It is certainly disgranefial tea large oommeroial city like Pittsburgh that she should not make provision for the prompt payment of those in her employment and by a more eau• tious system of fivanciering this might be done, JULY e The cause of the evil lies in the over expendi ture of money by the Councils In previous years. The growth of the city has made improvements of streets and extensions of water and gas pipes in the new districts highly desirable. The resi dents and property holders who are interested, petition Councils to have the work done and they, actuated by motives of interest or popu larity authorize expenditure without once con sidering where the money to pay for the same is to come from. The consequence is that the amount appropriated to each dePartment of the city government is soon over-drawn and when contractors want their warrants, a resolution is passed adding a certain amount to the appropria tion, which makes It legal for the Mayor to draw the warrant, but where the money is to come from, nobody knows, and apparently no body cares except the unfortunate holders of the war rants. The election of a new Common Council every year necessarily brings Into that body numbers of individuals who are totally unacquainted with the financial affairs of the city. They see that an improvement asked for is highly desirable and necessary, and they vote for it, and thus it happens that in previous years the city has oz. pended more than her income.
