Philad.lphia, November 5,1560. ; lh« stoic, market was lively and active to-day, in sympathy with that of New York, which; it is al leged,!* elated with a prospect ot tbesaooesi of the rail on electoral ticket to-morrow. In this city, where directly the contrary expectation prevails ■ in. moheyed circles, the improvement of the New York stooks was nevertheless accompanied by a rise here, founded upon the settled conviction that all the noise about-di«nnlon.''Jßi mere noise. The 'Lears' are fearful, too, that they may overdo the matter, and think it best to reverse their plana, and go to balling the market. We dropped in, or rather,' attempted to get into the room in Sansom-etreet Ball where the sheriff was holding his tale this afternoon. Ihe room was packed to its utmost capacity, and the bid ding was very spirited. Some of the oldest con yeyancers there stated that they could not remem ber a larger attendance at an ordinary sheriff 7 * sale, and. to; toy one who listened to the bidding for anything like a fair piece of property, one might try in -rain to argue that there was either a scarcity of money among the people or any serious apprehensions of trouble ahead. The bank statement shows the result of the con traction of the beginning, of last week, in a large decrease of loans, and of the amount due to otlxe* banks and of specie. These last two items, in this ease, probably go together. The deposits, it will be seen, bave decreased. OFFICIAL BANS STATEMENT. w**£oy avxxaexs or the pQiio.nsi.PHU bani* LOANS. gPBCIB, Nov.'S. [Prom the New York Tribune, Novembers.) l'o Business Men.—The subjoined cirou lar, signed—the original lie natures are before ui—by a large number of our prinoipal merohants, is sent, we understand, to-day, to the buainen men of this oity. We simply ask for it the careful end thoughtful consi deration which auoh a document* emanating Grom euoh a source, deserves; Bib; We appealto you* not as a partisan, but as a good oituen and a roan of business. We believe that a continuation of the present feverish and unsettled state of the puhlio mind, if protracted for four months‘longer, will be disastrous tp all the com mercial relations of the oountry. That condition of things is inevitable in oue there shall be no election of President by the people; as m that event the question goes to the House of Repre sentatives at Washington, who may spend the winter in wrangling and balloting, till Congress rises on the 4th of March, when only can the Senate interfere, and choose one of the Vice Presidential nominees as aoting President. r , -V' In the meantime, the countrr.qtUl be convulsed by threat* of disunion on the oub kitud, and defiance pn the other, hr constant appealsto&eotional passions, to the utter neglect of the reil'Jbtf rest* of the country, and in a large degree to their complete prostration. WHATEVER MAY BE OUR INDIVIDUAL POLI TICAL PflQCUyiTjes, it is pl*er to all sensible men that Mr. Lincoln elope has any chance of being ohogen President by the people. If he does pot get the vote o* this Stats, the eleotion must be made by Congress. Th* only way then, to forestall a winter of disaster* and to se cure political and oommeroial tranquillity, is to givo oar inflaenoa and hearty support to insure his suocess. A large and overwhelming majority willoarry cot only the Election* but a moral force also, wbioh will quiet ail disturbing influences. It is simply a questiouof self-defence* of selfr-preset' vation. No true business man* it seems tons, who understands his own interests, oan disregard the appeal made to him in this peculiar crisis of pubho affairs. We want peeoo, and not same, and there is only one way left now by wblob it can be scoured. WM.
