Wynkooti, who at present bears the commission of Colonel of the First Regirnent of Schuylkill County Volunteers. ' Upon the pas= sage of the bill authorizing the President to call out 50.000 Volunteers, Col. Wynkorip repaired irrrneilialely to Washington, with a tender of the services cif his Regiment. It was not at that time , deemed 'advisable to call out any troops from the North, and consequently Col. Wynkoop's offer was not acted upon.
