On the river, from 3 o’clock until dusky twilight, the scene was not wanting in animation, and called forcibly to mind the descriptions we have read of the contests of tho bargemen on the Thames. Up and down, up and down, and then in sudden cur vets. a swift and saucy little yacht kept jauntily prancing aero?? the shadows of tho motive atono piers—the yacht must be at hand, lest the disciple of Blondin should be guilty of the gross carelessness of committing a faux pas. By four o'clock not only the entire footwalks of the bridge, hut also the ledge surmounting its western abutment, was jammed with spectators— spectators, however, of only a lonesome cable that some half a dozen red-faced, tempcrless men were vainly tugging at in occasional intervals of whisky, with a sort of vague idea that their labors tended somehow to its proper adjustment. True, there were other objects, of more or less interest, within the scope of the vast assemblage, which had come to be numbered bv thousands. There was a gaudily-painted marquee, where tho Bohemian glass-blower held forth, and where the *• Yankee privateer's” achievements were being rehearsed with ull the symphony of a wheezy hand-organ. And there was also quite an armada of ennui boats, that extended midway into the river, and became the theatre presently of several hard-fought pugilistic contests. 'While the crowd was greatest on this bridge of boats a dull plash was heard, and the cry of ;i boy overboard!" thrilled to the quick that vast con course of people. Women turned pale as death, and men and boys scrambled to the spotvrhcnco the cry had issued. A moment of anxious suspense, and all faces smiled again. It was only a log that had fallen into the water. The sun sank down and down in the west till the shadow of the walnut tree near the western derrick had grown as long as the face of a hypocrite’s sanctimony, and still no tight-rope—no Mr. Denier —no ascension—no nothing hut a settled conviction of a grand sell and a general disappointment. At length, when the people saw that the night was coming on, and saw that the plethoric gentle man with a curious, Turkish-looking black-velvet eap, who had been disposing of his invaluable dentifrice at ruinously-low rules, from off a porta ble business-stand, was preparing to return to the city, everybody scrambled for tnc expectant pas senger cars, and one by one tho town folk who had -come so far to see a ;; rope walk" went back to the Imm of the euy and the gaslights’ glare aweary and adurtv. Ax Impostor.—A man, apparently about forty years of age. dressed in a brown linen coat, plaid vest, considerably faded, light pants, and straw bat, with a peculiar expression of the upper lip when speaking, hiu been attempting to vic timize our citizens, and in some cases has succeeded. In one instance he represented himself as a brother of an extensive carpet dealer on Chestnut street; spoke of hi? residence in Arch, near Twenty-first *«reei; of his horses. Ac.. d*c., and of his intended absence from the city for a length of time, as he was engaged tv fismat the Government in prose* curing the wav, with means, and in person. From this party ho succeeded in obtaining a small sum of money. To another person he represented him self a? Lowe, who will bo recollected in connection with the mammoth balloon which was to cro.v the Atlantic, hist year, left this city yesterday morning with a very beautiful balloon, mado for the Government during the lust two weeks, out of drab Imlin silk, very strong and costly—about six hundred dollars—and the only case of the kind in the country. The advantages of making the bal loon out of silk instead of cotton are, strength, du rability, and lightness. The whole cost of this aerial carriage, for reconnoitring purposes, - we .are told, 1= about $1,200* A Sint; txAit Cask.—A few days since a farmer named Job Leroy, residing in Bucks county, was admitted to the Pennsylvania ilospital with his head severely cut. It was rumored last eve* liing that his skull had been fractured anil that he we;- in a dying condition. Upon making tin exami nation. however, it vriu U£gc*tai&ed thac ho had merely received a scalp wound, which appears to hnve resulted from a fall from his wagon. At the persuasion of his friends, who feared that he would not recover, Mr. Leroy was induced to prefer a charge of attempting to take his life against a rest-, dent of Doylestown. who will probably be taken into custody. Leroy is not considered iu a dan gc-rous condition. Tirr National Guards.—This fine regi ment js now recruiting for the war at their armory. Bate street, whore they already have a large num ber of names on the rolls. From the well-known standing of the Guards, and the high military cha racter of Colonel Lyle, it will be a very easy mat ter to recruit the regiment to the full quota. He was taken to his home at Reading. Arrest of a Deserter.—Yesterday morn ing. Detectives Levy and Somers arrested a young nmn named James Wilson wpvn the charge of de serting from Col. Small 7 ? Regiment, now at Wash ington. Wilson is a worthless character, and was sentenced to be shot by Col. Small for disobedience of orders. He will bo sent back. KFkll from a Car.—A boy named John Cresswcll was admitted to the Pennsylvania Hos pital last evening, having been seriously injured by falling from a cur on the Pennsylvania Railroad. Resignation of an Army Officer.—Lieut. Henry A. White, of the Seventh Pennsylvania Ilc 'd serve corps, has resigned for the purpose of raising a cavalry troop. LEGAL INTELLIGENCE. United States District Court; —Judge Codwalader.—The court commenced business in earnest yesterday morning. The Grand Jury have (returned a number of true bills against parties fchnrged with making and passing counterfeit money, and the case of the pirates will be acted on before the dose of the week. Samuel McLaughlin was put on trial charged with passing counterfeit quartcr-dollars on a Mrs. jiCppcr. Another bill charged him with passing . the same upon Mr. Leppor. the husband. The Story of Mrs. Lepper was that, having some lard to Sell she called at the store of defendant, where she vos In the habit of dealing, and there effected its «»le for $1.92, and in payment received six quarter dollars, and the balance in small change. Four of the quarters proved to bo bad. and upon acquaint ing defendant with the fact bo promised to redeem them, but neglected to fulfil his promise. William Bull appeared for defendant. A verdict of not guilty was rendered. August 21, 1861 The facility with which the 7.30 per cent, loan of the Government can be obtained, and its great su periority as an investment has the effect of weaken ing the security market to some extent. To-day, City sixes, both old and new, declined 1, and other first-class investment securities were also a shade weaker. While the better class of Loans and stocks, usually bought to he held by the purchasers, hnvo thus declined, the speculative market, though inactive, continues very firm. The money market is unchanged. Prime en dorsed paper is wanted at six percent., and any thing not of that character is very slow of sale. The New York Tribune of to-day says : There seems to be the beginning of a revival in general business throughout the city, and merchants feel more hopeful. There is some movement in cotton goods, and the quotations are advancing with the advanced price.® of tho raw material. There is also some movement in other dry goods, but It Is not vet important. The Providence Journal of Monday says: t; Business affairs have assumed a more cheerful aspect. Tho woollen manufacture, which has long iiocn of great importance in this State, and which has latterly increased to an extent that few even of our own citizens understand, is now pretty fully oc cupied. Some establishments are working over time. The demand for army clothing, and tho fall ing ofl’ in importations, have opened a market for domestic productions.” The same paper notices an important advance in print cloths, lc. per yard, with sales of 72,000 pieces. The State of ludiftna lias acted with much promptness and good fnilh in the application of $450,000 recently received from the United States Government, in reimbursement of war expenses, to the payment cf so much of the wav loan of $2,000,- 000 authorized by. tho last Legislature as was awarded by the Fund Commissioners, in this city, iu June, to wii: about $122,000. The funds were received from the National Government in two-year Treasury paper, which Messrs. Winslow, Lanier, & Co., as agents of the Fund Commissioners in this city, have disposed of. The banks are discounting only moderate amounts this week, but the wants of borrowers entitled to credit are so email, that there is no pressure of paper outside. We hour of a line of $75,000 short bills going lit five per cent., which U no higher for this class of pfliior. There is. Lowoveiymore disposition to mark up rates, and in most cases the advance is establish ed, especially on call, the bulk of the business being at five per cent., and occasionally higher and lower than this figure. As stated in the Evening Post of yesterday, the Associated banks have completed arrangements for attaching coupon? to the J. 30 treasury notes, and are only awaiting the official order from Mr. Chase to proceed with the details, so that the Bank-Note Company will be -able to get the notes ready without more than a week's delay. In order to facilitate the alteration, the signatures c.f the coupons will be engraved, and the calculation is that the notes can be ready by th£ first week of September. In iho original form, the expectation was to issue them about August 28, but the banks deem the delay of no consequence compared with the great advantages which the change will present to investors, especially to capitalists at a distance. Those coupons will be distinct vouchers in them selves, and will carry the same sefeguarcis against counterfeiting as tho note itself. They will be fire itl number, the last half-year’s interest being paya ble at the time of redemption, and so expressed across the note. On the fifty-dollar notes the cou pon *will be for SI .82; on'the hundred-dollar notes $3.05; on tho thousand-dcllar notC3 $30.50. and so on. . The advices from the country m regard to tho national loan are very eatistVsctory* and the charac ter of' the subscriptions at tho sub-treasurer's office is such as to show the bunks that they arc soon to be relieved of a large portion of it. The subscriptions arc all sorts of sums, from $5O upwards, and the numerous inquiries in reference to the form of application indicates a decidedly growing interest from people of moderate nleans outside of Wall street.
