If the news received ie ail correct, it is .difficult to see how a general war in Europe can avoided. -England and Franco have gone too far In support of the Sultan to withdraw, and him to struggle alone. The invasion of r ay .• --*territory by Russia, leaves the Sultan no op tioti hitt to declare war. The, honor and integ titY,of his Empire, and the safety of his own • 'crown and head, require of him n bold and • prompt appeal to arms. The ancient heroic Spirit of his people seems to be thoroughly "aroused;. and holden bring into tha field between four and five hundred, thousand men, stimulated ,bt motives, to them most potent, for the display moat desperate valor; a valor that, three -; , ..:-..terituriei ago, it required the combined arms of nearly.all Christendom to resist. The Moslems fight now for national existence; for the existence of their religion ; for their homes and firesides for their sitars; and for that Celestial Paradise, Which`their religion teaches them they instant go if they die in battle. No believe that single handed with Russia, tho Turk will maintain his honor and dominion for one or two-campaigns ; and ere then nearly a , Euro po will be forced into the conflict. Should . ":War .ensue it can hardly fail to be one of the most momentous contests that ever occurred in ..,'. - the'emetern World; and one of the moat import. ant in its results. hut the war will be avoided 'At-possible. The crowned beads of Europe, the eieeptien of Nioholat and the Sultan, tiore to fear from their own oppressed ". , -':stbjecits, than fromforeign foes. With the great '.mass of the Russian people this war of conwt ' - Ifonldbo popular. The possession of Constant i -nople has long been a national desire with them ; .4.. desire and a prophecy transmitted through 'Many generations; and now, as they believe, about to be accomplished by the great Emperor. - The Turks, and not only the Turks, but the homedans of all the eastern countries, will be equally United and earnest In the defence of their faith and empire. The New York Herald speculates wildly upon ihe, probable results of this war should it become general in Europe. It believes the United States could not keep, clear of it : and our country once Involved in the conflict, Canada,•Cuba, Mexico, Mumo doctrine, Manifest Destiny, and every thing else mast be finally disposed of at once. It counts largely too upon the revolutionary ele ments of Hungary, Germany, Prussia, Poland, Italy, "Ind even Australia. The Herald, how ever, we do not consider a prophet. ' 'lnman 8026111111. —Rms.—This most delight fat season or the year has come earlier than usual this falL We are now in the midst of it ; and all who can take a ride to the country should do so, if they have any taste for witnessing the beauties and glories of ,autumn. This Indian summer is the dividing line between the summer and winter portions of the year ; and after its departure, rains, and settled cold weather follow and continue. We may look for rain, and a rise in the river, within ten days. We do not pretend to be weather•wise : but we believe one fact is fully ascertained, from which some safe conclu sions may be drawn. It is known that in tbis latitude, the amount of rain or water that falls during a twelve-month varies from twenty-two to twenty-six inches : hardly ever falling helow the lower number, or exceeding the twenty-six inches. Taking this as a fact and basis of cal culation, we may expect heavy falls of rain within the next three months; as during 'the last nine months the proportion of rain has been smaller than usual. Coal boat men, and owners of large steamers, may expect a favorable season for their trade ere long. If any one disputes this theory, let him give a -better one—if he can. If any one doubts it, time will determine. lusnovsnswrs is Pmrseunom—We are glad to see on all the business streets of our city a decided tendency to improve the external and interior appearance of the stores and warehouses. This display of taste is, we believe, a matter of profit to the merchants. A splendid front to a store will attract custom, and an increase of cus tani that will more thin repay the expense of the improvement, Then it adorns the city, and stimulates a competition in matters of taste, that will soon render Pittsburgh decidedly a -- handsome city. Until within a very few years our citizens have paid but little attention to these matters. But lately , a better spirit prevails. We see on Wood - street a fourth story going up on one of the stores, and we hope its neighbors will follow the lead. We have now a number of warehouses that would be an ornament to anyAity. Tetitien.TlXtal yesterday..forenoon, the„eteaniersYlifontank,'faibert : Campbell, and Lunette, lying at. the up per part Of the landing, were destroyed, along - With ;their cargoes, by fire. The fire. originated in the deck room of the Montauk, the flames spreading all over the boat with almost inconceivable rapidity. Indeed, it was with some diffienity that her officers, crew and passengers. escaped with their lives. At the time she was receiving freight for the Misseuri rriver; and — had on ' e board probably thirty tore destined for various points. Everything, with the exception of the books and papers belonging to- the office, were lost. Even the clothing of the officers and crew went with the rest. The Montauk is belt a few Months old, having been built during the last summer in Pittsburgh. She is said to have Oat $22,000, more or less, and woe owned by . Dlesers. N. Carawith & Co.. of Galena, and commanded by Capt. E. Olden. She was insured for only $lO,OOO, a part of which is in some Galena offices, Capt. Glaim a few years ago was in command of another boat called the Montauk which, we understand was destroyed like her; successor, by fire. Some danger was experienced in the saving of books and papers from the office yesterday morning. The clerk had his hair singed. Capt. Gleim was also se verely hurt by the falling of a derrick, which struck him. The injury, hoviever, will not prove serious. After the boat had burned nearly to the water's edge, she was taken towards the Illinois shore by the steamer St. Paul, and there sunk, thee ending the career of the recently beautiful and serviceable favorite. The flames communicated at an early stage of the conflagration to the steamer Robert Camp bell, which lay immediately below. This boat was also wrapped in flames beyond the possibil ity of salvation ten minutes after shehad caught. She was taking in a cargo for the Missouri river, and had on board a limited freight for Elizabeth. town, Kansas, St. Joseph and other points.— Everything, almost, was burned—even to her boots and papers. Several of her passengers found it difficult to escape. Amongst others, a lady was caught in the cabin after such a man ner as to almost prevent an egress either for ward or aft. The mate of the boat tried to get her out, but after having had his coat burned of; and his bands and arms badly scorched he gave it up. A steamboat runner finally attain ed that portion of the cabin, and seizing her around the body, ran with her through the boat to shore. Another passenger, a Mr. B. L. Mer rell from Connecticut, rushed through the crack ling timbers and flames to his state room, and in coming out with hie trunk was nearly knock ed down by a beam which fell upon his head. Be was also severel,y burned, but succeeded in reaching the shore. His Injuries were so seri ens as to require his removal to the hospital, while the trunk was stolen with all its contents, ten minutes after it had been set on the levee. The Robert Campbell bad peen purchased only a short time ego by her late commander. Captain McCloy, and one of her engineers, Mr. Mclntyre, end had cost them $9500. Immediately after ' the purchase, however, they had caused her to be refitted and thoroughly repaired to tho addi tional amount of nearly $3OOO. We understand that she was insured for 10,000 equally in the :Etna, Lumbermen's, Citizens' and Columbia companies. The third and hug boat burned, the Lunette, was lying just above the Montauk. She had been loading for some time for the Upper Mis sissippi, and having on beard over a hundred and twenty tone of freight, was nearly ready to start. About one hundred tons of the freight belonged to Mr. Ray and Mr. Farrington, of &if ferent firms in St. Paul, Minnesota. The former gentleman was fully insured—the latter, not at all. The Lunette was but a few days from the docks, where she had received it thorough over. hemline. She was owned by her commander, Capt. John 13. Davis, who, it is said, is insured for $6OOO, we believe, in some Pittsburgh office. Daring the fire the steamer New St. Paul for tunately arrived from Keokuk, and Captain Ills sell Immediately engaged in hauling the wrecks to a shallow part of the river near Bloody Is land. The space loft vacant was soon occupied by other boats—thus in a measure, effacing the traces of the disaster. The confusion existing at the outset offered a chance to pilferers, which they did not fail to take advantage of. Boxes of goods on the levee were broken open, and such articles as could be carried away disappeared freely. The police, in time, stationed themselves about for the protection of property, but we did not hear that they made any arrests. Later in the day, some laborers, who alleged that they had worked at the fire, presented themselves to claim salvage, and required as much watching as the others. A large quantity of merchandise on the levee, 65 dry goods, salt, &a, was injured by fire. It was freight, intended for the steamer Brunette, destined for Keokuk on the Mississip pi, and the liondures bound for the Missouri . Boats Sunk —But half the lees was occasion ed byllrelesterday 7 -there were three othgrs sunk. • lirtelegreph vii learn that the eteanler Flag—a small boafwhlch had made Fevers' trips to our port this season . —was sank at- Flint Is land, in the Ohio, while on her way from Cin cinnati. The officers of the New St. Paul bring infor mation of the sinking of the Golden Era, on her way from this city to Keokuk. At 4 o'clock on Wednesday morning, when yet about C. miles be low Clarksville, alio ran afoul of a snag at the head of Amaranth Island, and sank in eight feet of water. The boat is owned, one-half by Capt. Bereie, which is not insured ; seven -sixteenths by James Carter & Co., of Galena, on which there is $6,000 insurance; one-sixteenth by D. V. pawky, on which there is $l,OOO insured. She is valued at $lB to $20,000. The freight on the deck was saved. There were lost, how ever, a lot of sugar, and about 320 sacks of salt. It is thought that she can be saved, end Messrs. Ends & Nelson propose to visit her for that pur pose. Her commander, Capt. Bayley, and a portion of the crew arrived yesterday. The officers of the new St. Paul convey intel ligence also of the sinking of the It. 11. Lee, on the upper Rapids. She lies on the rocks with her stern in eight feet water. The following letter was received from her clerk: Attars Rocs 'stamp, Oct. oth, 1863. Mr. It. P. Sass—The Lee Is sank on Camp bell's Chain—she sunk at Oo'clock this morning, on the clown trip. We are using every effort to raise her, nod I think will succeed. Consignees and cargo you will see from the following list : Leach & Goodrich, 146 sacks onions, 38 do po tatoes; Scott, Naylor & Co., 618 sacks barley, 682 do wheat; W. L. Ewing & Co., 500 do wheat; W. C. Baker, 187 sacks onions ; Dutcher & Co., 100 do wheat. Total, 1714. In haste, J. McPuonsos. One-half the load will, I think, be saved in good order ; at any rate the deck toad of wheat la not much injured. .1. lklcP. The. R. B. Lee is insured for $3,600. Capt. E. S. Railroad. It was witnessed by a friend whom no "good" thing over escapes, and who thus describes It: On a seat two or three " removes ." from me, sat a smart, Yankee-looking woman, with a dash ing new silk gown and a new bonnet, set Jauntily upon her head ; and beside her, looking out of the window, and every now and then thrusting out his head, sat a man of somewhat foreign air and manner. The woman watched him with every appear ance of interest, and at last said to him : "Do you see that hand-bill there, telling yon not to put your arms and head out of the car windows?" The man made no repiy, save to fix upon the speaker a pair of pale, watery bino eyes; and presently out wont his head again, and half hie body, from the oar-window. " Do you understand English ?" asked the wo man. " Yaw," was the reply. Then why don't you keep your head out o he window ?" There was no reply, of any kind, to this op peal. At length ho put his head a third time, just as the oars were passing a long wooden bridge. The lady started back, and once more exclaimed: " Do you understand English?" "Yaw—yaw !" "Then why don't you keep your head oat of the window ? Wan't to got killed?" No response. And a fourth time be narrowly escaped collision with some passing object. The woman could "stand it" no longer. "Why don't you keep your head out of the windows The next thing you know, your head will be smashed into a jelly, and your brains will be all over my dress—that is, if you've got any—and I don't much, believo you have !" We had mistaken the object of the woman's solicitude; which at first seemed to- lie a tender regard - for thik shfety, of her fellow passenger ; .but wheuthe truth ",leaked oat," .coupled with Leo:'very tqpii44l - :;l: compliment his intelli gonce„,-n-lattglimas beard in the car thatdrown ed the - roaring of the 'wheels.;—/farpera' ,•,-.:...,:; , :--,--,i , ',.,.., ,- ^;: . -A , . 2 . , :.- -, 7- -:.:. The foreign papers by the steamer Atlantic, from Liverpool to the sth intit, contain Interest log details of the important political and com mercial advices brought by her: THE RARTERN QVISTION The conferences between the Emperors of Russia and Austria, at Olmutz, had ended, and the Czar has returned to Warsaw, whither the King of Prussia has gone to meet him, and the Emperor of Austria was to follow. New propo !titian! were concerted at the 0113313t2 Meeting. and particulars were rent to the English govern. ment direct from thence. Stronger hopes of a pacific solution were therefore entertained In diplomatic circles. The Conference at Vienna has been re-estab lished between the Four Powers, and the thread of the negotiations has been resumed, giving the probability that a solution more prompt and peaceable than was expected is at bawl. The semi-official " Austrian Correspondence" briefly announces the settlement thus : " A new scheme of adjustment has been agreed on at Olmutz Porto." Vienna letters sf the 2d inst. add, that when the Conference proper, to which [lassie and Austria were parties, bad terminated a council of minieters was held, to which the ambassadors were Invited. it was at this meet ing that Lord Westmoreland made his proposi tion of a collective declaration, which was ao cepted. On the morning of the 27th, orders were sent from Olmutz to clear the way Immediately. When this bad been done, a Russian courier, with despatches, left by a spacial train for St. Peteraburg. The Constitutional etates that the Frencliand'Srilish-Govertunents had also sent couriers to :.St: - Peterstrg - with- important .j despatches, which would anirtilliere oe the ftth instant. More definite news from Constantinople was hourly looked for, by the route of Marseilles. As the telegraphic announcement to hind was very precise, and as, In a matter of such mo ment, it would be desirable to have a full meet ing of the British Cabinet, some days would probably elapse before any fresh decision would be come to, the tnoreao that nothing will be done without the accord of France, and that Lord Redcliffe's instructioas include orders bow to act in the event of a declaration of war either' by Turkey or Russia. Lord Redcliffe in understood, or rather sup posed, to have disapproved of the step taken by the Grand Council, and would, without fall, do his best to delay further proceedings. Beyond the above there was no news of political inter est. The absent members of the Cabinet had re ceived orders to re-assemble at London without delay. The Queen was still at her country seat at Balmoral, Scotland. From Olmutz, Sept. 29th, the correspondence of a metropolitan paper says : The Emperor Nicholas and Count Nessalrode have given to the Emperor of-Austria and Count Boot Samuel,- stein the most peaitive assurance that there is now and henceforth no question of any isolated action on the part of Russia, with a view to the subversion of the Ottoman Empire, and that the sole object of the Emperor Nicholas is to termi. nate the affair with honor, and to put en end to the suspense In the European m oney market as early as possible. These assurances will take place with a view to enable Ruses to accomplish without humiliation, the wished-for point of the evacuation of the Principalities, but will involve, on the part of the Five Powers, no technical guarantee to Turkey beyond what already exists in the treaty of 1841, and which, hr fact, says the writer, would be superfluous." Private accounts from Mentz, 28th, say that this peateablereault of the Conference was main ly owing to the assurance given by Lord Wont moreiand, that the British ggvennaent would not Insist on the Porte's accepting the Vienna note without modifications, it would at least ab stain from advice to the contrary ; and that it would particularly guard against winkles any pledge of material support to the Sultan in case ho should declare war against Beanie; that on the other hand, the Emperor of Russia would not consider the arrival in the Bosphorus of a (ow ships of war, such as, those which have passed ' the straits, as a violation of the treaty of 1841, provided the object of that demonstration was really to keep in check the fanatical party at Constantinople. ' The London Times and the Daily News (libe ral,) confirm the statements made above with respect to the reconstruction of the Vienna Con. ference. The News pithily sums up The matter by saying that the task devolved upon this re suscitated conference is to lot down Russia as softly as possible. The News further says : What it is that makes Austria so ready to listen to reason is obvious enough. The treasury is empty, and nobody will lend to a State so often bankrupt." Both armies continue on tho alert, but no hos tilities had occurred. A war, even If teleceete• fill only at the outset, would rouse all the latent energies of the nation, would awaken again that - warlike spirit .through which alone they were ever great and formidable, and would dissipate that indolent effeminacy which for nearly a cen tury has been eating away the vitals of the na tion. If the Turks are to subsist in ihdepen dence—if they are ever. to be able to defend themselves and to boid their own—lf they are ever to revive and recover—it must be as 4 mili tary nation. They have not the qualities of a comm t istecial, a colonizing, or an industrial race; they save those of a fighting one. A protracted war would, therefore, we believe, act as a poRBITO elevator and ,ciffiliser of the Ottomans : that is, of their two alternating qua; ities and conditions—warlike energy; and sensual apathy—it would call into predominance the no bler one : and would diffuse through every de partment of government, and every artery and fibre of the empire, a life and..a vigoi to which they have long been strangers. On the other hand, peace now—peace, after Insult unevenged, and muttons] for—penze, the result of foreign. intervention and of unworthy compromise— peace, after all the zeal of religion and the pride of race have leen appealed to to prepare for war—would inflict a. more fatal wound, a heavier discouragement, a more palsying reaction on the Turkish nation than even a disastrous war. Ex!, perm incurred—fanaticism aroused—national jealousies stimulated ;—and all to end in smoke : this termination of so much costly preparation and so much available passion could scarcely fail to cause a degree of dimwit which would end either in Immediate IMiurrection, or still more or still more fatally in utter and 'unexcitable apathy in future hours of need.
