Mr. Cornwall arrived at this point, and the ohair

Mr. Brioghurat, from the Committee on Poor, re
ported- the defiiency bill. An appropriation of
$12,421 is asked`for supplies during 1858-59. The
debts were contracted during the reign of the old
Board of 'Guardians. The deficiency . bill has been
' tinder the consideration of,tho committee foisome
time put. , It gave rise o an extended debate.
The items were taken up separately. Some of the
hills were regarded as fraudulent' by certain mem.
berg. The system resorted to by different depart
xnents of exceeding the annual- appropriations was
strongly censured.- The attention of the Chamber
was occupied by the subject for two hours.

of the plan of an iron bridge over the Schuylkill
river at Chestnut street, •
A lengthy debate ensued, during which 16. Mil.
ler opposed the adoption of the plan, saying that

be built,: One of the bridges over the Thames, ,in
London, cost overs2,ooo,ooo. A east-iron bridge
over the Schuylkill would cost over half million
dollars, - Mr. liodgdon gave an account of the liven•

cost $OOO 000, Was found to be a' failure, and had to
be taken ddiern. Crate!! replied, 'defending the
planproposed In the resolution , and saying that
$400,000 would cover the price of everything. Mr.
Ingham wee of the opinion that a bridge tould bo
constructed for $270,000, and opposed the resolu
tion. The debate was tiontinued, at length between
• Messrs. Wm. B.' Thomas, Wistar, Miller, Cattell,
Potter, Ingham, Quinn, and others. -•
Mr. Ingham submitted a resolution authorizing
the Mayor to advertise for plans and specifications
for this work, awarding a premium of $4OO for the
best, $2OO for the second, and $l5O for the third ;
and that thiChief Engineer furnish his plans and
specifications, and give the soundings. to., to such
applicants as fiered to Compete for the prizes.
This resolution was not agreed to.

Judge of the Uxtted States District Court for the
Territory of 'sew Makleo, died at his residence in I
West Philadelphia, on Wednesday evening. Mr,
Boone had just returned' from ;New .Mexico, on a I
visit to his family, after an absence of a couple of
years, in the 'discharge of official duties. Mr.'
Boone served for many years its a member of the
fitatelegislature from the old city. Under the
Administration of President Fillmore he was ap
pointed commissioner to Nicaragua, and spent
• three years in the public service upon the Isthmus.
In 1858 he was appointed by Mr. Buchanan Judge
• of the United Statee District Court of New Mexico,
• and soon after entered upon his duties.

The money market appears to be gradually
easing up from the resent stringency. We do not
anticipate any redaction of importance in the rates
until it is seen how the market will stand under
the demand for the spring business, but the supply
of money accessible by note-brokers is evidently
increasing, and the question upon good paper of
fered upon the street is simply one of rates.
The board of directors of the Girard Western
Insurance Company have declared a dividend of

Some time since the Bearetary of the Treasury
of the United States made a decision of a point
ip which a banking firm in Son Francisco were
Interested. The firm not being satisfied with the
decision, appealed directly, by letter, to the Presi
dent, asking him to 'reverse it. The President,
however, refused to bear the appeal, referring
those who made It, to the Court of Claims, or to
Congress. The reasons he gives for this course are
numerous, In the first plaee,he remarks, that the
acts and decisions of the beads of the departments
are the acts and decisions of President himself,
and, for which also, the President is responsible.
It is for this reason that Cabinet meetings are held
upon all questions of interest and importance.
Besides the considerations of this nature, it
I t would be impossible for the President to re-exa
mine all the questions that would be brought before
him, if such appeals were allowed. Another
reason of some weight is, that appeals would be
made when the decisions of the departments were
adverse to claimants; but none wheh they were
against the Uevernment.
The Savannah Republican says: "Out of four

"Thera is probably no:product of the earth of
Whioh - so - little is made ready for use where it to
raised, while there is no reason why it should be
so. The water power of the Booth is as good as it
is anywhere, but the great bugbear is that labor
is too high. An assertion which is not true, as can
be proven bfthe history of those factories which
have been tatecessfally managed in Georgia. The
kind of labor required in cotton factories oc
cupies persons to whom it is almost (Alertly to give
employment, and the oomponsation is established
by the employers. Women and children do most
oC the work, and a cotton factory well managed
operates as a blessing to a town, by giving the poor
and helpless people employment."
• On the 6th January wo had occasion to nail to
the counter as false a part of a statement that
Noah L. Wilson, Esq., had succeeded in raising a
loan of $2,000,000, in Europe, for the purpose of
completing the Marietta Railroad to Wheeling,
and that the Pennsylvania Railroad Company had
agreed to advance half a million of dollars to
finish the Chartiera Valley Railroad to Washington,
from Pittsburg. We then shooed that the Penn
sylvania Railroad Company would not be further
bled by the Chartiers Valley Railroad under any
eiroumstanees. In oonneetion with this subject
we-find in the Cincinnati Commercial the follow.

that, on Friday last, a decree was granted by the
United States court for the 'sale of the Marietta
and Cincinnati Railroad, within forty days from

clear understanding of this movement, and infer
that It is in pursuance of the programme of which
es-President s Wilson's recent visit to Europe was

Mr. Wilson was 'agreeable '—so that 'we are,
as advised, disposed to look upon Ibises an agreed

Like our friends of the Commercial, we also

understanding of this movement," but we very
