extracts from the report of the Commissioner of
Indian nffaira to the Secretory of the Interior: .
Sin—l have tbo honor to submit a general
view of the present condition of our Indian re
lotions, and statement of the operations of tnis
branch cf the public service during the pas*
year.

The number in Minnesota and along the fron
tiers of the Western States to Texas, comprising
mainly emigrated tribes, is estimated nt 110,000,
those of the Plains and Booty Mountains, and
not within any of onr organized territories, nt
f. 3 000- those of Texas 20,000; those in New
Mexico at 48.000; thoso in California at 100 -000;
000; thoso in Utah at 12.000, and thoso in the
territories of Oregon and Washington at .3,000.
The dictates of lmmanity and good policy alike
require the early and effcctiro interposition of
our government in respect to the Indians of
Michigan. Many of them being without any
settled places of habitation, and gradually ira
hibine the worst vices of civilization, aro hecom
\Do vitiated and degraded. Those of their more
fortunate brethren who have enjoyed the advan
tages of fixed locations, present a much more
favorable aspect. Most of them hove comfor a
able homes, and under the inilnenco of the de
voted efforts of several Christian denominations,
are gradually improving and acquiring the habits
and taßtes of civilized life. By a provision of
the State Constitution, they are entitled to citi
zenship on becoming qualified therefor by intel
ligence and good character, and abandoning their
tribal connection; and numbers have manifested
a proper appreciation of this high privilege, and
a laudable nmbition to fit themselves for it.
By treaty these Indians havo the right to a
•home west of the Mississippi, sbou.d they decide
to emigrate ; hut there is no prospect of their
ever bc=ng willing to do so, and the citizens of
Michigan, it is understood, entertain no desire
to have them expelled from the country and
homo of their forefathers.

provement, without detriment to State or in<?r
vidaal interests, and early measures for that
purpose should be adopted. . ~

Be a provision contained in act of Congress
approved the Sd of March last, the President
was authorised to enter, into negotiations with
the Indian tribes west of the Stales of Missouri
and lowa,for the purpose of procuring their as
sent to tbo settlement of onr citizens upon the
lands claimed by them, and of extinguishing
their title in whole or in part to these lands.
The Commissioner of Indian Affairs was desig
nated bv the President ns the officer of the
Indian Department, to conduct the necessary
negotiations. . .
Tho Commissioner held conncils with every
triho whom lie visited, anddisoloscd to them the
object of his journey to their country. He
found tho Indian’s mind in an unfavorable con
dition to rcoeivc and calmly consider his message.
A« he progressed in his journey, and conferred
with tho tribes, tho difficulty was gradually re

tions the tribes will next spring enter into trea

Vast amounts of money havo been expended
bv tho government for the snstennnoo, comfort,
and civilization of these unfortunate people; and
the missionary has oecupiad the field of labor
one and foithfolly. But notwithstanding all
that has been done by the government and good
men the experiment has measurably failed.
The efforts of the tenoher and divine aro coun
teracted to a very great extent by influences of
nnadverso character, and which, it is presumed,
wUI predominate so long as these Indians are
permitted to remain where they now res.de.
The acquisition of Texas, New Mexico, and
our Pacifio possessions, and tho vast annual em
igration which passes through the Indian coun
ter and over the-Indian reservations on-its
iourney thither, and which was not anticipated
at the time the Indians were located there ron
derlt absolutely necessary that they should bo
nlnced ont of the paths of the emigrants ns foi
nraoticable. The interests of both require it.
In the present condition of the Indian, no good
results F to him from this contact with the ern.-
grant while the latter is always embarrassed on
