The truth is. we want thorn'as wo do. bone and
sinow. If tub aristocracy would supply rank and
file to. tho army, we should not send out recruiting
parties to pick up all the idle follows aick of regular
employment.- -We should point with pride to a mus
ter-roil of lords and honorables. But we cannot do
without clodhoppers and fastian jackets. * So, also,
if tho "aristooraoy would give us a sufficient sup
ply of the heads and hearts necessary for the com
mand of an ariny, : and -all the departments of the
public service, we might be oontent to loave pa
tronage In of the aristocracy. - Even in
that:ease,-however,-the aristocracy , would soon
floditself drivento competitive examination, and
siioh devices,'as its only protection against that
official oligarchy which exoludes the rabble of
lords and honorables in OTder to make room for
the sons, nephews, cousins, connexions', and per
sonal friends of the Individuals-ruling at down

finished. The instrument once secured, the views can,
of course, ho multiplied at pleasure; and thero is this
advantage attached to the stereoscope, that, when the
pictures have been pied long ebough to have become too
familiar, they can he exchanged fox others at a trifling

close, by order of the Board of Health, on the 15th of
this month, (October,) but as Epidemics still prevail
to some extent in a few or our Southern Ports, as well
as Iq tbe West Indies, requiring caution in the admit
ting of vessels up to tho Port or Philadelphia, notwith
standing tho low temrerature of the atmosphere, with
the prospect of it so continuing—NoTloE 18 HERE
BY GIVEN, That all vefaels arriving from the Porte
of Charleston, Bavaunah, New Orleans, Galveston, or
the West Indies, are required to be visited by the Port
Physician previously to thoir being hauled to any wharf
of tho Oity or Windmill Island, and undergo such an
examination as Is provided by tbe 18th section or the
G eneral Health Laws of 1818 for the security of the City
and Port from the introduction of aoy pestilential or
oontsgious disease
Owners and consignees of vessels expected to arrive
from any of tbe aforesaid ports aro requested to give
Information to Captains of tbe same,through the Pilots
or othorwfse, as may be most effectual in giving the
abovo notice to those interested.
The above restriction on coastwise versels will be re
moved at tho very earliest day that circumstances will
admit.
Cotton, and all other articles now in Quarantine, in
the Public Stores, will be permitted up to the City on
application for permits at the Health Office.
