In the House of Lords, Tuesday, May 9, Lord Campbell moved the second reading of the Un authorized Negotiations• Bill, which proposed to extend the criminal law, and to subject persons guilty of the practices set forth in the bill to the penalties; of a misdemeanor. The measure, he said, was based on the acknowledged principle of the law of nations, that official intercourse between states could not be carried on by the goternments of those states, or by ministers and agents duly authorized to conduct such negotio tions.
