It says Dr. Carothers did not pre' sent a petition in the Senate during the session I of 1851 in favor of the repeal of the Ten Hour Law, but only in favor of a modification of Ah, Indeed l Well done. But we can go farther. The Emperor has rejected the modification made by the Sultan to terms of settlement, and the Russian troops are advancing. The Turkish army under Omit. Pasha, insist on a battle with the Russian army, and we shall probably soon Lear of a battle. One blow struck, and the fate of the Turkish empire must be set tled by the 'sword. Should war be the result, as Booms inevitable, the next four years will be years memorable for great changes in the condi tion of the world. .Every nation in Europe and Asia is interested In the impending struggle for the possession of Constantinople. It Is the cen tral city of Europe and Asia, and in possession of Russia it would speedily become the rival of Paris and London, and in political Importance the most commanding city of the Eastern world. With finch a splendid prize before him, the Czar will hardly be restrained by any combinations against him. The Emperors of Russia and Austria are to have a personal interview at Olmuutz, in Mora via, and the result will doubtless be, either the neutrality. of Austria in the war, or an active co operation with the Russians. We have predicted from the commencement that war would be the result of the difficulty ; and the overthrow of the Turkish empire and Mahommedanism the result of the war. But there is yet doubt. We have frequently expressed ourselves warm ly in favor of government aid to the Pacifist rail road. We have said so merely because we be lieved that such aid would be necessary to the early completion of that great work. We have expressed no opinion as to the mode in which the government should contribute its assistance. Bat we think the mode suggested In the above extract will do perhaps as well as any that has yet been suggested. - We believe the Federal Government should keep as clear as possible of all speoulations; and 'all partnerships In such undertakings. But it may give some help to a work so great, and so national in Its character, as the one proposed; without involving any violation of democratic principles. A work that will cost a hundred million dol lars, must make but tardy progress if it must depend on private capital alone. We are glad to end Hon. Robert J. There is no - doubt but that the unfortunate man was murdered as well as robbed. Judge Mason, of Richmond, Va., it is said, has certainlybeen tendered the mission to France and will probably accept it. He is rapidly re covering from his late illness. The Columbian, published at Olympia, in this territory, speaks in the most cheering terms of the " present and future "of Washington. The immense additional population has created new wants, particularly oY flour and other staple ar delta. The aggregate valuation of the real and per sonal property in Michigan, as fixed by the State Board of Equalization, Is $120,882,474--nearly four times as much as in 1861. A warrant was issued by the U. B. District court, at New York, on Tuesday, on behalf of the Bremen Consul, for the apprehension of two females (deserters) who had shipped on board the Bremen steamer Rana, (formerly the U. States, of New York,) but who deserted from the steam er after its arrival at New York. RAVAGES Or TIIE YELLOW FEVER AT GALVES TON, TXXAS.—The following extracts from a pri vate letter, dated Galveston, September 18, re ceived in this city yesterday, shows that the yellow fever is prevailing there to a frightful extent: " I take a few minutes to write you. lam an old man now, and never in my life before have I witnessed such distress. You scares turn a corner but you hear cries and lamentation. Most of the clerks on the Strand, yonng men' unacolimated, have been sick, and more than half are dead. Four out of seven of Mill's clerks died. 4 . Mrs. Wier's married daughter, (Salter's wife,) and the old lady's nephew, both are dead. Major Ware died yesterday. I think over 200 have been taken off since the fever began ; the average about 12 a day. Judge Watrons, of the U. 8. Court, went about six miles down the Is land, where he is staying. Mr. Shearer OCC/111- atonally came up to town, and I hear he is taken. Barth Butler and Dr. Bryan, who are among your acquaintances, are now no more to be seen among us. The accounts in the papers fall far short of the mortality among us. I think there will be 10 or 12 funerals to-day. Not a great many of the old residents have been eick, but mostly unacolimated persons, with which the town was crowded. " I hear bad reports from Houston. Every. thing has ceased hero except hearses and Doc tor's carriages—building, and in short, every thing is stopped. The town is truly desolate. " I had a tight brush myself, but am again able to be up, but exceedingly weak and feeble. Four Doctors have died—three or four of the Priests. Very few negroes are as yet dead It seems to go light with them." FURTHER News room New Mr.s..tco.—The Santa Fe mails arrived at Independence, Mo , on the 19th ult. Among the passengers was Mr. Riggs, of Washington city. Gov. Lane, the American candidate, it was supposed, would be elected to Congress, over Oalligos, who is sup ported by a few wealthy Mexicans. Major Weightman, It is said, did not receive a single vote in the convention. Mr, Merriwother, the new Governor. is said to be very popular, but it is feared ho will have some trouble with the Navajo Indiana, who have refused to give up the murderers demanded by Gov. Lane. Trouble is also apprehended with the Eatable, who are said to be very Insolent. On the night before the mall left, the prisoners confined in jail broke out. Among them were the murderers of John Finnegan. formerly of ,Cumberland, Md. The head-quarters of the army are perma nently established at Albuquerque, to which point Major Carlton's company of Dragoons are ordered. Cot Brook's company of Artillery are to go near the Meanie Valley. News from below is still that a large body of Mexicans are near El Paso ; but there is, it is said, no probable ground for the rumor. A party, mutilating of Cot Miles, Maj. Sibley and wife, Capt. Bee, Capt. Steele and wife, and Misses Richardson and Shoemaker, with a train of forty teamsters, left Fort Union on the 3d, for the States, and were passed by the mail on the Upper Cimerone, on the 7th ult. He intends to demand restitution under the treaty at Guade loupe Hidalgo. This order has given rise to immense fraud. Many claims, where-injuries to the amount of VA have been sustained, are swollen to $l,OOO. Another paper has the following : Santa Anna, it appears, when he left his resi dence to resume hie dictatorship of Mexico, bad no great confidence in the stability of his power, for he left his house in Tubano, with all its fur niture, cock pits; and every thing ready to re ceive him at a moment's warning. A personal friend of the one-legged hero thinks nothing will soften him toward the United States but a good round sum, some millions in amount. He thinks the United States will have trouble with him. SALE OP DAYLSEFORD, THE SEAT Or WARREN HAsrmas.—The estate of Daylesford, Worces tershire, (Eng.) the seat of the late Warren Hastings, has been bought by Mr. Grisewood, of the London Stock Exchange, for £80,260. The sale of the furniture at the mansion occupied six days, and produced about $4,000. It was purchased by Warren Hastings in 1788 for .Cll,- 800, and subsequently he placed improvements upon it costing £40,000. He resided there 24 years after his trial for impeachment, and died in 1812, and was burled there. His wife resided upon the estate until 1888, when, she also died, leaving it to her son by her find husband. lie died recently, and hence the sale. TED NEW STEAMBOAT LAW.--Capt. Haldeman, one of the Government Steamboat Inspectors at Cincinnati, was last week called upon to give his views in relation to the new Engineers' Associa tion. After reviewing hie own experience as an engineer and captain for tbirtytwo years, an d bearing testimony to the practical and success ful working of the 11. S. law, he stated that in twenty-live years there had been sixty explosions, and a loss of more than 8,000 lives, but that in this, the seventh district, since the enforcement of the late law, not one life had been lost by ex. plOsion. BROOYE.-A late London paper says that Mr. Brooke, an English tragedian, 13 now the property of three speculative California gentle men, to whom he launder an engagement to per form eight hundred nights, which - will run over a term of four years, and for which, exclusive of traveling and other expenses, he receives £16,000.
