Sin—l have tbo honor to submit a general view of the present condition of our Indian re lotions, and statement of the operations of tnis branch cf the public service during the pas* year. ~c whole number of Indians within our lint' misestimated nt 400,000. Abont 13,000 yet noo’rr iu some of the States castnf the Missis sippi river—principally in New 1 ork, Michigan and Wisconsin; the remainder consisting of Cberokees, Choctaws and Seminolcs. being in North Carolina. Mississippi and Florida. The number in Minnesota and along the fron tiers of the Western States to Texas, comprising mainly emigrated tribes, is estimated nt 110,000, those of the Plains and Booty Mountains, and not within any of onr organized territories, nt f. 3 000- those of Texas 20,000; those in New Mexico at 48.000; thoso in California at 100 -000; 000; thoso in Utah at 12.000, and thoso in the territories of Oregon and Washington at .3,000. The dictates of lmmanity and good policy alike require the early and effcctiro interposition of our government in respect to the Indians of Michigan. Many of them being without any settled places of habitation, and gradually ira hibine the worst vices of civilization, aro hecom \Do vitiated and degraded. Those of their more fortunate brethren who have enjoyed the advan tages of fixed locations, present a much more favorable aspect. Most of them hove comfor a able homes, and under the inilnenco of the de voted efforts of several Christian denominations, are gradually improving and acquiring the habits and taßtes of civilized life. By a provision of the State Constitution, they are entitled to citi zenship on becoming qualified therefor by intel ligence and good character, and abandoning their tribal connection; and numbers have manifested a proper appreciation of this high privilege, and a laudable nmbition to fit themselves for it. By treaty these Indians havo the right to a •home west of the Mississippi, sbou.d they decide to emigrate ; hut there is no prospect of their ever bc=ng willing to do so, and the citizens of Michigan, it is understood, entertain no desire to have them expelled from the country and homo of their forefathers. it is understood, can bo found for them in the State, where they can be concentrated under otr enmstances favorahlo to their comfort and im provement, without detriment to State or in well aB the interest thereon, which otherwise have been Bout abroad. ... .. __v On the important ond deeply interesting 8 - ieet of the civilization and improvement of our Indians; I havo but little to eay i less donht ess, than may be exnected; considering the flatter ins accounts of ,the “ rapid improvement and “rapid advance of civilizationof the various frontier tribes, generally contained tb ® *' , ports on tho subject of their condition and pros pects. 01 'Judging from these in past me»t of tho tribes that have been under our immcdi ato supervision for considerable periods should by this time, havo attained to on advanced state of civilization and improvement; bnt, unbappi iv this is not the case with any. Tct, that many have made an encouraging degree of Pf 0 ?!*™ in acquiring the elements of a rude civilization, eS Much has certainly been effected, but far more remains to be done, to secure and accomplish tbe roll and complete regeneration of Ihu emgulor but interesting race, within our borders, but tho ol'jeet is a noble one, and in all respects de serves the attention and energies of the Govern ment, and of a gTcat Christian people.
