The Bntish and American Naval Affairs Donald McKay, the celebrated ship builder, has sent the following Lotter to the Boston Commercial Journal LONDON, Dec. 3, MN Editor Boston Commercial Bulletin: I suppose it will be interesting for you to learn bow far the English Government has advanced in reconstructing its fleet. The building of any of the common class men-of war ships line been almost entirely abandoned for the moment, and all the energies of the Govern• .went are directed exclusively on the sudden crea tion of a fleet of iron eased frigates and ships. There are afloat, by this time, the following iron cased ships! Gunn Warrior 10 Black Prince 10 Defence 22 Resistance 22 Rector 32 Of these, only the Warrior and the Black Prince have had their trial trips, on which the first-named vessel realised, with all her armament, stores, and provisions on board, the high speed of 14 1.3 knots, and so exceeded the highest expectations ever en tertained by her designers,Messrs. Isaac Watts and Joe, Large , On her subsequent trial at sett, in stormy weather, the ship behaved admirably, and had very easy motions. In grateful acknowledg ment of the eminent service rendered to his coun try by the design of this most successful vessel, Mr, I. Watts has been decorated with a high Order by Iler Majesty. The experiments at Shoeharyriess. on the power of resistance of a cec tion of the Warrior against shots, (only finished a few da:i s since,Lhave plainly shown that the 11-ar rior'a sides are practically impenetrable to the ilefilieS. shot; and this settles forever the question about the superiority of iromensed ships over those of the old construction. The two following iron iron•cased ships arc building : Achillee... Valiant.... Six other iron iron-cased ships, of 60 guns each, ere to be built, and three of them have bean ar.4.6. , .3 already. One of them will be built by Laird. in Birkenhead ; another by Mare, in Poplar; and the third by the Thames Iron Works. They are to be 400 feet long and 60 feet Wide. Their engines will be of 1.230 horse-power, and their speed is expected to be l 2 to 13 knots. Their prin cipal dimensions are: Length, 273 feet; breadth, 08 feet 6 inches ; depth of hold, 19 feet 10 inches ; draught of water, 25 feet 9 inches; height of bat tery, 7 feet iburden In tons, 4 1343 i horse-power, 2,000. Their armament will consist of 40 guns of the heaviest calibre, and they will be iron-cased in all their lengths. In view of these starling facts, it becomes evi. dent that our national fleet ought to be immedi ately and largely increased, so as to bo prepared for coy emergency. buck as our navy is at the present moment, it ranks hardly with second-rate 'European Powers, and it is entirely insufficient to protect our trade and to uphold the dignity of our Rag. There is no ronEon why we should out /Zara a fleet as powerful as either that of England or France. We have the money, the materials, and artisans necessary to build a first-class fleet, and the beet tailors to man it. It troold be easy for us to build, in one year, a fleet of 500 to 600 men-of-war ships, from a gun boat up to the largest class of iron-cased frigates. It is a well-known fact that we built, in one year, ;Lc zo.unl.,or of 2,04 vessels and steamers, of all classes, measuring together 083,450 tons. A largo number of these vessels were as :large as the biggest class of frigates hitherto con atructtql. What we have done ease we may de over again, and working at the same rate, we would be able alone in our merchant yards to turn out, in one year. 583 ships, of 1,000 tons each. In our six navy yards. where the choicest snaterials are stoked for building a fleet of 100 ships, 60 more men-of-war ships might be built in year. making a total of 643 men of- war ships, of all classes, varying in their urnAMollt from 4 . 3 to Ou guns. More than a hundred of our greatest engineering firma would complete all the ma chinery necessary to be put in these ships in less than a year. That is to say, in plain words, all the seceded States combined did not build even" one per cent." of the sea-going ships built in the United States. his true ; on a very urgent =Mien, in a great emergency, our country could largely increase her navy, in a very few months, with very powerful descriptions of vessels, if they would proceed as follous: Cut down all our line•of-battle ships one or two decks, case them with five-inch iron plates. pat a battery of 30 to 40 guns of the heaviest cilibre on board of them, and moor them across the entrance of our harbors. Pinto oar heavy frigates with shell-proof iron plates, and to make up for the ad dithpal weight put into them, do away with their armament on the upper deck. Transform one hundred of our best sea-going merchant steamers into so many frigates, sloops, despatch and gunboats, of a speed superior to any men-of-war ships yet produced. Among oar large clipper ships and traders more than 500 may be found that are capable to be trans formed into so many efficient sailing sloops and frigates. Their length varies from 220 to no feet; their breadth from 40 to 52 Net, and whenever they are cut down one Beek, or their decks are lowered, will be found capable of carrying an armament varying from 25 to 50 heavy guns, according to their respective capacity. Twenty and thirty of our best and largest clipper ships might very well be transformed into powerful screw frigates—as, for instance, the Grant Repirblze, which exceeds in her dimensions the largest English 50 gun frigates, while her shape for speed is incomparably superior. The scantling of all these ships as well known to be larger than that of the best and strongest men-of war ships of our navy. Among the barks and brigs there are certainly 400 to 500 capable of receiving an armament of from g to 20 guns, and more than a thousand of our large coasting schooners that have a breadth of 29 to :30 feet and over,and a form never surpassed for speed, can in a few weeks be transformed into mou nt-war schooners, armed with one pivot, gun of the heaviest description in the middle, and two to four 32-pennders at the ends. These vessels have a very large stability, and thetcmtling of their tim bers, ac., is by 20 per cent, heavier than that of the common men-of-war schooners. This fleet of about 2,000 vessels of war can (work ing with all the natural energy of our nation) be turned cut in less time than four to six months, and it would be sufficient to protect our coast and meet the first storm. Time would so be gained to build a fleet at to re present our great nation, and to make our flag once more respected in all seas of the globe. But the time is pressing, our country is sur rounded by dangers on all sid , ,s, and it becomes the imperative duty of our Government and people to act with the greatest energy without delay.
