The events of the last few days have forcibly drawn roy attention to the canvass now in progress in the First Congressional district, for the election of a Congres sional Representative. When I accepted the nomination of the American party, I was fully imprertad with the opinion that it was the best organisation through which exp ession couli bPglvento ’he decided hostility which the friends and advocates of Amerlcaa industry leel towards the de structive influences of Fi ee Trad'. I was not on*y willing, oat anxious, that the reoog nsted influences of the party with which I hare been afsooiated, and which 1b composed, to a great oxtent, of men direotly interested in the wages of 1* bor and the rewards of industry, should be found co-operating in the patriotic effort of relieving the commuui y from the grievances whloh a system ot reduction of prices has in* QSoied upon them. At that time such an opinion was well founded, aud the wish grew out of ancient attach* ments. I cannot, however, at this moment, shot ay -eyes to the fact that without any renunciation of prin ciples heretofore cherished, a large portion of those who have acted politically with the American party up to this year, have yielded to the pressure ot a resistless necessity, and entered into new combinations. In fact, the People’s party of this district is, to a great extent, the American party, arrayed upon the platform of Homs Industry and a Tariff for its protection. The same principle will be fouu i actuating the American party, (p-operly so called,) and that to so great an extent as to .form, at present, in view of the National policy of the Administration, its leading retomraendatbn. So gross and aUrmine have been the assumptions of the head of the Federal Government; so astounding the corruptions by which he has attempted to force despotic and unjust measures upon a resisting people; so rapid the absorption of all the powers or Govern ment in the hands of the President, that many already doubt if ivbe in tbe power of the people to resist »be well organized body of officials, favorites, and parasites, which manages the machinery of political contests, and which has shown Itself ready to resort to the most flagrant frauds and violence, when other means to carry an election. The reports of the B°cretary of the Treasury, ana the messages of the President, show both of these taactionarifia to be igno rant of those great principles of political economy which are at the foundation of all commercial aud in dustrial prosperity, and this tact should urgo the poople to bo more careful as to the character of the men with whom they may surround the Administration. 3 The enormously increasing expenses of the Gene ral Government, wbioh have grown from less than $12,600 000 to at least $9i.000,000, and probably much more, within tho last thirty years. In a time of pro found peace, the expenses of Mr. Buchanan’s Adminis tration, in its second year, will amount to over $lOO,- 000,000. At the present time tbe expenses of the Go veroment are more than double its whole revenue ; and these expenses are increasing in an accelerating ratio. „ The dullest comprehension must be able to perceive that the enormous patronage ot the President, aod the vast sums which his friends can and do one to influence careless and depraved voters, and to prooure frauds at elections, are in an alarming degree dangerous to the liberties of the people. The unscrupulous use of this piwerand patronage are too notorious to need com> tnent The evidence before the eyes of the people of Philadelphia tn the Navy Yard colony, and iu many other movements of the party which sustains him. Other questions and other abuses, of comparatively -less importance, mlxbt be presented if it were deemed necessary; but so shameless nas been the conduct of the dominant patty, and so well Informed are the people of our city imregard to its corruptions, its frauds, and the general oilp&bilitv of those who hold position through its influence, that wo need not consume time in presenting them in detail at this junoture 4. In the management of the local affairs of Philadel phia county, under the control of tbe same party, the moat fiarrant abuses and corruptions have been foster ed, until they have brought shame and disgrace upon the administration of justice, and the transacting of the business of the people. The shameful evidences of disregard of decency and honesty are apparent in every department ot Govern ment where Demooraoy rules, and calls loudly for re form ; and as every citizen is directly interested in tbe prevontlon ot crime and outrage, and in tbo faithful management of the business of tbe county offices, no oue should neglect tbe great duty of guarding the pnb lie interests and securing the election of men of integ rity and reputation to fill offices of snch importance. It must be plain to every ono that the great dnty in cumbent upon citizens who hold the elect ve franchise in their hands is to take care that they be p’ op?riy re presented In all legislative and administrative offices. Wh’n parties have placed candidates In the field, it be comes not ot-ly the privilege, but the duty, of tbe citi zen to chooso intelligently between them; for If men be not reliable, it is a matter of little importance what may be the principles they profess. The party of the People have formed, and present herewith a ticket composed of men who are not only generally well known to the community, but whose standing and character are unassailable The candi dates for-Congress are all gentlemen of standing and position. They are all advocates of that great princi ple of protection to American industry which is proved by the recont history of the country to be so essential to the well being and happiness of the people of the great Keystone State, and on all other questions which are likely to come before Congress they occupy that conso vativo position, and hold such v.ewa as have been elaborated by those great statesmen who were the vuardians of the Bepnbllo in former times—Olay and Webster.
