On the 22d day of February last, a report was read and submitted to the Board by the Chief Engineer, Oliver W. Barnes, .Esq., descriptive of the character and cost of the road on the midis routes examined and contemplated for ha Huai location ; when, after a careful inswairm.of the various. Maps and Profiles of the wend surreys, and a full explanation of the Chief Buenos:, of their respective grades, cost and sanative, the Board unanimously concurred in adopting the line occupying the North bank of the Yotgido gimpy river, from a point at or near the Borough of West Newton, in Westmoreland nerdy,- to 1, point at or near the Borough of Connelinine, la Fayette county, as the final location for the con struction of that portion of the road. These°, tions, embracing the Sand Petch Tunnel in the county of Somerset, as exhibited by the Profile& were oleo unanimously adopted by the Solutes ; the final location for construction, and the Presi dent and Chief Engineer were authorised and instructed to advertise for, end receive propo sals, until the 22d of the ensuing month, for the gradtsation dud masonry of these portions of the work: In view of the difficulties. and s delayer elernyw attendant upon the incipient stage of way great undertaking, and to which the enterprise in which we are embarked had noteroved`au rioxyi fion, these proceedings Were, on every bend, re girded as an earnest of the ability_end determi-z nation of the company to accomplish what it had commends'. County Bonds. A large portion has been delivered. and conveyed by means of flatboats to West Newton, and the ar rival of the remainder is confidently antieipated by the time it will be required for the road. The contractors for banishing the cross ties for this division, have already delivered large quantities which have passed through the hands, of the Inspector, and been judiciously distribu ted along the line of the work.:: A contract has al o _beets executed for the manufacture and delivery along the line, of the necessary quantity of cast iron chain for the divisions. The metal is subject to the inspection of the principal Assistant Engineer of the Divi sion, who hoe had largniaperbnce in the manu facture of iron. The first locomotive. the "George Washington," will be immediately placed upon' the road, And will greatly promote the progress of the work on the superetruction in the traneportion of the heavy .material required. We think we can safely say, this engine will pees over the entire division from West Newton to Connellsville during the early ensuing spring. It also protects the Company against the annoyance arising from the illegal vending of spirituous li quors at the point of its heaviest and most pre treated operations, where they had reason to ark, prebend the erection of a number of booths, for this purpose was contemplated. Experience, several in stances, bad taught that either the existing law was inadequate to prevent the evil, or its enforcement impracticable in that region. A portion of this had in cleared, the - rerisinder is heavily timbered with valuable White Pine and,-other descriptions of the softer woods. Here the intervention of “six honest ash men of the county" wee re-, palette in almost every tnetance, and, although their awards did not amount to a third-of the - damages olidened,rt has required nearly the one half of the aggregate cost, above stated, to pay ow wow 'through that borough. The right to occupy the streetecand other facilities, were, however, freely granted by the borough author- Sin. In the neighborhood of this city, an ex natant was madik during the last summer, to ascertain the probehlo.oest of the right of way ' along the north baak of the Monongahela river, by application to tlut Court of Commoa Plade far j a uryto examine the premises and estimate the damagea on the first mile from the atty. On some of the properthe the jurors failed to agree, on others their reports have not been filed ; the route as then located not haring yet ban finally adopted by the Board of Directors. It is the opinion of the chief engineer that, when the company is prepared to enter the city by the river route, a Inn expensive line may be located. At prevent "U le contemplated by the Board, ea the euggestion of the engineer in chief, if a satis factory arrangement can be made with the Penn syleania Railroad Compeny, to leave the river route at PorfPerry, and make a temporary eon rotation with thit road at Turtle Creek. This plan, if apperored by the Board, would greatly reduce the amount. of means necessary for the oonstrattion of the division between this city and West Newton, and justify them in letting it to contract during the early ensuing spring. The extraordintry stringency in the "stook and money markets, both at born@lllllli abroacti - daring the past year, and - the consequent vieissitudes to which many similar enterprises has been expos: ed; admonish the Board of the wisdom and pro priety of husbanding the rumness of the comas piny. It is tine that the program of our opera tions has neither been suspended nor seriously interrupted ; but if we desire the eoatianation of the favorable auspices under which we man mooed, and hive thus far advanced our enter rile, it behooves us to meet, seasons of severity like the present with the practise of a severe economy.
