Twelve re putable citizens of the, neighborhood are to certify that the inn or tavern, in the plac.2 proposed, is necessary to accommodate the public and entertain' strangers and travelers, and that the applicant for license is a person of good repute for honesty and temperance, and is well provided with house room nod conveniences for theirecommodation &stran gers and travelers. The Quarter Sessions. in their discretion, then' grant , or withhold the licenses. Under various penalties, all persons not thus licensed, are forbidden to sell vinous or spirituous liquors by less mea sure than a quart.
