CILAWIPORD, Eso , Supervising Inspector of 7th District, Pittsburgh,— Dear Hir.:—Your letter of yesterday has been recited, also one of similar import from Mr. Andrew Watson, Local Inspector of this Port. Therefore, you will allow this to reply to him also. As regards the kinds, quality and num bar of life boats, floats, and life preservers used on board the steamship "Yankee Blade," at the time she was wrecked on the Pacific; coast, lest October. I will answer as briefly and correctly pouible. At the time the vessel struck, (31 • O'clock in the afternoon,) I saw five good looking boats, vie: three fine wooden boats and the other two Francis' patent metallic life boats. When it was kneien that The vessel was sinking, the boats Werellt lowered and filled with passengers, but Is landing, about a half a mile distant, on a rocky shore, the wooden boats were all broken in holee, and swamped by the surf beating them On the rocks. The women and children, and all -- who could not make their way out were drown• ed. The wooden boats were thus rendered use less, and did not come out to the vessel again, While the two Freuche lifeboats continued their Wipe, conveying passengers safely ashore, during the next day, until the steamer " Gollob " pro videntially came to our relief, some hours before our vessel went down. When the " Gotha' " dis covered our condition, ebe came to anchor half smile distant, and sent - her two wooden booty, and-her two Francis' life boats; these, with the twoFraacis' life boats from the " Yankee Blade," conveyed the remainder of thenpaasengers from the wreck and those on shore (in all anent one thousand souls) to the " Gollob." I would here observer that Francis' metallic life boats were preferred to the wooden boats, even in open SCR, on account of their great buoyancy from the air - chambers, which greatly sustain the boat when filled with water. After what ' l had witnessed of the relative safety of the two kinds of boats, I was careful _ to get into a Francis' life boat, in order to reach the "(Wish," and I found many other of the asme opinion. Before this occurrence I much doutted the superior excellence claimed for and certified to by multitudes for the Francis' patent metallic life-boats. Now I am fully satisfied of their great value and superiority for all business of boating, either for river or ocean navigation— ' particularly as they are now constructed by Mr. Wm. B. Bcalfe, of Pittsburgh, whose build of .- the Francis' patent boats I have recently ex amined, and found them to be, with the improve ments be has made, well adapted for yawls— :: altallow water and rough usage, ae well as life r; boats. I would further remark, that corrugation of the sides and bottom of the Francis' boats is of • vary great importance, as it secures lightness, with great uniform strength, without the ueces : "illy of ribs or timbers. Furthermore, as they are made from large pieces or sheets, but few “ seams are required, and these have double rows of rivets; this insures tightness, and prevents - the rivets from tearing out in case of dinging. As to floats, I never saw or beard of any such thing being on board; bad there been, I think I would have - known it, as I was among the last to ve' Ism the wreck. In regard to life preservers, I • aeaaat say how many there were on beard, but - • I think there were two to each room. They were made of rubber cloth, and were made to ba inflated or lined with air, and to wrap around the body, with strings for tying in front. The one which Vhad, leaked eo badly, it would not rameirt inflated one minute; while attempting to tie, the strings broke loose, thus rendering it utterly useless.
