According to Mr: Campbell, who was, one of the . managers in the trial of Judge Chase, "it is more in the nature of a civil inveStigation- than of a criminal prosecution ; and though impeach able offences are • termed in the Constitution high crimes and misdeineanors, they must be such onlY so far as'regards the official con duct of the officer." • • There are grave reasons : why -President Johnson should:be impeached.
