This event was announced to Parliament last
night by the Ministers of tbe Crown as having
taken place, and the sensation it produced la
both branches of the Legislature is not greater
than that which it will cause throughout Europe
and the world. Of the certainty of the Empe
ror’s death ho doubt need be entertained. Lord
John Russell, who is now in the Prussian capi
tal, brat telegraphed home that he bad been
etrnok by apoplexy; waa on tfio point of death,
and had just taken leave of his family. This
was shortly followed by another telegraphlo mes
sage from the British Minister at Berlin, to the
effect that hp actually expired at St. Petersburg
yesterday morning at one o’clock. , .
It is; hardly possiblo to overrate the import- .
obco of, the extinction of this singlo life in tbe
present circumstances of this and other countries.

moro than probable that the bloody struggle im
pending before Sebastopol, in which thousands

the dead Csar was a great man, no well as &

The Reciprocity Treaty.— Proclamation of
the /Vtfjufcnt.—Tbe President of the* United
States, having received information that tbe Im
perial Parliament of Great Britaiu and the Pro
vincial Parliaments of Canada, New Brunswick,
Nova Scotia, aud Edward’s Island, have
passed laws on their part to givq foil tffect to
the provisions of the reciprocity treaty, he has
issued his proclamation declaring that from tbe
16ih day of March,.instant, the annexed arti
cles, being the growth and produce of the said
provinces of Canada, New Brunswick, Nova
Scotia and Prince Eivrard’a Island, shall ba in*
trodaced into the United States free of "duty, so
long as the said treaty shall remain in force;
subject, however, to be suspended in relation to
the trade with Canada, on the condition men
tioned in the fourth article of the said treaty,
and that all the other provisions of the treaty
shall go into effect and be observed on the part
of tbo United States :

Singular Cause of Death —One of the most
singular accidents, ending in a sudden d atb, we
ever heard of, occurred on the Mad River Road,
Monday night last. The night (Pittsburgh)
train, going out of Tiffin, Conductor George
Oabura, In (collecting fare; accosted B man who
was alcne on a scat. In drawing bis money
from his pooket, he let fall some silver change
and stooped over to pick it up. While in this
posture one of Allen's seif cocking pistols
dropped from a sido pocket of his coat, and the
hammer, striking upon the edge of the seat,
caused tbe pistol to explode. *Tbe ball entered
the left Bide of the man and pierced to thebeart,
causing almost instant death. Ho straightened
up, gave ono or two surges, and uttering no
word was gone.
Tho affair wbb of so shocking a nature as to
canso muob excitement. The train was stop
ped and run back to TiffiD, where the anferta
nate man was lifted from tho oars and borne to
the Conrt House for po3t mortem examination.
His name was John Esoh. He was a constable,
and having nmsted a man in Oregon, for
stealing, had been to Tiffio, to place h m in jail.
Returning'home the accident happened, and
his wife and five children are left to mourn bis

An Attempt to Detain Sixteen Slaves on
a Writ of Habeas Oorpus*
The steamer “ Falls City," Capt Mason,
arrived here about 9 o'clock oh Satorday night,
from Wheeling e» route for St. Louis, having ca
board sixteen slaves in custody of their, owner.
During tho wholo of yesterday gangs of ne
groes interspersed with a few whites, wore seen
in groups about the gangway. O oe or twice a
portion of them ventured on tho boat but were
promptly driven off, and during the day a party
were observed endeavoring to force op?n tho
door of a state room. In which were a ooupls of
female slave children. From-the'vigilance of
tho officers and crew no other attempts were
made during th* day, but about nine o’cliob
last evening Mr H B Blackwell, of unenviable
notoriety, acoompanicd by one of tho deputy*
sheriffs came on bo:trd armed with a writ of
habeas corpus and demanded the slaves. But
their owner bad foreseen this iasae and at dark
had very quietly conveyed them in a yawl
to tho Kentucky shore. They will remalQ
