B. refused to re ceive any compensation. Ephraim Littlefield, somewhat notorious as being the chief witness against Dr. Webster on his trial, for murdering Parkman, bee become insane. He was Janitor of the college. It is said that the House Committee on Foreign Relations hav_e agreed unanimously to report in favor of Mr. Clingman's proposed mediation of the United States in the pending European war. 7._ The Philadelphia North American is out in favor of the Hon. George Dareie for Speaker of the Senate, as there appears to be a chance of the Whigs having a majority, by the death of Mr. Foulkrod and the absence of Mr. Backelaw. One of the meanest acts lately committed, was done in Cincinnati last week. A fellow named Bray robbed a poor washwoman of $176, which she bad been enabled to lay up through hard work and the greatest economy. We are sorry to say he has not yet been arrested. The New York Herald says the recent 'lint of T. P. Shaffner, the telegraph man, to St. Peters burgh, was to settle the preliminaries for the oonetniction of a line of telegraph across the Russian possessions in America, and over Deb ring Strait' to Asia, thus making a continuous line of wire with the Old World. The Emperor, Mr. S. says, is exceedingly anxious to have it completed. This looks like a much more feasi ble project than a cable across the Atlantic. DESTITUTION IN NEW TORE. There are thousands of mechanics and labor ers out of employment in New York city at the present time; and In the coarse of the next month their numbers will be greatly increased by the stopping of mills, and the reduction of work in nearly all branches of business. At' least sixty thousand people in that city are out of employment, and have very little money laid up, to carry them through the winter. This evil is almost daily increasing. At the same time thousands of foreigners arrive every week, many of them in indigent circumstances. In one day last week, 8000 German immigrants were landed at that port. They will find no em ployment there, and the scanty means they bring with them will soon be exhausted for food at the high prices now ruling. Great efforts are making by the benevolent to provide for the vast army of suffering poor. 'The city councils have voted $lO,OOO for the purpose ; and twice as much more has already been raised by private subscription. But these sums are wholly inadequate to afford relief to nil who are starving. Almost daily the papers record deaths by actual starvation; and almost every day meetings of the poor are held, at which sentiments are uttered by speakers that seriously alarm the friends of good order. A correipondent of the Ledger, writing from New York on the 23d, gays: "A very ugly feeling is beginning to develope self among the laboring classes, which finds vent la threats to repeat the riotous scenes of 1836, If the wealthy do not adopt measures of relief. Such sentiments as these were openly expressed at a meeting in the Park last evening, and are expected to be iterated at another asmomaration there, called for at 12 o'clock on Christmas day. tt The truth is, there can hardly he any exag geration of the suffering and wants of the poor among us at present. Cases of starvation to death, are daily recorded in the papers, bat there is an unwritten history ten-fold more tevi hie. it is true the city has appropriated $lO,- 000 for the relief fund, and individuals are ex erting themselves to the utmost to lesson the distress, but still the exigencies of the times are more than enough tor the most liberal public and private benevolence. " Mr. Elias Fountain of this city, promises to raise $2OOO for relief of poor needle-women. Be says there are 40,000 female operatives out of employment at present. " The Board of Brokers this morning voted a donation of $2OOO. Well done!" But any one can see bow far short of the de mand all the sums yet raised must come. For ty thousand females thrown out of employment! Besides their own support, many others en s ! Besides upon their labor, and the frightful extent of the su ff ering in that great city can be imagined. Great cities are "sores on the body politic ;" and this year forcibly illustrates that truth. Immoiality and crime meat be rife where such destitution exists. The cities are overstocked with laborers. Could one-half the laborers of New York city find means to seat themselves upon small tracts of land at the west, they could soon win independence, comfort and hap• pines. There is land enough for all the land less, and it should be given them free, at least for a few years, until the over crowded cities are relieved of portions of their excessive popu lation. The correspondent above mentioned adds : "There is no end of the mortality at era among the poor immigrants. Ship Howard, which arrived at this port this morning from Hamburg, had thirty-three deaths on the its sage, from ship-fever. Many of the passengers are still sick. Some physicians think it is our enemy. CC^ cholera. " as ... " sign of the times," it may be mentioned that there are no fewer than 160 buildings to let in Broadway alone—a greater number in want of tenants than has been known since 1836." THE THING TO BE TESTED. Brigham Young, the present Mormon Gover nor of Utah, has declared that be will not relin quish the governorship of that territory. The President has appointed Col; Steptoe to succeed him in the :office. The Senate has confirmed the appointment, and the Col. will soon airi)art for hie post. lie will be accompanied by some companies of soldiers who are destined ultimate ly for California. Will the now Governor be received by the Mor mons, and allowed to discharge the functions of t he office? Col. Steptoe is not a man to be frightened by difficulties or resistance ; and Gov. Young will either have to succumb, or make armed resistance. We may have a war of our own on hands by spring if the Mormons intend to repudiate the general government. The RIVIM'. For the past twelve hours the indications have been very favorable to a rise in the river, it hav ing rained continually all day, with a prospect of wet weather for some time. The Ohio is ri sing slowly but steadily, and if all prognostics are not again at fault, there Will be a good stage of water before the end of the week. We learn, too, by a friend from Jefferson county, that six inches of snow fell there on Saturday, with plenty of rain on the day following ; there was also quite a fall in Cambria county, on Sunday morning, which had pretty nearly melted forty. eight hours after. A few days ago we saw an elegant Piano de livered at the house of ono of our friends and subscribers. To appreciate the importance and necessity of this improvement, we must refer to the topo graphical position of the country. A glance at the map of the United States will present a high chain of mountains running parallel with our eastern sea coast, in a north-eastern direction, the whole length of the country, and about one hundred miles from the ocean, separating the Eastern seaboard from the-katerior, and interpo sing a barrier that would seem to defy all com mercial communication. Welt of these moun tains to the base of the Rocky Mountains, that traverse the Pacific coast, a distance of 2,000 miles from us, is called the great basin of the Mississippi, divided from the great basin of the Lake by a high ridge of land running West,, called the Water Shed, declining North and South, and giving direction to the streams that flow northward into the Lakes, and the streams running southward into the Gulf of Mexico. These great basins constitute by far the most valuable and extensive portion of the United', States, and is probably the most productive and generous soil, and the most healthy country in the world. It Is destined to contain four-fifths' of the population of the Union. The MUNl'S sippi, Missouri and Ohio rivers may be regarded as the great soar of commerce for this vast int.,- tier. Every improvement of these waters that will promote the safety and speed, and increase the ability of these rivers in the transmission of merchandise and travel, must be of the highest national consideration. The Ohio river is at present the most important of these channels, be cause it is the direct channel to the Eastern sea board, and because the obstructions to its navi gation are the most severely felt, and prevent the enjoyment of the advantages and di:idea' , of more western streams, as well as the artificini improvements by which it is counted to the Eastern seaboard. Maryland and Pennsylvania, at a cost of some fifty or sixty million dollarn, have removed the barrier interposed by the Alle gheny Mountains, and, with herculean efforts, have connected the Ohio Valley with the Eastern seaboard. Shall these grand achievements of I human enterprise be suffered to remain unprofit- I able investments, and but a tithe of their usefol nese be enjoyed, for the want of an expenditure in the improvement of the Ohio river, trifling In I comparison to the cost which these noble States have been at to make highways for the millions that are passing on to the West, and must, by the constantly increasing tide, sweep over the whole basin, until its whole tom shall be ar rested by the Rocky Mountains? Our State improvements, that are now a bur den, would find an increase of tonnage equal to that of the New York and Erie Canal, and a cor responding increase in revenue, that would re plenish our exhausted treasury, and avert the necessity of disposing of them at a sacrifice. Ctivendy, which left Bremen on the let and oftSouthamon the 6th inst., we have London journals the 6th. Her dates are not as late as those of the America. The most important intelligence brought by this steamer in eonoection with the Eastern war, is the fact that Austria has definitely joined the Western Powers. The Noniteur, of Pare, offi cially announces that on the 2d of December a treaty of alliance was signed at Vienna by the plenipotentiaries of Austria, France and Eng land. The precise terms of the treaty are not known, but it is said that if Russia does not yield within three months, its conditions will come 1 into force, or in other terms, that Austria will fight on the side of the Western Powers. From an experience of the general faithlessne=s of Austria, there was a disposition to dietrnst the prospect of any substantial advantage from the alliance. The details of the losses of the allies during the great gale in the Black Sea, had been re ceived, and appears in the London journals. Although very severe, they are not so great as was anticipated. Fourteen ships, principally sailing transports, were wrecked near Sebasto pol. Two ships of the line (Fret:o6o and thir teen vessels, of different classes, were driven on shore near Enpatoria Some of these would be got off; others were burnt, to prevent their fill ing into the bands of the enemy. The Cossacks fired upon the crews whilst attempting to escape. One Russian frigate sunk near Sebastopol. A vast quantity of winter clothing. ptovisioue and ammunitien for the troops was lost in these transports. The lose of life was frightful on the part of the crews of the transports. The Mosiitur publishes a telegraphic despatch from General Cattrobert, dated November 22. Nothing of importance had occurred. Since the 17th the batteries of the allies had not diectre. filmed their fire. During an encounter of Eng lish riflemen with a body of Russians, the latter were defeated. The reported battle on the 13th turns out to have been a mere sortie of the Rue- Siena who were driven back with the loss of 200 I killed—the French losing forty men.
