Bannaii : —lt is an unpleas:mt task, at all times, to expose and reproi . e the vices, faults and inconsistencies of our fellow wen; but this neces sity loses half of its isksotneness when. we rec. ognize z it as a stern and imperative duty, due to society, and to our own dignity as intellectual and moral beings. In the last number of the Emporium, I noticed q uite a frothy and denunciatory article condemn ing, in strong ,language and with holy horror, some of our citizens, for a slight ebullition of hon est indignattoninattifested by them upon the oc casion of a rate well known outrage. Every re flecting mind would condemn such an occurrence, bat of so trilling and harmless a nature was it, that it was worse than unneceseery to publish it beyond our own neighborhood—leaving this of fair, allow me to turn to another column of the same paper, in which I found, under the sanction of the eilitonal.head, a correspondence from Ches ter, Delaware County, upon the subject of the late riot at the Cotton Mills •in that section.— Those who have read these articles. have no doubt perceived before this, that the Satyr's peculiarity of blowing hut and cold with one breath, is .not wholly unknown to the conductors of this paper. And that, while they denounce with .afficted zeal, a trifling occurrence, (improper I acknowledge, yet not without a provocation) they are ready for base political motives, to uphold and sanction a hi g h handed outrage, which, as a precedent,. is fraught with danger to the-whole community. in this correspondence, the writer goes at great length, in justification of the mob—dignifyihg the ringleaders with the endearing and eacouragiug appellation of kind—ini elligent—bertreeknt, &e -and branding the proprietors with such epithets as tyrannical Cotton Lqrds—oppressire 11'itig Aristocrats and other slang terms, founded no w er ept in the Loco's. vocabulary. Such is the lengeeaneeenrid in it is contained the whole argument. An now, sir, having had every op portunity ofterning, the true history connected with this diAhrbance ; allow me in a few words, to lay it be - 4\e -e your readers: Thesituation of the country at the close of the Loco Foca administra tion, and the grievances the peeple were !alio:nee under, are too well known to need a repetition. With the election of the good and. revered Harri son, came a hope and a promise of _succeeding prosperity—how that prospect was frustrated, let the tears shed to his memory tell—a dispensation of Providence removed from the nation its main support at that crisis, and almost involuntarily the expectations of all were turned to his succes sor for a faithful carrying out of these principles, upon the prosecution of which, depended the whole national welfare. It is unneces-sary here, to tell the tale of shameful retrogression which has mark ed the administration of John Tyler. Seduced by the very party who now insultingly ask for the promised prosperity—he has proved as imbe cile to himself as he is to the best interests oehis ' country. The effects. of the Can Buren Adminise tration still exist in all their force, thereby pros. iffe the remit which the Whiles predicted as too sadly the truth ; fer every species of trale and business is already suffering from its pal:eine in fluence. The main and most important me:entree for the relief of the country, have not yet been matured. The Bankrupt 13d1 and the Land. Dis tribution Bill have passed, it is true, but the let ter has not yet gone into operation. The great and all important measure, viz :—the Tariff Bill, is still unsettled—Free Trade doctrines joieed to Locefoco incendiarism have invariably proved the obstacles which impeded its progress; and now, when the consequences of their wilful blindness spnng up around them in the shape of universal prostration—these men raise a hue and cry and (for the pureeiee:-• of escaping a just censure) lead on the faction against this very class who have been exerting themselves fearlessly and untiringly to avert the evils under which the country is growing. The proprietors of the Cotton in Dela ware county, owing to the general depreseion of business. and the want of adequate protect ien in justice to themselves, would have been forced to close their operations. But conscious of the treat amount of misery which a total eteppeze would oceenion among the workmen and their families, they chose rather to struggle on by a re duction of wages thin to occasion so much rut . : faring by ceasing entirely. The act was one of common philanthropy, and' for it they men entitled to hearty praise from every just and hugest mind. A number of workmen, wrought into a feeling of discontent by n few eeditical hurlstere of that dis trict, ehenee 'to ran:understand the naetiv et of the employers, and resolving theMeelves into a 311[6. proceeded to use violence upon those who. „sate-tied with the reelunion, still continued to Leber to s ep port their families. The ringleaders were accore ingly arrested, and after a judicial he-acing, very justly punished. These facts are as well known to the Emporium's correspondent as to any one else, but theeoppertunits of mania; a little political capital out of the affeir, was too canca to lose. It is disgusting to see the servile pertmanity with which some mem cling to their snamefueprejudic although the welfare of a conemantty may rest upon the question. —Such creatures we have in this region, and from close obereation I am in clined to think the above mentioned paper admi rably micalated for then organ. The lnewers America have in their own power , a seenicie.nt remedy' for all these evils. Let them come forth from over the whale of this republic, and with one voics nenes - n a Paoere-rive T eater—and they will then see that what was called oppeee-"' sem, was nothing but stern r.ecesenes.
