The present position of the United States is ex citing the most serious concern throughout the world. In England, the steps taken by South Carolina to disconnect herself from the Union have produced a elongation only inferior to that which has sem In the Fedora/ Republic itself. Affairs are rapidly approaching a climax there, and in the course of two or three months we shall know whether the Union is to be finally dislocated, or whether it is to be cemented together by bonds more firm than have ever previously existed. As far as the contest has yet proceeded the Northern and Northwestern States have kept their temper —admirably kept it—while the Southern people have undoubtedly lost theirs. In fact, the aggres. sive policy of the latter has been the maul, at may be said the sole cause of the present complica tions. It remains to be seen whether the whole, or how many of the Southern States will follow the example of South Carolina ; but It Is a significant feet that the Convention in that State has nnani mangy voted itself out of the Union. Every varying phase in this drama of secession deepens in Interest, and the denouement is watched on this side of the Atlantic with an interest hardly exceeded on the other. Even If we bad no sym pathy with the political fortunes of the Americans, the state of the exchanges and the increased value of money in England consequent upon them would compel us to watch the straggle with deep con earn, even from the lowest aepeot—the commer cial point of view. In fact, ovary steamer which loaves these shores for the Western world carries away, to restore the confidence which has been so rudely shaken, what we can ill afford to part with—large quantities of our gold. If money with tie is unprecedentedly high, it is still higher in Now York, where it commands from twelve to twenty-four per cent. per annum, and this state of embarrassment, canted almost solely by the se cession mania, will probably continue until the issue between the North and the South has been determined. There seems to be a oonviotion amongst the busi ness men on both sides of the water that the cup tare wilt be amicably arranged, and that ulti mately the patriotism of the Booth will triumph over its selfishness. If we were to take the American journals for our guide. or the proceed ings in 436-,ossatost-wourention, proceedings in Congrets, we should find some difficulty in arriving at this conclusion. The worst feature of all is Me painful vacillation of the Prestdent, who "got along" comfortably enough when the Sea was calm and the state vessel was making head-way satisfactorily; but has proved himself .are arrant buswier when the heavens began to lower and the tempest to set su. But, however mush we may abhor a fratricidal war between the opposing parties M this contest, we cannot help admiring the toot and judgment which; has been shown by Major Anderson in aban doning Fort Moultrie, and oconp,ying Fort Sump ter which commands the former, and is, in fact, the key to the harbor of Charleston. It will be remembered that a short time ago the United Rates forte in North Carolina were seised and occupied by State troops, acting without orders from the Emulative of the State. The forts have reoently been evacuated by their Illegal posselsors, and since that time the following interesting eor• respondence has passed between Governor Ellis and the Secretary of War : STATR OF NORT/I %MOLINA, DEPARTIINNR, Raleig,h, January 12,1861. Sta : Reliable information has reaobod this de• partment that, on the Bth teat., Forts Johnson and Caswell were taken posseasion of by State troops and persona realdent in that Tidally, in an irregu lar manner. Upon receipt of this information I immediately lowed a military order, requiring the forts to be restored to the author ities of the United States, which order will be executed this day. Aly information ratiailes me that this popular outbreak was mused by a report, very generally oredited—but which, for the mho of humanity, / hope is not true—that it wen the purpose of the Administration to coerce the Southern States, and troops were on their way to garrison the Southern ports and to begin the work of subjugation, This impression is not yet erased from the 'marlin mind, whiob is deeply agitated at the bare contemplation of so great an indignity and wrong ; and I would most earnestly appeal to your Excellency to strengthen my binds in my efforts to preserve the publics order here by placing it in my power to give pnblio assuranoes that no measures of force are contemplated toward us. Your Exeelleney will pardon me, therefore, for tusking whether the United States forts will be gar risoned with United States troops during your Ad. ministration? This queetion I ask in perfect respect, and with su.earneet desire to prevent consequences which I know would be regretted by your Excellency as much as myself.
