There are some things in relation to the Item•
c.rratio party in this country that, although sp•
parent to the eye of even the uninitiated, are
seldom referred to in our thoughts and Teem
tions. Amongst these the purity of Democracy
is one of its most marked characteristics ; like
the ermine whiob is supposed to enfold the per
son of jutilice, the slightest stain upon its integ•
rity beecruee instantly perceptible. It will ad
mit of no admixture, however slight As no
other party has ever been able to attain its nigh
standard, so it oaneot commingle with any other
party without derogating from its purity. is

the party has carried on the government of this
great country with a single eye to the extension,

Rally the people to the contest, face the enemy
op all sides; and although overstitch adversaries
victory will hardly be accounted no honor; yet
under such a course of conduct defeat will not
be attended with disgrace.

What is the reason of the univeraal coraplAinte I

eury, that they can get no money therefrom, but
are compelled to sell their claims at a discount
of at least ten and often of fifteen - and twenty
per cent.? It is certainly disgranefial tea large
oommeroial city like Pittsburgh that she should
not make provision for the prompt payment of
those in her employment and by a more eau•
tious system of fivanciering this might be done,

The cause of the evil lies in the over expendi
ture of money by the Councils In previous years.
The growth of the city has made improvements
of streets and extensions of water and gas pipes
in the new districts highly desirable. The resi
dents and property holders who are interested,
petition Councils to have the work done and
they, actuated by motives of interest or popu
larity authorize expenditure without once con
sidering where the money to pay for the same is
to come from. The consequence is that the
amount appropriated to each dePartment of the
city government is soon over-drawn and when
contractors want their warrants, a resolution is
passed adding a certain amount to the appropria
tion, which makes It legal for the Mayor to draw
the warrant, but where the money is to come
from, nobody knows, and apparently no body
cares except the unfortunate holders of the war
rants.
The election of a new Common Council every
year necessarily brings Into that body numbers
of individuals who are totally unacquainted with
the financial affairs of the city. They see that
an improvement asked for is highly desirable
and necessary, and they vote for it, and thus it
happens that in previous years the city has oz.
pended more than her income.
A few years ago, by an act of the Legislature
the power of the Councils to run the corporation

amount of the city debt, which, when tho re-

Now, if Councils stop where they ore, and do
not authorize any more new work to be done
during the present year, the inoome and expen
ditures of the city will be equal when the taxes
are collected and paid in, but any increased ex
-1 penditure will run the city in debt, which there

lays exoeed his income is esteemed dishonest, or
a fool—perhaps both. Why should the Incorpo
rate wisdom of Pittsburgh play the same dame'
We think it will not. We think the present
Councils will avoid spending money, which they
have made and can make no provisions to pay.
A word further of explanation, and we have
done. ft may he asked why, If the money is
appropriated to pay the watchmen and other
city officers, they are unable to obtain It. The
reason is this. The oily assessments tina not

yet in the hands of all the collectors. Its the

Col. Bleak, on behalf of the majority, re
ported the following resolutions, which were
adopted, with a slight otnendment to the tirst
one:
Resolved, That the Democratic party Dec ds not,
on old and settled issues, to declare its principles
in detail. It is sufficient for no to say, that we
belong to the Democracy of the Union, and re
cognize no geographical lines between the North
and the South. The interests of all parts of the
country are the same to us; and so far as in
our power we will maintain the constitutional
rights or every State, and likewise recognize in
its widest extent the principle of popular am
reigrity in the territories.

DeAaPOST :—The Democratic State Conven
tion met here to-day, for the purpose of nomi
nating a Canal Commissioner. It contained some
of the best men in the Commonwealth ; indeed,
I have rarely seen assembled together in a
Democratic assembly so sensible looking a body
of politioians. The Convention was called to
order at 10 A. M., by Hon. Hendrick B. Wright,
of Luzerne, moving that Major John B. Guthrie,
of Allegheny county, be temporary Chairman.
This was unanimously concurred in, and W. V.
McGrath, of Philadelphia, and Thos. A. Ma
guire, of Cambria, were chosen Secretaries, pro

Reaolved. That we regard the secret order,
commonly known aatnow Nothings, as an or
ganization dangerous to the peace and prosperity
of the country. We consider its designs as at
once unconstitutional and void of patriotism--
being plainly opposed to the spirit of true Chef
tianity, and a just and manly American senti
ment.
Resolved, That the Democratic party of Penn
sylvania reiterate and re-assert their confidence
in and adherence to the political creed promul
gated by Thomas Jeffereon in his first inaugural
address, and practiced by Madison, Monroe,
Jackson, Van Buren, Polk and Pierce, in their
administrations—that those principles require
no concealment, and that experience has fully
determined their application to all the interests
of the American people.
Resolved, That we have undiminished confi
dence in the ability and integrity of Franklin
Pierce and his administration of the government
of our country.
Resolved, That the views and principles of the
present State administrations, embodied in the
acts passed by the recent Legislature, and ap
proved by the Governor, by which the interests
of the State have been, or are proposed to be,
seriously and lojnriously affected, contrast
strongly with the wise and judicious policy
of Gov. Bigler, and tend to show the dan
ger of entrusting the control of the Com
monwealth to the hands of men who are ewayed
by fanatiolem and governed by prejudice.
Resolved, That we pledge our hearty and
united efforts to the election of Arnold Plumer,
the candidate for Canal Commissioner, whom
we have this day nominated without a single
dissenting voice.
Mr. Wright was not satisfied with these reso
lutions. Be wanted something more radical,
and therefore presented a minority report. He
introduced his resolutions with some eloquent
remarks, which were applauded loudly and re
peatedly. Col. Black replied in an eloquent
strain, and he in turn was followed by a gentle
man from Philadelphia, Mr. Ludlow, who wee
opposed to the majority report because they
were not sufficiently explicit in declaring their
approval of popular sovereignty, as embodied in
the Kansas and Nebraska Act. Ills WAS the

These bequests iodinate the character of the
Men.
We understand the wishee of the testator have
been faithfully carried out, and the results are
particularly successful. The lectures have been
delivered to large audiences the drawing
schools numerously attended—an exhibition
roam provided, and several other additional be
quests made by others to carry out still farther
the noble purpose of Mr. Graham. On the
of February, annually, an exhibition takes
place, and an address on the charaoter of It•ash
legion Is delivered. On this occasion the draw.
loge are shown; also, mechanical works made
by the boys who frequent the Institute, and pri
zes are awarded to the most deserving eompoti•
tore. We are toll this anniversary is en occasion
of more than ordinary Interest.
We believe the art bequests above mentioned
are the only ones ever made in this region with
special direction to the public eneouragement of
the tine arts. If there be any others, we would
like to chroniele them.
