This Lottery wttl afford an e.egant speci

the City of Wafliington—Two beautiful de
signs are already fele fted for the entire fronts
on two of the public CqHares ; from these
drawings, it is proposed to ere6l two centre
and tour corner buildings, as soon a« pofTible
after this Lottery is.f©ld, and to convey th.em
when complete, to the fortunate adventurers,
in the manner described in the scheme for
.the Hotel Lottery. A nett deduction of five
per cent, will be made to defray rhe neces
sary expence« of printing, &c. and the sur
plus will be made a part of the fund intended
for the National University, to be eretted
within the City of Washington.
The drawing will commence as soon
as the Tickets are fold, or at all events or.
Monday, the 22nd of December next: The
money prizes will be paya 1 le in thirty days
after it is finished, and any prizes for wh/ch
fortunate numbers are not produced within
twelve months after the drawing is closed are
to be confjdeied as given towards the fund
for tbe University, it being determined to
! fettle the whole bulineft in a year from the
ending of the drawing aitd to takfi up the
bonds given as fie^urity.
The real securities given for tbe payment
of the Prizes, a/e held by the President and
two Directors of the Bank of Columbia, aud
are valued at more than half the amount of
the Lottery. The drawing will be under
the management of 24 gentUmen approved

mgton, for the time being, and a£ting on
oath.

Mr. Randolph's letter publilhed Tues
day together with the Prefidt'nt's corref
pondeilce with the Governor of this state,
bode no good to Governor Simcoe. In
deed it is presumed that Gen-. Wayne on
the one fide, and the Genefee Woodsmen
on the Other, will be able to give a good
account of certain expeditions into tl»e
United States, and fully to maintain the
Jlatu quo, pending our foreign negociati
ons.
The moderation of the Executive it
equally conspicuous in negotiation with
foreign and domcitic enemies. To resort
to arms only as the last expedient, either
to repel foreign invasion or suppress do
mestic rebellion, marks the mild genius of
oor government and the patriotism, the
humanity, and fatherly affection of our
President.
