'The net earnings for 1860 exceeded this sum by 921—the gross earnings being $5,180,316—net $1,827,- 406. The ratio of net to gross earnings was 354 tu' cent. 'We have the gross earnings for the present year, but not the net—the accounts of the company not being yet =de up. Assuming a similar ratio for expenses for 1861, as for 2860, the net for the former year will be $1,986,862. De ducting from this sum the accruing interest, there would Pe left $608.31T for the preferred shares. These cannot exceed asonthuan, and call for $560,090 annually. This Statement is correct in all but the estimates for expenses for 1861, which are assumed to have been at the same rate as for 1860. The estimate cannot be far out of the way. It shows that the net earnings for the year have exceeded by t 4 4 . 317 the interebton the debt of the com , pany,.and a sum equal to dividends at the rate of 7 V' rent. on the preferred stock. 'The company will enter the new year with greatly increased facilities, for bush- Das, and with the prospect of much larger earnings for 3.862 than for 1661. Agreeably to an advertisement by the Postmaster, pub lished in your columns, I, in company with other build ers, called to examine the plans and specifications for a Post Office, to be erected on the Levy and Palley Ms, Chestnut street, west of the Glisten' House. We found the drawings on a scale of eight feet to ono inch, de void of detail and wholly without figures or explanations, except such as related to the geiteral aims of the build ing. No competent person was 'present to answer ques tions respecting the proposed work required to be done, MI in turning toitho specification they 'wore found con. taming pages and words sufficient for a building of twice the magnitude, but so stupidly arranged as to afford but a dim and dangerous light to the honest contractor who dared to bid on the meagre plans. The reason for this ob scurity may perhaps be found in the architect's preface, where he elates the plane to have been made for the Postmaster General; Mr. Adams, Mid Mr. Walborn. Now, sir, according to the newspapers Mr. Adams is a Government contractor for public buildings, and if he is a bidder in this case what chance have the builders of Phi ladelphia with a stranger at whose instigation an un known i3oston architect, kir. Brindisi.) , F. Bryant, has prepared sods mysterious plans and specifications? Even the stone work is so obscurely described that I beard one of our most intelligent marble masons, Mr. E. Greble, ask an architect, who happened to be passing, to aid him in deciphering what related to his particular branch. Notwithstanding this palpable intention to discourage and defeat Philadelphia builders, I am determined to isaa every means within say power to obtain a fair un derstanding of the wants of the Government, and bid in accordance with the amount of information which I may be able to obtain.
