The moderation of the Executive it equally conspicuous in negotiation with foreign and domcitic enemies. To resort to arms only as the last expedient, either to repel foreign invasion or suppress do mestic rebellion, marks the mild genius of oor government and the patriotism, the humanity, and fatherly affection of our President.
