The secret tender voice which calls for pardon, for mercy, and which, like the sweet echoes of heavenly melodies lingers in our souls, alas I is too often hushed by the roaring voice of passion and pre judice. Oh, that man would Haan to the true teachings of Christianity which proclaim forever the truth, that n -OD is Lova, and that above His justice, His mercy endnreth forever. And yet, in spite of all the dissonances which are sadly echoing them:lents of stern selfishness still resounding in the world, we are cheered by the evidence that the world is going onward. The ehild of progress Las grown up to manhood, and unfetterio , himself more and more from the social and ecclesiastical bondage of the past, he proceeds with giant steps towards the fields of peace and nuieetaal harmony. Systems of so cial organization, of politics and religion, sys tems that with the obstiaaoy of conservatism, oppose themselves to the maroh of progress, drop exhausted ou the way-side. The darkness of ages past is gradually yielding to the glorious dawn of a new morn for the human family, and the day is coming in which every man will eo cognize in Lis follow-being a brother, a sister, to be oheriehed, to be loved. ENGLAND— TII IC ATT.& CZ AT TIANGO DELETAL' In the House of Commons, Sir C. Wood con firmed the murder of the crew of the Cossack's Gutter, when landing some Russian prisoners at- Range, under a flag of truce. He stated that despatches had been received from Admiral Dundee, containing fell particulars of the oc currence. Some short time ago her Majesty's ship, the Cossack, took and destroyed some meting vessels off Hauge, and carried off as prisoners the Captain of one of the vessels, his son, and another Finnish sailor. Admiral Pan das, wishing not to visit with unnecessary se verity the trade of the country, so long as the communications and supplies between the Gulf of Finland and St. Petersburg were Interrupted, directed that the Cossack should put back to Hugo, and restore to liberty the persons so captured, together with four others, who re quested to be put ashore at that place. The Cossack accordingly returned for that purpose. A cutter was sent ashore from the ship under the command of Lieut. Genesti, and a flog of truce was displayed half an hour be fore reaching the jetty. The officers and priso ners had, however, barely landed, when about 800 or 400 Russians came down upon them, and although explanations of their visit were made both in English and Finnish, the Russian sol diers said that they did not care for the flags of truce, but that they would show bow the Rua shine could fight. About one hundred Russian soldiers then immediately fired on the officer and the Finnish prisoners on the jetty, killing them all, and then fired into the boat until every man fell. They then rushed into the boat., dragged one wounded man out and bayo neted him and retired, leaving five bodies for dead, in the boat. One man only was picked up alive by a gig from the Cossack, which was sent to ascertain the cause of the outter's delay, and from whom these particulars were gained. me BALTIC FLEET Ar MONSTADY. A letter from the fleet beforeCronetadt, dated 4th June, says : We yesterday made a moon noiseanee within eight miles of the point of Tel bonhin. From this spot we perfectly surveyed the fortifieations ou the south side of Uronstadt, and partioularly the huge Itlebank batteriee, en tirely conerrnoted of granite, and mounting one handred guns of the heaviest calibre. We per ceived with the naked eye, lying in the harbor, six chips of the Hoe, of which four are three deckers, with their mutate up ; thirteen others, of which six are three deckers, with their masts down, two frigates and seven steamers. With a spyglass we clearly saw the spires of the chorales of St. Potershargh glittering in the sun. Three ships of the line and two frigates are moored at the northern entrance of the narbor, which Is, besides defended by long and etrong batteries, and various ether works, protecting on all aides that part of the coast. Finally, a eon• sideratilo flotilla of gunboats is anchored under the protection of the fort. These gunboats are so elm to each other that it is impossible to oonat them. They resemble a bridge of boats as broad rm it is long. Ido not exaggerate by estimating their number at 200. Unfortunately, we have not, hitherto at least, the means of ad vancing towards that mountain whieh will not come to us. None of the ships of war of the stilled fleet (I moan ships of a certain site) can approach the port of Cronstadt nctsrer than two and a half miles, at whloh distance It is impossible that their guns of the longest range can produce any Impression on its ramparts. Our allies, conse quently, entreat their Admiralty to send out vessels drawing not more than ten feet water, and armed with Naarnyth guns, which can throw cylsdro-conical bails of a considerable weight, and with extraordinary effect. The most ex perienced officers of the squadron of Admiral Dundee assure 119 that everything they have seen here since their arrival convinces them ti it, with vessels provided with those gnus, and a number of gun•boats to eesrch the creeks and channels, we should eoon hno,l: t• - ; pieces the strongest steno forth-Isadore. This may he the case, bin I confess toy ln eobspoteney to dooldo the question. It is neces sary, however, that the public in England and Prance should know that, if the position of the Russians Was strong last year :a the Baltic, it i• far stronger at this moment. This will not (.2- Citi , your surprise, when I :is:: you that, at eto attack of the allies upon Set , aslopel, the plans of tlisit attack, and of the defence, are immellatoly forwarded to the General Military Council at St Petarsturish, which after mature czaininatin, or lets the erection of some new work for the security of Cronatadt. You cannot accordingly form an idea of the multiplicity of forte, batteries, redoubts, &c., vrldvh defend the plaoo. Cronstadt is realty the bract of the Pits elan power. The Berlin correspondent of the Landon T,me, writes, June I`.:, that the official reports of the state of Sebastopol received iu Nt. Peteraburgh at the beginning of this mouth no longer ex hibit the Enloe satisfactory picture of things as previous to tho last bombardment. The south side of town lass suffered very con.,:derahly : a number of houses are piles of ruins, of others only the external walls are distinguishable; the theatre, which is endeared to the Russians, by so many recollections, btu] ceased to Wet. The northern portion of the town has by no means suffered so much, but yet there is hardly a house there the walla or roof or which have not been perforated by grenade, shell, ball, or rooket, or the window frames of which have not been destroyed by fragments of exploding shells. The inhabitants of Bebcolopol have, however, by no means deserted the town ; with few exceptions, they continue to occupy their houses, oven though battered In the shops and warehouses traffic! Is repro• Emoted as being kept up with but little diminu tion; even the hotels were not shut. The only promenade whioh is left for the fashionable world in those parts is the new boulevard in the neighborhood of Eeraski'a monument, from which there Is a tine view, on the ono side, of the eurromsding mountains, with the ollled camp, its trenches, and its fortifications ; on the other aide, over the yea, with the allied fleets keeping ward and watch over the Crimea. Latrobe, of Baltimore, a gentleman Spanish Mixture. They all certify that It is the greateet whose profound acquirements and literary taste purifier of the blood known have contributed much to enrich the (common _ O5 see adverttement. stock of knowledge. The subject was chosen by hint for an address before the Moto:deal So ciety of Pennsylvania; and, as we presume but a very limited number of copies were printed for distribution, we shalt rot subjeot ourselves to the ohargo of carrying figs to Athens, if we quote a few passages from it for the benefit of our readers. Speaking of the political turn given to a purely geographical question, he says " A consequence of this state of things has been to perpetuate the memory of the old sur veyors who established it—a rare good fortune as regards their fame; for, while the engineers who located the road across the Simplon have been forgotten in the all-absorbing renown of the master whom they served ; while, of the thousands who sail past the Eddystone, not one perhaps knows who it was that erected, on a crag in the midst of the sea, the wondrous light house that has now defied the tempests of a century; while oblivion has been the lot of other benefactors of mankind, whose works of every-day utility, should have been there endu ring monuments, Charles Mason and Jeremiah Dixon, who, eighty-six years ago, ran a line through the forest, until the Indians forbade the further progress of chain and compass, and whose greatest merit seems to have been that of accurate surveyors, have obtained a notoriety for their names as lasting as the history of our country." It was in 1763 that the proprietaries of Penn sylvania and Maryland agreed with Charles Ma son and Jeremiah Dixon to survey the boundary between their respective grants, and these "two mathematicians or surveyors " landed In Phila delphia in November of the same year, and entered at ones upon the work agreed upon. Acoording to their own sooonnt, their new line did not vary an Inch eastward or westward of that which had been established by previous surveyors; " so that, after all," Bays Mr. La. trobe," the sighting along poles and the rude chain measurement of 1781 and 1762 would have answered every purpose, had the proprietors only thought eo." lie gtrOs o minute cooer.ot of tbo progress of thlo work, from time to time, ood thn3 con tinuos : The lines whose history has thus been given were directed to be marked in a particular man• ner, both by the agreements of the parties and the decree of Lord Hardwicke ; and the surveyors acoordingly planted at the end of every fifth mile, a stone graven with the arms of the Panne on one side and of the Baltimore family on the other, marking the intermediate miles with smaller stones having a P on one side and an hl on the other. The stones with the arms were all sent from England. "This was done on the parallel of latitude as far as Sideling bill ; but here all wheel trans portation oneing in 1766, the further marking of the line was the vista of eight yards wide, with piles of atones on the crests of all the moun tain ranges, built some eight feet high, as far as the summit of the Allegheny, beyond which the lino was marked by posts, around which atones and earth were thrown the better to preserve them." All the efforts of Mr. Latrobe to discover some information in regard to the ohmmeters and per- Ronal appearance of these two remarkable hall vldasis proved fruitless. "Their letters," he says " are the merest business letters, their journal is the most naked of records," and ho therefore amused himself by divining their char acters from their respectiveautographs. From these ho very Ingeniously deduces that " Mason was a cool, deliberate, pains -taking man, never In a hurry ; a man of quiet courage, who cross ed the Monongahela With fifteen men beesnee it was his duty to do so, though he would have tanah preferred thrice the number at his heels." From Dixon's signature he infers "that he was a younger man; a more active man; a man of tint atteat spirit and a nervous temperament : . just such a man as worked best with a caber , aided oolleagner." Is a note he tells us that Lalande, ia his _LW ' lioara-)Lic 4elronotaigue says that Dixon was horn , - in a coalmine. He died at Durham, England, In 1777 ; Lett Masou survived him ten years, and ae . ootalleg to the Encyrlapedia AMeriC3lia, died in ' Pennsylvania in 1787. One of the stones—that which marked the northesat corner of Maryland —being undermined by a brook, In Ow oouri , . of time fell, and was removed to form a part of a chimney to a neighboring farra• house. ' Upon 'the stone being miaaed, Mr. Latrobe say i "the Legislatures of Pennsylvania, Mary land end Delaware took the matter in hand, and a joint commission was appointed, which, eta 1 tamping the service of Lieutenant Colonel James D. Graham; a dlatinguisbed officer of the Typo graphical Engineers of the United States, cana -1 ed the work of Mason end Dixon to be reviewed as far as was necessary. Colonel Graham's work corroborated in all important particulars the work of his predeceesore. some errors ; were discovered, however." By the correction of. one of these errors the State of Maryland gainedan addition to her tortes of "one acre and eighty-seven hundredths of an sore," but whether the loss fell upon Pennsylvania or Delaware does not appear. Another of the errors eorreeted was of a rather singular character. Colonel Graham says in his report: "Mr. W. Smith, a member of the Leg ielature of Delaware resided a full half mile within the State of Pennsylvania," and Christi ana church, by the same re-sorvey was found to be in Pennsylvania. These are all curious facts, well worthy to be made the subject of an address to any historical society; and the manner in which Mr. Latrobe (limited his task shows the discriminating judgment of the Pennsylvania (moiety In eelect ing an Individual so every way oompet en t to its sett efiactory performanoe.
