Bayard, it was generally re per - ted left Delaware for Montgomery, Alebania, vine weeke ago, on a visit to that aroh-traitor sEd f o llow.hompatriat, Jefferaen Davis, ESQ. The asracter of Me. Bayard is folly set forth by one of the Philadelphia reporters, who says : We recollect having seen the Hon. Tames A. B ond, of Delaware, in three curiously different bat interesting poultioeu. We saw him in Cin cinesti when he reported the famous Democratic platform of 1856, and when he was identified with t he wing of tire Democratic party which doctored that, uutess the prinoiple of popular sovereignty via w ade a plank in the platform, the Sleuth would hare suffiaient oanse to secede from the rcion We saw him agaio, in the summer of 10168. at Baltimore, when he was among the moat blatant of those who declared for 'a bolt,' unless the doctrine of popular aovereiguty wee tabooed. We saw him again this morning, under the care of two polioemen, at the Central t3tation, where he had been taken to escape the fury of a party of indignant Dalatfafeatill, who had followed him from Wilmington. When we thought of the two hot comes in the political life of the chevalier, the third Beamed but a natural sequence to them. The effect was a logical theult of the causes " Early yesterday morning certain partial et Wit miegten, Delaware, telegraphed to the City that Senator Bayard Was coming hither in the morning train. Word was passed around among some par ries in the southwestern part of the oily, anti by the time the train arrived, between eight end nine .fclock, a crowd had gathered at the depot. Mr. Bspard was accompanied by two daughters. He vas pointed out to the crowd upon the arrival of the trail, but he was allowed to enter a Fifteenth- street Car without molestation. When the oar started the armed followed it, some of them uttering threatening odes. Officer Dube cee. of the First ward, entered the ear, and stated to Mr Bayard that he had better accompany him, „ La avoid the crowd. lie agreed to this arrange arca, and tne Senator end the officer got out and walked down Catharine street, without attracting the attention or the crowd, which continued to fellow the oar for acme distance. Mr Demme escorted Mr. Bayard to the Central analog. at !Pith, and Chestnut streets, where he remained a short time, until Mayor Henry arrived, when be was et once discharged, and, entering a carriage with a friend, residing in this oily, he IMO driven or, Is the station, Mr. Bayard eat ft r a half hour in fell view of a hangman's noose, suspended from the ceiling, with the words: " Patent neck-tie for Traitors," placarded upon it. During the time the donator was at the Central Station, AO stated that the reports of his having been lately at Montgomery were incorrect. He had been to New Orleans upon private business; bat he had not been at Montgomery at all. Mr. Bayard returned to Wilmington yesterday, wring made but a very short stay in the city. TEE CERTAIN MOVEMENT OP TROOPS TO DAY The Government has thus far conducted its ar rangements with commendable secretiveness. Si lents, in the initiatory movements of troops, is ab- Jolalely neeessary to suoce➢r,efpeelally in a rebel lion like that which agitates this country. The reporter, in the matter of famishing information, is the natural enemy of the Government, for he : c ognises no poliey save the discovery and pnbli alithei of news, and not the slaving of the capital or the crushing of treason can preclude the poseibi lily of his furnishing items of military movements, both to friends and enemies. The military men have, however, led the re porters. Two Ohio regiments, we ascertained last evening, have been quartered some clays at Suffolk Park, while the Se utsylkill Regiment, that was supposed is he quartered at the park, has been eta tkned at Elkton ever since its departure from the camp at Washington and Broad streets_ To-day the First Regiment Artillery, Colonel Robert B. Patterson eommanding, will form at $ o'olook A. Si. in Washington Square. At 9f o'clook they will move np Walnut meet to Broad, and down Broad to the depot, where they will at once embark, and be joined at _Elkton by Sherman ) , battery, and by the Ohio regiments at Suffolk Park The whole number of men (nearly two thou sand) will at oboe move either down the bay to Asnapolll3, or down the railroad to the ennpowdor river. They may march at once through Balti more. AS these movements are covered with doobt, but these details may be settled upon as correct. ARBIST OP WEST PO/NT CADETS Yeaterdey afternoon, a telegraphic despatch wog received in Ude city front what wee consider ed high official authority in New York, that a rotator of cadets had left Weet Point, to go South to join the SiMension foram. They wore to land in tbia City between nine and ten o'clock. Chief Ruggles, Dr. Blackburn, and Detective George H. Smith, at that time headed a posse of twenty-three men, and proceeded to W slant- street wharf About a quitter before ten o'clock, the boat arrived, and the polite sayers etepped on board and took the whole party, forty-five in number into etustody. They were euuu at the Central Police Station, where they were briefly addressed by Chief Rug glee, who regneated them to lay down their arms. Die cadet' had anacrataad by this time that it was thought they were Seeenionista, end laughed heartily at the joke They were to paw immedi ately through to Washington, at half past ten s'eloek last night, but being detained, they were obliged is Epp in the city until midnight AU thee Cadets are Union men, and before starting hem West Point, on Monday afternoon, willingly took the oath of allegiance to the United States. They were under the command of Cadet Binge. bury. During their stay in New York they were buoy in purchasing arms, &0., which excited anapieion, sad caused their arrest in this city. Chief Rug gles telegraphed the details of the matter to Secre tary Cameron lest evening. NNTERTATANZEIT Lieutenant P. J. Hallowell, of Company B, Phi ladelphia Light Guard, (formerly Spring Garden Rifle Compaoy,) entertained his comrades, last evening, at the Mechanic engine•hanse, Brown Meet, below Fifteenth, with a bandanna flapper. It wu prepared by a committee of ladies from his immediate neighbribood, and was of .ke choicest and most sumptuous charaoter. All hands enjoyed she feast amasiogly. After the supper, an appro- Pilate and patriotic apeech was made by George Y. Gordon, L•q ,of the Fifteenth ward_ He gave both officers and men some good advice, and pro mised, when the battle begun, to join them on the field. On behalf of the company, he thanked the ladies who composed the committee (Mrs. P. J. Hallowell, Mrs. D. C. Whine, M:s. Mary W. Potts, end Mrs. Pearl,) for the very handsome manner in widish they bad prepared the supper, and con cluded by wishing his soldier friends a God-speed on their high and holy mission. TO BE BYZOTED. Cot. Nagle's] regiment, from Schuylkill county, now at Suffolk Park, are to be removed to Perry ville, Cecil county, Bid , for the purpese of re lieving Col. Dare and his command, who are to be sent further South, to protect, it is supposed, the workmen that will commence, in a few days, to repair the bridges'on the line of the Philadelphia, Wilmington, and Baltimore Railrotte., destroyed !'iy a mot, from Baltimore. - The opening of the .Northern Central Road to the passage of troops through Baltimore will be, it is thought, eland lineoca with the reopening of the road from this city to Baltimore ; and the fact that a much longer time will be required to repair the damages to the Northern Central than to the Philadelphia and Baltimore Road, accounts far the delay in the movements of the train in this city. 2.he Govern mut, in the meantime, has been strengthening ib portion at all points at which troubles were nicely to be met wits, so as to guaranty a safe and ispeditions movement of troops as soon as the re- Pairs to the road are oompleted. ZO ITEIFOUNS The members of the Scott Legion Iteghnent, though mustered into the Berries several days ago, are yet without uniforms, and the arms they have Rs the old flint-locks altered. the men are get ting very tired of the inactive life they are lead -1481 and would gladly oachange it. /t is said that the uniforms for the 'Mott Legion liegiment are ready, and are expected to -be delivered to the men to-day. The same complaint is made concerning the alms Punished to the National Comma, many of the latter having ugly vents in them. They are all of the--pastern of 1824—flint - locks, altered to percussion. We wire informed. yesterday that Minnie muskets would be furnished to the troops before being called into active service. It would be melees to fight with the altered weapons, and General tioott will surely dircot some attention to this matter by the mustering officers, even should the State officers be lax in their efforts to render the army effective. 1162111BYLVENIA 310UNTXD 8AN6111138. AN APPRAT, TO TOM CLERGY OP PINWRIELVAMA The following bas been reoeived from Bishop Potter: DEAR BARSIIMIN: At this momentous crisis, Some thirty to fifty thousand of the men Of Penn sylvan's, it is said, are to be mustered into service as volunteers- ' They are to be called suddenly from their homes and employments, and exposed FO fearful temptations, privations, and dangers Provision should, and, we doubt not, will, be made for their physical comfort, and, where necessary, for the rapport of their families A. corresponding pocvisien ought to be scoured for their moral and spiritual well•being. Chaplains will, we trust, be numerous, and men. of the right stamp; Testa ments, Bibles, and Tracts will be supplied, we hope, in liberal measure; and every possible pre caution be taken, by those in authority, to guard the camps from immoral infection, There is one measure, however, which devolves especially upon Episcopalians, to which I would respectfully ask your attention. In the Book of common Prayer, in its smallest form, we have a very portable collection of Scrip ture extracts, prayers, and thanksgivings, metri cal psalms and hymns. one which is adapted to all sorts of men, and to all the vicissitudes of life. To many it is already dear, through education and habit; to others it will be acceptable from its in , trinsie merit. It is the earnest desire of the Bishop White Prayer Book Satiety to offer a copy of this book to every Pennsylvania volunteer, who may be willing to receive it. To be able to do this it must receive special end liberal contri butions for the purpose. Its treasury is now empty, and all its ordinary income will be re quired in meeting demands from ordinary sources. 1, therefore, recommend that in every congrega tion a special collection be taken up to assist in OM work, at the corncob convenient day and that individuals whom God bath blessed with abun dance do, out of that abundance, give with liberal hand and warm heart to this'objact. • Contributions for this special purpode way be sent to John D. Taylor, treasuer, NT 6t. John street, or to James if. Aertsen, secretary, southeast corner of Dock and Walnut streets . Monza Parma, momentum lit. Yesterday Captain :Well, the United States mus tering offmer, mustered in the Eighth Regiment, which was the last mustered in under the old re. quisition. This regiment is composed mainly of Irish companies, and the men will all give a good account of themselves. The reigimental officers are as follows - Colonel, Joshua'''. Owen ; Lieutenant Colonel, Dennis Heenan; Major, Dennis O'Kane; Adjutant, John Devereux ; tfaartermaster D C. Brennan ; Surgeon, Dr. D. P. Boyer ; Asetstent Surgeon, Dr. J. C. Gilbert. DEFECTIVE FIRE AR'LS It is reported that setae of the muskets furnished to the volnnteers•here are very defective, end if put in service they will prove quite as destructive to those who use them as they will be to those against whom they are to be directed. Colonel Lyle, we learn, has rejected fully one-half of the arms furnished to the National guards They were old flint looks altered to permissions, and the work was so negligently done as to render the guns worthless ' This should be looked to, and our bravo volunteers should be enabled to eope—so ler as mechaniaal means are concerned—es effeo tively as possible, with the traitors who stole all he best arms belonging to the Oovernment before they showed the cloven foot. DISSIPATIONS rßom TUN VOLUNTEER RANKS Very few desertions have taken place in the Pennaylvanit line up to this time. The propor tion is not as one to ten of the desertions which took place from the two regiments whioh marched to Kezioto in 184 d. The desertions up to this time do not average one to each company after being sworn in. Probably one hundred have ran sway, which, in an army of twelve thousand volunteers, is unparalleled in the annals of history. In the late war with Great Britain, whole companies de. sorted after being fully cognizant of the hardships of camp life, and in the Mexican war some compa nies lost a third of their men before they left New Orleans. When actual hostilities are commenood desertion may be punished by death. In the pissition in which the camps are now, desertion is usually punished, when the deserter is caught byshaving the head and drumming out of camp. Little action has been taken, up to this time, even to recover deserters, because where one has taken place a dozen of true and loyal men have been ready to take his place. QUAKMR PATRIOTISM Wo hear of some oases of patriotism in the Socie ty of Friends which go very far to elms the intone, interest which pervades all dames of people in the North. In a Friends' meeting, in Delaware county, a member was named on a committee to prevent young members of the society from volun teering to put down rebellion. The individual SO named arose and declared that he could not serve on snob a committee, as be thought it the solemn duty to put, down the rebellion at alt hazards. Another member was then 'named, who also de clined serving. He said he bad already a son ins volunteer company, and if Ms own serviced were needed to put down the Southern treason, he was ready to go himself. After the millenium comes along, the pure and peaceable doctrines of Friends will bepraetical. Yesterday afternoon a beautiful flag, the work of the patriotic teaohers, wee thrown to the breeze from the Union School house, at Seventh and Catherine streets. Several national airs were rendered by the pupils with spirit, and after Colonel Fitzgerald, Controller from Fifth eection, had addressed them in his usual happy style they were dixo,l.ed, well fleeced with the afterneon's Ik:ov:flees. Few persons know bow to make an American flag properly- The rule is as follows: The flag should be one half longer than wide. The stripes should be alternately red and white, seven red and sic white, top and bottom both being red. The field abould be blue, and extend over seven stripes, aomuseteing at the top four red and three white. The stare signifying the number of States should be white, arranged on the blue field. We have aeon many flags with thirty-four stars, which is not correct, as by act of Congress the additional star is not added to the fla g until the Fourth of July sue needing the admission of the new State.
