Lathrop Motley, on the " Causes of the American Civil War." ap pears in the London Times of the 231 and 24th ult. It argues that the whole responsibility of the War and the deepest political guilt attaohes itself to the South, and that President Lincoln was bound to oppose the present Secession movement. He was bound by oath to defend the Common wealth and the Constitution. Secession means revolution, and must be dealt with es such. We have room to day for but a single Flowage from Mr. Motley's able essay; " It is strange that Englishmen should find diffi culty in tmderstanding that the United States Go vernment is a nation ameng the nations of the earth a constitutcd authority, Which may be overthrown by violence, as may be the fate of any btats, whether kingdom or republic, but which is false to the people if it does not its best to preserve them from the horrors of anarchy, even at the cost of blood. The Louisville Journal of the 4ta, says We saw a gentleman of intelligence and veracity last evening. who is perfeclly familiar with the state of airsirs in and about Nashville and at Carep Troutdale and Cheatham. He informed us that at Camp Trousdale, near Richmond, two miles from the Kentucky line, there are about 2 500 soldiers, and the same number at Camp Cheatham. near Springfield. Of this number, about one third are armed, and badly at that, and all of them very poorly fed.
