That we fully concur In the view" expreseal by Col. Manypenny, Counalssioner of Indian affairs, in regard to the present settlement by tbe vrhltas. 4. That we know no North, no South, no East, no West, and that we desire the orkmnizatlen of a territorial govern xnent withoutiury restriction, but baying due regard to the interest of every portion of our glorious Utliol2. C. That we deem It expedient that we should be repre sented in Washington thiawhater, and that we do, in con vention-assembled, nominate a suitable person, free from all sectional prrjudlces and partialities, baring the tree in terests of the territory at heart. The following account of Colonel Manypen ny's embarrassments in extinguishing the Indian title in Nebraska, is taken from the Weston (Neb.) Reporter of the 2241 September. The editor.was present at the convention, and vrrites as follov-.8: " And while upon this point, we will remark, that we were happy to meet OoL Blartypenny, Commissioner of In dian Altars, there. Ile was holding a council with the Kfcirepoos, assisted by 'BLOT Vanderslice, their agent. We oleo had the pleasure of meeting Can. Whitfield, Agent of the eottawatamies. We learned Col. Alanypenny that he was unable to effect a treaty of purehese, or wren to got the Kickapoos to eonsent to sell their lands at any price, at present, bat he hopes, at some future time; to be itaya able to accomplish something definite with them. lie they; us teethes emend other tribes above, whom ho has eizited and consultid with, have very much overrated their lands— in fact, as one of them told him, a few days sines, they are willing to trade their land: weight by weight with gold. This, he says, is owing, in a great measure, to tho desire of many of our citizens to rush Over into the territory. The Indians have become alarmed, and think the gov ernment will be willing to pay them any pries they may ask for their lands. This unwarrantable desire, created on the part of our citizens by eOlllO men high in aloe, will have the effect to delay and greatly- hinder the final com pletion of the treaties with them, exthignishbm their titles, and the consequent speedy organization of the territory, and will eventually cost the government severed thousand dollars in addition to the purchase of those lands. Ile deems it to be the imperative duty, (and we are atrongly of his opinion) of the citizens orthe territory of Nebraska, and all Who are interested in the organization of a territo rial government' over the country, that they should erase to agitate the question further, Wall these treaties are cow summated, which Ile thinks may be erected this fall, or early next epring, before the close of the next canton of Congress, so that a Wife? its organisation may be pond. Ile else most undeniably deprecates the settbament of any portion of the y the whifore these - treaties have been fully consu countr y-b mmated with tes, the be Indians, and their titles extinguished. .11e le of the opinion that no injury can result from it, and that, perhaps, it is proper for the people of the terri tory to send a suitable delegate to the next Congress, (al- tho ugh, perchance, he may not obtain a seat,) abd that the ' delegate sent be prepared to give, If possible, a satlstMtoti answer to the now vexed question—what shall eia do with those Indians after their titles are extinguished, awl they consent to leave Melt lands? " ii Will be remembered, that the bill for the . organization of the territory of Nebraska was defeated on the last day of the last session of 'the last Congress. This convention seems to .have been made to order, and, taken In 00D1163- Aiwa with the statement attributed to Colonel blanypenny, appears to indicate the existence of a party somewhere, opposed to the admission of ,Nebraska into the Union.—New York Evening -Foci. • POSTAZIE Borwanti TUE lINITEU STATED AHD 'Sotrrn Antraioa.-4he following are the rates_ agreed upon between the Poet Office of the Uni ted Kingdom of Great, Britain and Ireland, and_ the Poet °Nice of the United States of America, for carrying into execution the Convention of December 16, 1851, which went into operation • on the let inett (A''UBA OI O - • Quito-- ....... ...... 48 cants on Miters sent; Oolgis..---(Bollsia,) lug the United States mil :La Peas-- do foreign pottage. prep4y _c4,plapo • meat required. CATUOLIO ALUM/Min.—An Irish Roman Catholic Biehop has made A statement as to the kind of allegiance due by Irish Catholics to the Queen. The Bishop is the Right Rev. Dr. Keane, Bishop of Ross, and the following is a passage in a discourse preached at the conclud ing sitting of the late Munster Synod: " In the bead of the church you recognise not the sovereign of Rome. As secular ruler of a certain territory be may have whatever views or plans best suit the interests of his own subjects. In the political combinations required by the clashing rivalries of nations,Protestant states have sometimes been the iendly allies, and Catholio sovereigns have been the formidable enemies of the ruler of the so-called Papal States. As the allegiance of a CathoHo French man is due to a Lords or a Napoleon, (or as the allegiance of a Catholic Belgian is due to a Leo pold,) your whole and undivided civil allegiance is due to the Sovereign of the British Empire. That allegiance of heart and hand you readily offer; and together with it in a spirit of respect ful attachment to the illustrious lady who now ails on the throne, and who comes not, as of old, to crash, but to smile with encouragement on the first great effort of Irish Industry, you offer a fervent prayer to Heaven that among Britain's kings and queens, the reign of Victoria may be the longest, the brightest, and the happiest, and from it may commence the date of Ireland's regeneration and of England's strength."—Lon don Leader. 60 lltl G 7 124 LATER FROM Lancnia.—The Maryland Coloni zation Journal has advices from Cape Palmas to the Ist of July.
