Tho bill appropriates $3,000,000 to build Bix war stoamors. It oame up for discussion a few days since, and nobody was found to oppose it. It passed finally wnA" out a dissenting vote. Un .tho con trary, tho newspapers, without distinction of party, advocated tho measure ns nmcessUg clear ly indicated by tho ■ threatening aspect of . the political affairs of the world. While all tho great nations of Europe and Asia are girding on f armor for battlo, this country cannot trust toils remoteness from the sccno of action for continued peace.' This country is no longer remote from Europe; andean po longer ieolato itself from tho common interests of tho nations. Ouroommcrco is on every sea and in every dime. ■ The oocun can bo crossed now in less time than it formerly took to travel from Philadelphia to Detroit. We are but ten days distant from two mighty nations that are soon probably to bo involved in a tremendous war; and it is on old maxim that in the midst of arms tho laws are silent. The rights of neutrals will bo little re spected in tho midst of snch a conflict; at Icaßt not, if thoso 'neutral ’nations have no sufficient naval power to protect those rights. How could tho United States punish, aggression upon her commerce by Franco ? \ Her fleets are four-fold more nnmerons and efficient than ours; and she has no territories contiguous to oars, like the Canadas, whereon wo could retaliate an insult or an injury. Her fleets could lay half our sea ports in ashes before a sufficient defensive navy ooaldboprovide* ThoUnitodStatosieconßidered one of the great nations of tho earth; yet saoh is now her condition for dofonoo. With a com merce to be protected that is larger than that of any other nation bnt ono; and with thousands of miles of sea-coast exposed to hostile attaok; yot our navy is only equal, in number of vessels, .to that of Spain. With twenty millions of a sur plus in the Treasury, only threo millions can be farced oat, by an almost. unanimous public ecn tfmout, for this most important moans of nation al defence. We believe that publio sentiment would approve an appropriation of liccnty mil lions, instead of three, to this purpose. Eng land and France, now so cordially unltod on tho Eastern question, may, when that is settled, bo equally united in tho settlement of seme Western questions, rotating to Cuba, Moxioo and Central ■ America. Should such bo tho. oaso, whoro are our means for protecting American interests and American honor ? With abundance of materials and skill for •ship-building; and with tbonssnSs and tens of thousands of excellent sailors ; and with an overflowing treasury, this nation conld speedily build up a navy so formidable, that no hostile aggression upon our commerce or our coasts would ever be ventured again. That navy could bo profitably employed in time of peace; and its very existence would bo tho best possible guaranty of continnod peaoo with ail nations. • * We think tho present Congress .will foil of its doty, and disappoint the manifest will of the people, if it makes no farther prqyisien for the navy than is nt present proposed. That a largo increase of our navy is needed, and that speedily, no one can doubt who has read the language of tho Earl of Clarendon in a late speech in the British Parliament. Bo speaks the sentimenls of the English govern ment, and he declares that tho English and French alliance has in view, tho final settlement of questions in both hemispheres. Tho Wes. tern hemisphere, the American continent, thon, is to bo regulated by England and Franco. This language is a warning that should he heed ed. Should tho eastern question bo settled with out war, both those nations would bo ablo to employ all tho pwer of their navies in compel ling this country to submit to their insolent dic tation. The Africanization of Cuba, the control or Central America, a balance of power estab lished to check the growth and prosperity of this country; snoh are some of tho schemes that havo long been talked of, and that seem now likely to bo tcltkd by this Anglo-French alliance. This nation has had fair warning, and should bo pre pared. Wo want more ships. WINE MAKING. Wine making ia boooming a profitable ownpa tion in thiß country. It ia said that, Uy the cul tivation of the Catawba grays, a eipglo aero of ground will produce from $260,t0 ,$lOO worth of wine. It is one of- the most, profitable crops that cah bo cultivated, and along the valley of the Ohio largo quantities are annually produced. Every year the crop is increased.
