Court op Quarter. Sessions—Chaeof. or Junas M’Clurk. —Hon. Wm. B. M’Clure, Presi dent Judge; Hon. Gabriel Adams and Hon. Wm. Boggs, Associate Judges. The March term of the Court commenced yesterday morning at ten o’clock. After the organization of the Grand Jury, the usual charge was delivered to them by Judge M’Clnre.. His HonVr said ho would direct the attention of the Jury to two or three things, which be considered of the greatest importance. Within the last few weeks, a House of Kefago for juve nile delinquents hod been completed near the city, and, although in operation bat a limited period, had already from sixty to seventy in mates. With a singlo exception, all those who had been committed by this Court, had been charged with larceoy. So it was with many, almost infants of tender years, who had been sent to the Philadelphia House of Refage—all were charged with the crime of larceny. What -does this prove? It proves that in this city -there are many honscs for the reception of stolen goods,—-little stores kept by men who encourage . children to steal pieces of copper pipe, and other articles of that kind. Oae .of these men will make twenty thieves. If the officer who ar rests these children would arrest the person to whom the articles are sold, he would strike at . the root of the evil. Our police is good, bat this trade is carried on with too much security. When a boy is taken into custody, they should follow him to the place whore he sold the goods, and'take, the person who purchased the articles 5 as the principal, using the youth as a witness. Every one who buys pieces of copper, &c , from children, knows they arc stolen. If any of these ' receivers of stolen goods are convicted here, the Court would not hesitate to send them to the Penitentiary. The Jndge thou went on to say that the next subject he would mention was the License Law. Many years ago, by an act of the Legislature, it was made the duty of the Quarter Sessions to entertain petitions for tavern licenses. This was generally done at the first two terms of the year, at which time the Court is occupied for a long period in determining among the numerous peti tioners, who arc entitled to a license. Iu Alle gheny county, there aro seventeen hundred and 1 sixty unlicensed grog-shops, and two hundred licensed. Amongst this number it was difficult for the Court to determine the necessary taverns, and a role had becu made never to grant a license where any doubt was entertained on the ' subject. In a county like Allegheny, with two large and increasing cities, And thickly populated rural districts, it was impossible for the Court to discharge this duty satisfactorily. His Honor then observed that a bill was before the present Legislature, which had already passed tbo Uoueo, with every prospect of going through tbo Senate, repealing the present License Law ; that in con • sequence of this anticipated action of the Legis lature, no petitions for licenses would bo enter ytaioed at the present term, until that body had ; for in caße licenses were granted, tavern keepers would claim the privilege ihe whole year, and thus raise a perplexing question of law. It is contrary to the genius of our institutions that any Conrt should be armed with such a mighty power as the granting of licenses. It may have been well enough when the county was thinly settled, but since populous cities have grown up, the patronage is too immense—is anti-republican, and at variance with the objects of the Court, and I hope the Legislature will take it away, now and forever. The Judge also mentioned that constables were very derileot in returning tippling bouses, and gave notice that he would require of them to attend to this duty more strictly hereafter. Some of these officers live iu Wards overrun with grog shops, bnt yet make no return to the Grand Jury. These men have taken a solemn oath to do their duty faithfully, and if they violate their obligation, this Court will be reudy to aid the Jury in coercing them to do that which should be done without coercion. >•' Commonwealth vs. John and Edward Mcrri znan- Indictment, larceny of four or five hogs from Mr. Wilkins. Oo trial. Arrest of an Incenpiaby —A lad named James Dixon, was committed to jail yesterday, by Mayor Adams, of Allegheny, charged with arson, on complaint of William Dilworth, jr. The police of Allegheny received information from a companion of Dixon, who was QBed as a 1‘ stool pigeon,” that Dixou intended setting fire toDilworth’a stable, on Rebecca street, Alleghe ny, on Saturday last, and, inconsequence of this information, several of them secreted themselves on the premises. About 10 o’clock Dixon came along, and was in the act ot lighting a Jorge cot ton ball, saturated with turpentine, when the po lice came out of their hiding places and arrested Hm. lie was taken to the Mayor’s office, where, upon examination, he made the following con fession : Am between 16 aDd 17 years of age ; intend ed to set fire to Dilworth’s stable, on Saturday night, if I had not been arrested ; made the ball of cotton on Thursday morning, at my father’s house; went on Thursday aud Friday evenings to set fire to the stable, but was prevented ; on last Wednesday or Thursday told that I set fire to Dilworth’s saw mill, (which was burn ed down a few days ago); in company with .. —*g brother. weDt to Sanford's concert on Saturday night, with the ball in my pooket; loft Pittsburgh for Allegheny and went down Ridge street, to tbo Btable, where I lighted a match, and was about applying it to the ball, when offi cer Scott jumped out and arrested me ; my in ten tion was to fire the stable. The culprit alleges no motive for attempting to fire the premises of Mr. Dilworth. It is sup posed, though on what grounds wo have not beard, that Dixon is also guilty of firing thr Btable which was destroyed last week, wherein jjjjee horses were burnt to death. The Dootor’s theory in a very plausible one, and what is belter, his practice has proved benefioia! in a multitude of instance^ aa w 0 happen to know. There is no Sboret about his mode of treatment, for he particularly invites soientifio gentlemen to be present, tha' he may explain to them his system and that they may make suggestions, or controvert his state ments. Hence there can be no charge of ernpo rycism against Dr. Greene. Persons whose vi sions are imperfeot, or indeed who hnvo lost it entirely, would also do well to attend this lec ture, for by so doing they may bo made to sec. Commitment of Vagrants During the month ending on Saturday, Alderman Major committed to the county prison forty four vagrants, whoat terms of confinement averaged nearly seventee!. days eaob. Serious Accident.— Mr. Jacob F. Brandt, u gunsmith on Fifth street, while on tho roof o* his shop, yesterday morning, fastening a sign slipped from his position and fell to the ground, injuring himself dangerously. When picked uj from the ground, the blood was oozing out fro u his nose, cars and mouth ; he appeared to hnv< received internal injuries of the severest obarao ter. He was taken to his residence, whore hi now lies. Sale of Pews in Christ (M. E.) Church.— The salo of the jews in the new Metbodie' Churoh, on Penn street, was held in the ohurcl yesterday afternoon, and was largely attended Forty*five pews were sold, and the amount re allied was $22,000. The highest priced per* •was assessed at SGOO, and sold for $l7O pre mium. E. Stevenson, Esq , at Barry’s Commercial College, on Fridoy even ing, in the Athensnm Building. His discourse was principally on the utility of Book-keepiDg, when combined with a knowledge of Mathema tics. None could be selected who could do more •justice to the important subject. Prof. Barry followed him on black-board exercises on Book keeping, Arithmetic and Mathematics. All pre sent were highly delighted, and felt great in terest in seeing Mr. Barry solve and demonstrate the most intricate problems put to him by many of the audience. This institution shall prosper, and in a short time wo expect it to be the most useful of the kind ia the city.— Chronicle. :MABCH 27.
