The V. 8. sloop of war St. Louts, commanded fiy Captain Duncan N. log-sham, is daily ex acted at Philadelphia for the purpose of being repaired and refitted, after an absence of three years upon the Mediterranean. Immediately after the recent declaration of Scnor Luxuriaga, the Spanish Cortex of Spain, relative to slavery in Cuba, ! Mr Perry, the D, 8. Secretary of Legation tailed upon hint' for an official copy of his statement, which ho gave, with the remar that Spain would defend and protect Blavory in Cuba. ~ _, . i A narty of twelve gentlemen engaged in fishing nea/cape May, report having seen the Sea Ser pent on Wednesday. They describe it as being from 80 to 100 feet long, with a head of large dimensions, similar in shape to that of a snake with two large tasks protruding from the upper part tho snout. A reward of SIOOO is offered for his capture, and a party is gone in pur.ui, of his snakeship. , The Hon. Mr. Hiss, the legislative 80-rcep tae Massachusetts Nunnery Inquisition, has no been found guilty of any gross impropriety a every body thought ho would be. The specie committee to inquire into the case report that no specific act of criminality had been found against him. This only shows that his brother members have as little shamo as himself. At a meeting of the Old School Presbytery of New York, held recently to appoint delegates to | the Nashville General Assembly, among other business transacted was the adoption of a iso lation declaring their disapprobation of the cus tom which excludes well behaved colored per sons and even colored ministers of the gospel from railway cars, omnibuses, &c„ eB P oc ‘ al '* while thereisno extraordinary care to protect the qniet passenger from the intrusion and annoy ance of ill-behaved white persons. It appears the Doited States District Court had decided that 2,000 pounds was a ton weig before Judge Grier, of the United States Circa.. Court, decided that it takes 2,240 pounds. « have then two Courts, tbo Supremo Court o ' Pennsylvania and tho United States D.str Court giving one decision, und the oitc a Circuit Court another, while among the coal " dealers themselves there is the same d, enoe, eome giving 2,240 pounds of coal to the ton, and by far tbo greater number giving only 2 000. This is an argument m favor of a uniform system of weights and measures by Congress The Constitution grants tho power, but it has never yet been exercised. GOVERNOR REEDER HN KANSAS Tho selection of Mr. Reeder for Governor o: Kansas, was generally commended and approved at the time ; and his condnct in that office has given satisfaction to all, except those reckless hot bloods who are determined to force slavery into Kansas by fraud or any other available means. The Governor’s resistance to t eir * fraudulent voting, and abuse of the right of suf froge has raised him enemies so bitter and vio lent that ho is now threatened with assassination. There may be some there bold enough, and no doubt vile enough, to commit such an act. Bo Governor Reeder’s character heretofore gives promise that ho will not be intimidated by threats ; and fortunately he will soon be backed by a military force that will crush out the threat ened rebellion, and maintain the law. The new regiments that are to leave St. Louis soon for the Indian country, will reach Kansas probably by June: and a sufficient force will no doubt bo de tailed to sustain Gov-Rceder, and preserve order in the territory. The same provision has already been made for the safety and support of Col. Steptoc, tho present Governor of Utah territory. ' If slave holders wish to force slavery upon Kansas in defiance of law and pof ular rights it is no matter how soon tho restriction of the Mis souri Compromise is restored. If fraud and force are to be resorted to on one side, let repeal be the word on the other side. We have been willing to let tho people of Kansas decide the question of slavery or freedom for But if the people of adjoining States are to rush in at elections and decide the question for them, then popular sovereignty is overthrown, and the old restriction should be restored. We know that this is the opinion of many who supported the Nebraska Kansas bill. That slavery will ex ist for any length of time in Kansas, is not pos sible. But that it shall bo established for a day by fraud, is not to be endured. The restoration of the Missouri restriction may bo a just punish ment for the attempt. Wo willl contend always for the doctrine of popular sovereignty ; but the election of the Kansas legislators, by Missouri voters, is a fraud upon it that should be rebuked. The restoration of the line is not necessary to prevent Kansas being a Blave Btste. It will e free in a few years by tho popular vote. But if the frauds heretofore perpetrated by Mias nn are repeated hereafter, let “RurEAi.” be the word for tho north, and it will probably be ac quiesced in by many just men of the south. A Scene not Down In the BUli Cnmo off at tho performance of Richard 11. at tho Varieties theatro, Bt. Louis, on Saturday night last. Ia tho last act, on Bosworthfield, where the crooked book tyrant (Mr. M'Kean Bnohanan) and tho valiant Richmond (Mr. Ham blin) contend for a kingdom, at tho sword's point, Richard, either by accident or design, gave his adversary an unkind cut upon the sword arm. “This so danntod and disgusted the proud Richmond,” says the Democrat, “that ho at once flung his sword upon the stage, snatched off bis gauntlet and flinging it in the faco of Riohard stalked mnjesticolly behind the scenes, leaving the tyrant alone on the field and his right to the throne ho had usurped, still in tact and inviolate. While Richard stood there inutter astonishment at his startling success and the discomfiture of his adversary, the onr tain went down amid the uncontrollable whoops and cheers of tho excited auditors. Of course some explanation was demanded, and manager Field came promptly before the f ®°‘ stated that he regretted very muoh the diffioulty that had occurred, and thought that all Bhould le ready to pardon tho energy and vehemence of Mr Buchanan's noting, since his feelings had become so wrought upon in the of the play. Mr. Field having retired, Mr.Bu chananmadc his appearance and addroesed the audience at some length, bestowing himself with n ij„i 0 severity and sarcasm upon tho inef ficiency of Mr. Hamblin's Richmond; stating in substance, that he bad performed the part of Richard throughout England, Ireland, Scotland, Wales and America, (cheers by the Know Noth ings present.) and yet had never met a “ an who had supported him as Richmond, in the battle scene so poorly. He also deprecated somewhat the apology offered by manager Field, and Btated that what had been termed his “vehemence, was nothing more than the real action and ener gy which tho scene demanded. He retired amid rapturous applause. Next in turn came Mr. Hamblin before the curtain, who, to do himself justice, remarked that, unlike Mr. Buchanan he had not played his part of tho tragedy in Eng land, Ireland, Sootland, Wales and Amcrioa, bnt that'he bad appeared in it a great many times, and he thought had sustained it oreditably, bnt never in his life had he met a Richard who, pro fessing to be accomplished in sword exorcise, "f! vft so awkward and dangerous. All these "“ Jh s were received boisterously by the an speeohes wre rbefl and tiokled the general appetite that the farce which succeeded went off but tamely.” ——l_ Prom Harrisburg.
