chop in Sansom street, above Eighth,
and seized all the books, papers, &c., besides taking
into custodT.Prancis Lewis, the writer. The este-
Viehment WAS crowded with speoulatora at the time,
all of whom, except three, effected their escape.
'These three unfortunates were held as witnesses
against Lewis, who was required to enter bail in
the sum of SSOO for his appearance at court.
POCKET PICKED. Yesterday morning, a
whose name we did not ascertain, had hor
et picked of a small sum of money, at the
tituere'o Market, Twelfth and Market streets.
- The theft was committed by a female.

' The defence contended that the alleged slandeteits
welds were not meant to imply that Mrs. Harmer
bad any intent to harm Mr. Dick, and that under
the peculiar circumstances of the case such an in

any Malicious feeling towards Mrs. Harmer. In
Jaitillpition of the damages, the court permitted the
, tiiratunstanoes of the sickness of Mr. Dick; of the
Widt Of his daughter to the house of Mrs. Harmer ;
the difficulty there; the subsequent visit of Dr.

.Deathof a Venerable Lady.
"tinder:the obituary head will be found a notice
• of the deith of 'Jane Richardson, who had almost
reached her 96th year. She resided at tho house
of her nephew, Joshua Richardson. in Attie
borough. Her death occurred on Sunday, and no
til the Friday pronoun she exhibited no signs of
• taping health; which had been remarkably good.
It is not many months since we visited this old
, lady. and had a pleasant interview. She was
Idesied with an excellent memory, and retained
many incidents of her early life connected with the
, raUrring times of the Revolutionary war, and, being
, rin full . -possession of all her faculties, she related
them with much enthusiasm and pleasure. Sho had
&vivid recollection of many Incidents that occurred
. the winter the Hessian were captured in Trenton
b y General Washington.
She told us that on Christmas evening, 1776,
after the Wile of Trenton, the soldiers came
-straggling in, but indifferently clad, and some with
but parts of shoes to their feet, leaving bloody
Soot-prints upon the frozen snow and upon the
doors. Two poor' felloWs, cold and weary, crept
pinto the bakaot en; which is Still standing, and
, which_ was still warm from recent use, and passed
the Sight there without molestation. Others laid
down upon the hearth and doors and slept.

The Flour market has been (lull to-day, owing to the
inclemency of the weather. There is no change in price
or demand, and sales of 3,500 bble are reported at $5.02X
06.76 for extras, and $5.76m6 bbl for family, inched
lag( 2,000 bbls of the latte4cholce Diamond ; on
terms kept private. Bales to the trade range at $5.81X
er 5.60 ,f or super ; $5.6235 e 55.75 for extra; $5.7506.26 for
family ; 60.6007 per bbl for fancy brands, as to nunlike;
Rye Flour is held at 83.75, and Penna. Corn Meal at $3
per bid, without sales.
Pilmx.er is firm and in good demand at previous Quo
tations, with sales of 11,000012,000 bus at 133 m 137 c for
Fernsylvania reds, meetly at the latter rate in stare, and
146 and 150 c for white, the latter for prime. RYo is in
steady demand at 73c for Pennsylvania. Corn is scarce,
bntthe demand far It is limited at 63056%0 for new
yellow, and 06c for old. Oats are firm, and further sales
of 6,000 bus Penna. have been made at 333ic in store.
About 1,100 bbl damaged flour sold by auction to-day
at $4.600.5 76 (IF bbl, and 2,000 bus wheat et 1000105 c
for red, and 1050109 c for white.
Bang is in demand at $3l per ton for Ist No. 1 Quer
citron.
COTTON.—Thane is nothing doing to alter quotations,
which are nearly nominal

CITY ITEMS.
THE CONCERT OP THE SEASON.—Tho pa
tronage expected to be bestowed upon Mr. Hassler's
Concert, at the Musical Fund Hall, this evening, wo
predict, will not bo regretted by any of our lady or gen
tlemen amateurs or music-loving audience. Our public
always patronize well any [unglue' entertainment of
merit; ouch is this Concert, and should draw, as we
hear it will, a splendid house. It world be no more thou
deserving. If we patronize such Concerts it will encou
rage our good artists, with the help of the public, to de
throne, by degrees, many trashy entertainments in our
midst. This evening's programme needs but a glance to
show its true value, and the performance, we hope, will
be a credit to the giver of the Concert, the artists who
co kindly assist him, and to an appreciative Philadelphia
audience. The weather may not be go good as we wish,
but thgexcellent medium, our city passenger cars, will
leave no excuse on this point.

A WAn TAx.—lt in becoming very evident
that one or two hundred millions of dollars per annum
have got to be raised by Uncle Sam, for the prosecution
of the war, and that it will have to be obtained by a direct
tax. The present condition of public affairs is causing
immense emmanf mosey to Suet about, and almost every
body obtains a share of it in some way. Some make
shoes, some furnish blankets or breadstuff's, others sup
ply muskets, hay, or wagons; while Bockhill & Wilson,
the proprietors of the far.famed brown Stone Clothing
Hall Nos. 603 and 606 Chestnut street, above Sixth,
manufacture the beet uniforms worn in the service. The
people have to pay the war tax, and It is right that it
should be expended again, to the best advantage among
the people who have contributed it.
-MDLIODLOUS Esoarr.—One of the New York
pilot boater lately picked up off dandy Hook an India
rubber bag, containing, as we are told by the daily Pa
pers, "a large number of Heralds, Times, Trawler,
Suns, and Worlds, of December 27." HOP the beg
could base remained afloat, with such a lot of dead
weight in it, wee a puzzle to us, until, haling made in
tuiry In the proper quarter, we ascertained thorn was a
copy of a Philadelphia paper, containing the advertise
ment of Charles Stokes' $"Ono Price" Clothing Store in
t, in the assortment. To this circumstance, doubtless,
the happy family above referred to owed its escape.

joins a careful consideration of the feelings of others

Ship John Trucks, one of the transport vessels compo
sing the Burnside expedition, went ashore near Cove
Point on Friday, in a dense fog. Thostenmor Star coaled

are about 1000 persons on board the JT. If not got off

Sealed Proposals will be received until 3 P. H., on the
1311, day of February, 1862, for furnishing tall the
"Stamped Envelopes," "Letter Sheets and Envelopes
combined,"' and "Newspaper Wrappers," which this
Department may require, during period of our years,
commencing]et 18 62, viz:
l`Zo.l, or noto size, 2X by 4X inches, of white paper.
2, or letter size, 3 by bX inches, and extra latter
size, 3X by It Y inches, of white ' buff, or cream-colored
paper, or in such proportions of either aa may be re
quired.

colors as No. 2, and under a like condition as to the pro.
portion of each.
No. 4, or extra official elze, 5 1-10 by 9 4-6 Inches, of

postage stamp, No. 3 with nix -cent, and No. 4 with

hilted, of white or blue paper, both sixes embossed with
the three.cent stamps.
Stamped newspaper wrappers, not less than 0 by
10 2.5 Inches, and of buff paper, embossed n Rh the one
cent 'Kiang(' stamp, or any other denomination that may
be required,
Proposals are also invited for furnishing straw or ma
nilla beard boxes,
or others of equal or superior strength,
for packing parcels of envelopes, of letter sheets and en
velopes combined, and of newspaper wrappers, contain
ing from one hundred to tiro hundred each, and for
waterproof wooden Cases for packing parcels of four to
twenty -tiro thousand.
The envelopes and wrappers are to ha made in the best
manner, of paper ul apta mei' quality, manuflictured
spechilly for the purpose, and with such water-math', as
the Podium:ter General may direct. They must bo
gummed for sealing, the former at least 4X inches on the
point and one end of the latter; they must be banded in
parcels of twenty-five, packed without charge for pack
ing, and furnished complete in nil respectss ready for use
with all reasonable despatch. and in such quantities as
may be required to till tho orders of postmasters, and
must be delivered daily, either at the place of manufac
ture or at the Post 0111ce Department, at the option of
the Postmaster General, to an agent duly authorized by
the latter to inspect and receive them.
. .
An agent of the Department will furnish the address
for each parcel, which is to be pasted on the box by the
manufacturer without charge,
The dies for embossing the postage stamps on the en
velopes and wrappers are to be executed in tho best stYlee
and they are to be provided, renewed, and kept in order
at the expense of the contractor. The Department also
reserves the right of requiring new denominations of
stamps and any changes of the dies or colors without ad
ditional charge.
Bidders are expected to furnish samples of paper with
their bide of the quality they intend to use in the manu
facture of the envelopes which they propose to supply,
and nlao apecimons of the envelopes unstamped, and of
boxes.
In addition to bids for furnishing plain envelopes of
the sizes and colors above described, separate proposals
are invited to furnish envelopes provided withrent
dissolving lines , (indicating the proper position or the
superscription,) to substitute the plain or unru ed en
rrlopes, in whole or in part, as the Department may
elect.
Proposals aro also invited for devices othor than
water marks, (or additional to such marks,) to afford
protection against counterfeiting—bpochnene to ho sub
mitted.
The contract will bo awarded to the bidder whose pro
posal, although it be not the lowest, is considered most
advantageous to the Department, taking into account the
price, the quality of the enrolee, and his sufficiency and
ability to manufacture. and deliver envelopes in accord
ance with the terms of this advertisement ; mat no pro
posals will bo considered unless accompanied by guaran
tees.
Before closing a contract, tho successful bidder may be
required to prepare new tiles and submit specinten
im
piestlons thereof. The use of the present dies may or
may not be continued, but no realest change in the do
lice of the storm 'sill be adopted.
Bonds and security w,ll be required for the faithful
performance of the contract, and payments under it will
be made quarterly. The Postmaster General reserves to
himself the right to annul It whimeN er he shall discover
that the same, or any part thoreof, is offered for sale in
the market for the purpose of speculation, and he wiling,
in any case, sanction a transfer of the contract to any
party who shall be in hie opinion, less able or less quali
fied than the original bidder or contractor. The right
is also reserved to annul the contract for a failure to
perform faithfully any of its stipulations.

wrappers issued to postmasters, during the fiscal year
ending June 30, 1801, is fulls sot forth in the last report
of the Postmaster General,
