The money market appears to be gradually
easing up from the resent stringency. We do not
anticipate any redaction of importance in the rates
until it is seen how the market will stand under
the demand for the spring business, but the supply
of money accessible by note-brokers is evidently
increasing, and the question upon good paper of
fered upon the street is simply one of rates.

Some time since the Bearetary of the Treasury
of the United States made a decision of a point
ip which a banking firm in Son Francisco were
Interested. The firm not being satisfied with the
decision, appealed directly, by letter, to the Presi
dent, asking him to 'reverse it. The President,
however, refused to bear the appeal, referring
those who made It, to the Court of Claims, or to
Congress. The reasons he gives for this course are
numerous, In the first plaee,he remarks, that the
acts and decisions of the beads of the departments
are the acts and decisions of President himself,
and, for which also, the President is responsible.
It is for this reason that Cabinet meetings are held
upon all questions of interest and importance.
Besides the considerations of this nature, it
I t would be impossible for the President to re-exa
mine all the questions that would be brought before
him, if such appeals were allowed. Another
reason of some weight is, that appeals would be
made when the decisions of the departments were
adverse to claimants; but none wheh they were
against the Uevernment.
The Savannah Republican says: "Out of four

as to be hardly worth mentioning. Of the quan

Whioh - so - little is made ready for use where it to
raised, while there is no reason why it should be
so. The water power of the Booth is as good as it
is anywhere, but the great bugbear is that labor
is too high. An assertion which is not true, as can
be proven bfthe history of those factories which
have been tatecessfally managed in Georgia. The
kind of labor required in cotton factories oc
cupies persons to whom it is almost (Alertly to give
employment, and the oomponsation is established
by the employers. Women and children do most
oC the work, and a cotton factory well managed
operates as a blessing to a town, by giving the poor
and helpless people employment."
• On the 6th January wo had occasion to nail to
the counter as false a part of a statement that
Noah L. Wilson, Esq., had succeeded in raising a
loan of $2,000,000, in Europe, for the purpose of
completing the Marietta Railroad to Wheeling,
and that the Pennsylvania Railroad Company had
agreed to advance half a million of dollars to
finish the Chartiera Valley Railroad to Washington,
from Pittsburg. We then shooed that the Penn
sylvania Railroad Company would not be further
bled by the Chartiers Valley Railroad under any
eiroumstanees. In oonneetion with this subject
we-find in the Cincinnati Commercial the follow.
hag:
" We have advises from Chillicothe to the effect
that, on Friday last, a decree was granted by the
United States court for the 'sale of the Marietta
and Cincinnati Railroad, within forty days from
that date, end fixing the minimum sum at irhioh
it may be sold et two hundred thousand dollars.
" We are without the pardonless necessary to a
clear understanding of this movement, and infer
that It is in pursuance of the programme of which
es-President s Wilson's recent visit to Europe was
an incident. it is Mated that the decree was
granted at the instance of the Brat, second, end
third-mortgage bondholders—we cannot doubt that
Mr. Wilson was 'agreeable '—so that 'we are,
as advised, disposed to look upon Ibises an agreed
mode of unravelling a knotty point in the affairs
of the M. & C. Road. '
Like our friends of the Commercial, we also
"are without the partioulare necessary to a clear
understanding of this movement," but we very
mush fear that It was not embraced in the pro•
gramme of ex : President Wilson's recent visit to
Europe.

CITY ITEMS.
ORATOTUO or TRH SEASONS,—The directors of the
flarmonia Sacred Muni° Society announce the per
formance of this celebrated work. this I Friday) even
ing, at the Muskat Fund Hall, and wo aro informed
that every care has boon taken to have it done in the
best manner. A nireftilly-selected orchestra, will give
all the likautiful instrumental °Weeds intended by the
great composer, and the sole parts have been Indio
ouslY siren to Mr. A, R. Taylor, basso, Mr. J. Frazer,
tenor, and Miss Bolster and Miss Heed, sopranos.
We doubt not that it will be fully equal to anything of
the kind ever given in this city. The " Harmon's"
have worked An years with energy, perreverance, and
untiring effort, to elevate the taste for classical mu
sic, and to produce the best works by the beet compo
nent, and with the beat choral effects, and their emote
should have their reward. Wo hope the direotore of
the 'Harmonic. will persevere, and believe that, in the
concert room to-night, they will find an overfiowint
audience.
Tux TURKISIT CRESCENT.—WheII Philip of 'Ma
cedon approaebed by night to scale the walls of Byzan
tium the moon ehone out and discovered hie design to
the besieged, who repulsed him. The crescent was
afterwards adopted as the favorite badge of the oily.
When the Turks took Byzantium, they found the cres
cent in every public place, and beliwrlng it to possess
some magical power, adopted It themselves. The origin
of the crescent. no a religious embleni, dates a long
white anterior to the time of Philip of Macedon, and
might be, without straining a point, placed as contempo
raneous with the introductiottof the elegant styles of
(nettling now gotten up at the palatial store of Granville
Stokes, No. 607 Chestnut street.
NEW YEAR'S Pansearra.—A wealthy citizen
performed the ceremony of giving New Year'a presents
in a peculiarly handsome manner. Earth of his four
children, received hve thousand dollars, and several
other friends began the new 3 ear with significant pieces
o f kink paper in their respective wallets. Upon the
lota of each bank note was written the words: " Buy
all your garments at the Brown stone Clothing Hall of
Rockhill & Wilson, Nos. GO3 and 033 Chestnut street,
above dixth."
