For some years past many of the friends of Temperance have suffered themselves to become disheartened on account of the diffi culties that seemed to crush all hope of\sue cess in procuring the abolition of the woful evils of intemperance, or the prevention of the internal traffic that keeps ever full our jails and alms-houses. Some have tried td , procure more stringent and effective laws for lessening these evils. The result of their efforts has been to procure the enactment of laws, giving a wider license to,the business, and multiplying greatly the number of grog shops. Under these discouragements many have almost given up the work as hopeless, and almost deemed that further warfare against :his nefarious, pauper, and criminal manufaCturing, business, is hopeless and use;, At this juncture Maine; the first of all the States on the geographical catalogue, by one hold movement, solves the problem of Re forin, and shows how it may be made tri umphant. We have before alluded to the new law enacted by the Legislature of Mame. . It strikes a deadly blow at the very root of the evil. It utterly prohibits the traffic in intoxicating liquors in the State. It makes the sale of it in any quantities and in any , places—except where certain salaried agents j are appointed to sell it for mechanical and ' medical purposes only—a crime punishable iby fine, imprisonment, and the forfeiture of all liquors found on the premises. It pro ' vides for searching every place where there I is reivonalde ground for supposing it to be i stored, and for pouring it at once into the gutters and roads. It declares null and void , all debts contracted for intoxicating liquors. so that , they;cannot he collected by law. It thoroughly outlaws the whole businesS---- The reasons for the law,, as set forth in ihe preamSl'e, are -- the defetending or the pub. lit peace and mom's," and " the tlitninishing of the burdens of the State." Most excel. lent and obvious reasons for the outlawry and suppression of ,‘ driiiking houses and tippling, shops." for three months this law has been in op'. station. and already have its beneficent et. lints been manifestly revealed. 'Of course it is most difficult to be carried into effect in large cities. Influences ,are there' concentra ted in its favor which are not easily broken or overcome. •In most rural districts, and small villages, the law has promptly crushed the whole business of corrupting and bruti. tying men. Drunkards are becoming nem sarily sober men , and tippling-house keep ers art' turning their attention to honest , modes of livelihood; and in the cities also the benevolent Orris have become too obvi ous to escape remark. •Tn 'Portland and Ban gor the testimonies of the authorities show already a surprising diminution of public crime, and of the expenSe of crimin I pros , I ecution. The watch-houses and jails are nearly empty. In Bangor twenty-nine tip pling shops have been closed, twelve of their keepers having left the place, and three of theta in jail. Possibly these emigrants have come into Philadelphia. The following are some of the statistics that have been pub lished of the practical workings of the new law in Bangor : • 1. Commitments to the County Jail.— Quarter ending Drunketitis Apes iii. Total. Sept 30, 1 , 150, 12 7 29 Pine 30. 1131, It .1 11 Sept. 30. Cost to City, =3.80 " Sept. 30.1551, 51. " 75,73 flitren.nre in favor nrChlrl Quarter—Ctlief, 103. Cost :1. Number of places where Liquor is sold —Last Spring, ,106: at present; some 56; showing a diminution of near l so per cent, while the quantity sold' is estimated to be re duced about 7 : 5 per cent. 3. Amount of fines paid to City Treasury, $lOO. 5. Quantity - of liquor seized and condemn ed, about 4000 gallons; and a still larger amount re-shipped to Boston. 0. -The state at the streets and city, accor ding to the City Marshal's statement, is "im proved 75 per cent.," as compared with the previous quarter. A part of these statistics show merely the efficiency of the law, but we call more par ticular attention to those farts which show the actual decrease of crime, and the positive gain of public morals. . in answer to the second question, i. e. as concerns the public burdens of Pauperism; we have the most ample and satisfactory statements. An Overseer of the Poor says: " The applications for aid for the last three months have not been half so numerous as the three preceding, rnonths. This I attribute . to the enforcement-0 the late Liquor Law. It is, in my opinitin, g dually but surely a diminishing our paupel expenses; and -I hope the day has alrea y dawned upon us when this fruitful source of pauperism. mis ery and crime, will be entirely banished from 1 our midst.' * • ~' * 0 * ' ' Now are we not justified in saying that Maine has solved the pb lem of reform ill this matter ? It is av ry bold ,movement. and nothing but bold measures can be effi cient tor the crushing of such an evil. It is a movement which every honest man's judg ment and conscience approves. Is there any reason why Temperance men should be dis couraged, with such an example before them? Other States are moving for such a reform-- Why should not Pennsyl nia ? No State in the Union-needs it m re. Here then is an end presented to us, to in which all ener gies and influences sh uld be concentrated. It presents ari object definite, clear; and effi cient, at which to aim. We most destroy the entire traffic in intoxicating liquors, grit will continue to destrOy virtue, happiness and life, of increasing multitudes among ua. It is time for the Temperance men iathis. as in every other State, to respond.eheerity to the call from Maine. A noble example has been sit us. In imitation of it we have a noble object to strive to g ain—the outlaw ry of the rum traffic in ire State of Pennsyl-. t hi t ii iess will prove inefficient.' vania. Any But Can this be done'? Yes! There 'is ho nestly, i n ienigende and virtue enough in. the Slate, if by wise measures it can bebronght, to bear upon ibis subject—“-Thete-ate no obstacles to those who wilt." ' OM
