SETTLERS FOR R.S.NSAts = Varlets stratagems have been resorted to this tt'oason to discourage emigration from the north etates.to Kansas. We were first told that the cholera prevailed in that territory to an alarming exterit, and that it had proved unusually fatal 'to emigrants just arrived from the east. This was likely,`and plainly designed, to keep back the tide of migration from the north. Yet lif ter Weeks of waiting we find no confirmation of the ',reports in regard to the cholera. 801110 cases have occurred there as well as .elsewhere, but it has not assumed a dangerous form. We were - next told that there was a scarcity of food in . Kin*, and great danger of starva• "Alen before harvest. Yet food is dearer in New York then in Kansas to-day. Steamers plying on the Missouri river can carry provisions to K.aisita at moderate cost ; and then:settlers aro slouhtless as well supplied there, and subjected tote few hardships and inconveniences, as in al mosrevery new region when first opened to set tlethent. Northern people disposed to migrate to Kan sas are continually warned against the perils they have to encounter from armed and reckless Missourians. Even free soil papers assure them that they will go there at the peril of their lives. Yet the only violent death of • which we aro yet informed Is that of Clark, a pro-slavery Mis lieurianhy M'Crea, a northern free seller. Outra ges have been committed by the Missourians; bat the Missourians themselves aro the most motions Is eiroulning repojts of their own vio lence thronghont the north. It is a moans of dis couraging northern migration to Kansas. ' are next informed that a pre•elatery legle tattMe it elected In that territery; and such is the tact That the legislature now elected will not franit'thetionstitntioti of the new State. The poptilavvoice -will he 'beard in time to determine th-frioe - stion of foam slavery or freedom in ail ibis alarming - intellig=co. from Kan gas within :be last 'few - months is exactly what the ftionde of slavery Nr";sh widely tironlatel at the north and oast, 4=3 r.nforrunately it may have, to sin= extent, scoomplis.hed their per pose. Let fair =ars be employed on both sides and the first corstitr.tion of Kansas will repudi ate slivery. Bat, with unfair means employed on one side, and needless alarms indulged on the other, a different result may possibly be seen for a time. From all reliable information yet received northern men may migrate to Kansas with entire safety; and find there no hardships or perils at which northern manhood should tremble ; or which will not be found everywhere incident to pioneer life. And in no new terri tory yed. opened for settlement can the lades- trios's and enterprising emigrant find more at -A tractions, and more chances of thrift and pros perity. AU accounts agree that its soil is gene rally unsurpassed in fertility ; its climate mild and:healthy like that of southern Pennsylvania, and its borders and first settlements are as easily and phiaply accessible now from the north and east as lowa was ten years ago. It lies along the great route, too, between the eastern and western coasts of the continent ; and will probably be traversed and developed by railroads at an ear lier.date- from its first organization than any oth ernow State or territory of the west. The great overland route from the States to Utah, Califor nia, Oregon and Washington traverses Kansas for several hundred miles. A strong military force is already assembled there for the protec tion of the settlers against the Indians, and for the preservation of order in the territory. None but.the violent portion of the Missourians ex press any doubts of the wisdom, firmness and integrity of Governor Reeder, and they only be cause they 'suspect him of favering the cause of freedom in the territory. So far as yet appears he-favors no cause but that of equal justice to altparties, and a calm and undisturbed expres sion. of _the will _of .the people. That is his whole duty, and none can properly ask more of him. • "Werian see no cause then to discourage migra tiOn:roltansas from the northern States, what ever-views may be entertained on the subject of slavery. It- is open and free to all who go pencenhiy but fearlessly into a land of rich pre mien, ,that will yet be a great and free and wealthy State. The sneers at ." squatter sove reignty," the abolition alarms about the fire eating elaveholders, the cry of Cholera, famine, Itrlin.wars, and slave labor, will deter no true man °U tile north rrom asserting his common right in the soil of Kansas, and planting his kome npon'ite wide-stretching and fertile plains. 'IKE PORE AND PROVISION TRADE. Few of our citizens aro aware of the extent to which some of our merchants of this city are °alleged in the pork and provisiou trade, or how arse attaxtent of country around us draws sup lies from this market.. • We visited the warehouse of ono firm on Lib erty street a few days ago—that of Wm. B. Hays & Co.—and obtained some facts that are worth publication. The quantity of meats on hand at their warehouse would surprise many. In the second -story were hanging in good condi tion-over 9,000 - canyassed hams, and some 2,000 oanviss;ed shoulders. A large number of women lad employment in covering meats with canvass. In the same warehouse were between two and three hundred tierces and barrels of lard; some three hundred barrels of mess pork, and in the cellar were• over 100,000 pounds of bulk meat. Over two hundred thousand pounds of shoulders, hams and sides are-ready for sale in that estab lishment, and in the large smoke-house connec ted withit;; and continued purchases, and arri vals from the west, keep up the supply constant ly, although the sales- are very largo. This firm a s i a jat!ge, interest in an extensive and com plete_ establishment at Vincennes, Indiana, for sigiughtering, and for peeking pork in all forms. and it can thus secure constant supplies at the lowest rates for this market. The pork and pro vision trade is particularly active this year, and the Isles of - this single firm of Hays & Co. will exceed . two and • a half million pounds of the "hogproduct" -in its various forms this year. They have on hands, too, largo stocks of dried beef, mina, and all kinds of meat. ' ) This firm does -a regular business to a largo and established custom,•supplying all their cus tomers constantly at ruling market rates, with out holding up for a rise or a speculation. We take the following partionlits of , the riot in Portland, growing out.of the parohase•of liquor'fbr the use.of the, oityy from `the Port.; land Argus of Monday: -',lt will be remembered that-ChSaturday MDIll• ing we called the attention of the City Marshal and the -police to the foot that a large quantity of spirituous liquors'had been purchasedin New York and brought here for imlo, and suggested to them the duty of seizing them. These liquors $1,600 worth, Mr. Neal Dow bad stated to one of the Alderman hojiad bought on hie own in, divideal responsibility, and had ordered - them to he brought here and stored In tho city. This being apparently in direct violation of law, making. Mr. Dow liable to the penalty, )on con viction, of imprisonment for thirty days, and rendering the liquors subject to seizure and de• struction, a complaint was accordingly made to the Police Court, and Judge Carter issued his warrant for the seizure of the ljqnors.; but whether for the arrest of Mr. Dow we have not learned. Judge Carter, however, instead of giving his warrant to an officer who was ready to make immediate service, put it in the hands of Deputy Marshal King, who, for some cause, immediately disappeared,, and could not be found. Meantime the Board of Aldermen were sud denly summoned to meet, for the purpose, It was alleged, of effecting a transfer of the liquors to the city, for its agency, which was established on last Thursday night, by the casting vote of Mr. Dow, though 'the liquors were purchased some weeks since. After the Aldermen bad been together a while, Deputy Ring appeared and seized theliquors upon the warrant. Quite a little crowd stood about the door, where the liquors wore stored, and in the vi cinity, during the remainder of the afternoon, but perfect quiet and good nature was observed. Soon after 7 o'clock a crowd began to collect about the deposit of the liquo a lu the City Hall building, and gradually increased until a little after 9. o'clock, when a cry of fire was raised, as we understand, by Mr. Dow's order, and the bells rung with a view of diverting the crowd from the spot. It had however, a contrary effect, and greatly increased It for a time, as the togiee companies were brought from both ex- tree:tea of the city to the centre in Market square, where the crowd waa assembled.. They, however. soon withdrew, and the crowd began o diminish Occasionally ddring the evening, stones and brickbats wore thrown against the door of the liquor Store, breaking the glass and sashes, and otherwise injuring the door. This was done, so frO as we could see, by boys. The whole nffair was the merest boys play, done In the most ap parent good nature, and with the least possible excitement. It ie our decided opinion, and we have not met en intelligent person who witnessed the proceedings of the evening, that does not concur with us, that en efficient pollee officer—with a dozen good - men—could have easily dispersed the crowd any time prior to 9 o'clock. Boon after 10 o'clock the crowd had materially di. mieiabed and seemed rapidly dispersing, when Mr. Dow, accompanied by Captain Green, and a part Of the Light Gaard, appeared upon the sidewalk On the north side of the City Hall. The crowd wet.) warned to disperse. Hie ap pearance, sword in hand, with soldiers, at once charged the temper of the multitude. They rallied around them and gave groans and hissee prior to the proclamation to disperse. Mr. Dow then gave the order: First section fire." The order was not obeyed, and the crowd then threw missiles. A part of the company started to escort Mr Dow towards Middle street, and the remainder immediately returned to their Armdry in the third story of the City Hall build lug. At the time Mr. Dow gave the order to are,—(Captain Green refused to give it as we understand, on the ground that he did not think the circumstances authorized it,)—the company were standing directly opposite the entrance to the hall of the Mechanics' Association in Clapp's Meek, and their fire would have taken effect, if at all, upon the people on the sidewalk, a part of whom were mechanics just coming from their hall, and who were entirely unconscious that any ouch proceeding was called for or con templated. After Captaiu Green'at company had returned, the brickbats dew thicker and stronger, and the police, who were skiing the Deputy Marshal, who had Seized the liquors to guard them, com menced firiug pistols charged only with powder. A sort of ehrini fight woe thus kept up between the crowd, which had now become more deter mined in its character, and the police, until shout 11 o'clock, when Mr. Dow, with a portion of the Ride Guard, under Captain Charles IV. Roberts, descended from the Light Guard's Ar mory, find with the muskets of the Light Guards, to the south bide of the City Hall. The doers cf the liquor storii were then thrown open, and the firing commenced, by Mr. Dow's order, through the store upon the crowd in the street upon the other side of the building.
