Wil sOn, Secretary of tits.l3 . oard of Canal COI:ill/21B sioners, and gives facts and figures, showing conclusively that the charges which have been made against those publio officers have no found ation in truth. Mr. Merriman, of Crawford county, is the author of these charges ; and is an old and ex perienced contractor on such works. He bid on fourteen sections, and of course exercised his best judgment as, to the value of the work on those sections. His lowest bids amounted to $46,656 above the prices at which thews sections were let. The State then has scored over forty six thou sand dollars by rejecting his bids; and hence his wrath, and attempted vengeance on the Canal Commissioners. Betimo theiottings, able and expetienced en gineers . furnished estimates of the value of all the work to be done. It is knOwn that the coat of such work generally exceeds the estimates of the engineera. Yet, in this instance, the whole work has been lit at an aggregate of about saventy-thousand dollars leas than the estimate of the engineers. All the work has been let at lower prices than the work on the Central road, which runs parallel with the Portage; and Is of course managed by a private corporation hating its own interest in view. The work is not always let to the lowest bidder. It is let to the lowest real and good bidder, who has experience and moans to carry ,en, the work. If a bid ie made for a section, which is known to bo far belowthe aotnal value of the work, and is accepted,' the contractor Goon finds out his mistake, and abandons his contract. It has then to bo re-lot at far higher rates ; thus costing the State far more money than if a reasonable bid had been taken at first. The contractors give no bonds; and there are no available ways of recovering damages for abandoning contracts. That the Canal Commissioners exercised their discretionary power in such cases in a way to serve the publio intercats, and in good faith, Is attested by the following extract from the re port of the investigating committee of the last legislature: The committee say : That they have given to the charges which im plicated the official conduct of the Board of Ca nal Commissioners of the allotment of the work on. said road all the consideration which their Importance demanded. The result of the inves tigation has convinced your committee that the conduct of these officers has been governed by a proper sense of their public duties, and that the charge of corruption so freely urged against them before the appointment of the committee, is without even a shadow of a foundation. Every facility was given to those who made the charge to prove its truth, but they utterly failed to produce any evidence which, in the most remote de gree, reflected on the integrity of the Canal Board. In the allotment of large quantities of so - rk, many individuals most of necessity bedleappolut ed, and, as is too often the case, are very much disposed to give vent to that disappointment in attempts to criminate the officers who have had the dispensation of the patronage. These criminatione are publicly thrown out for the mere purpose of abusing the public mind, and to bring unjust odium on agents who have faithfully performed their duties to the people. That this has been the case In many instances, the records of the Legislature will afford abun dant proof ; and it appears to your committee that the canto which produced the present InVCB- Teatigation is another evidence of that fact. This report was signed by a majority of the committee. Mr. Merriman was a member of the committee, and, being the author of the charges, of course refaced to sign the report. - The publio may rest assured that these char ges, after having been folly investigated, and pronounced false, are only reiterated now for a political purpose. Seventy-five of the unlicensed rum seller; of the sixth ward, in New York, were aereat.ed on Wednesday on warrants from the Court o( Gene ral Sessions. The prisoners pleaded guilty, and were summoned to appear again in court to-day, to receive sentence. Webb, Maxcy dr, Co., merchants of Louisville, in behalf of Teeters, Maxey ti Co., pork packers, have closed a contract to slaughter and pack some 10,- 000 or 12,000 hogs, chiefly for the English market. The Philadelphia papers record a desperate riot on Thursday morning, between the Spring Garden Hose and Western Engine eompanies, which resulted in a man named John Baker be ing seriously, If not fatally, and Chas. Shafer slightly wounded. A few days ago a serious riot occurred on the Pacifioltallroad, at Franklin, Mo., during which Thos. Quinn, one of the rioters who were assault ing a house was shot dead on the spot, and another of the party, named Andy Nolan, was badly wounded. Tho rest Immediately fled. Liquor was the cause of the riot. A very intelligent gentleman of this vicinity, in whose judgment we repose the greatest confi dence, gives us the following items about the State Fair at Dayton, of which he has been a careful and scrutinizing observer : The show of horses was very good—decidedly the beet feature of the exhibition. Most of tiles° were blooded. The display of stallions was es pecially fine. The entries of hogs were rather slim. Cattle very good—mainly blooded: few working or fat cattle worth noticing. Sheep hardly middling. Dairy very much behind hood —hardly surpassing our County Fair. Mechan ical implements, neither numerous nor wonder ful, the hall being not more than half filled. Neither frolta nor flowers worthy of praise - peaches, poor apples, tolerable; pears and plums, very fair, but mostly from Rochester and Syracuse, New York. Array of vegetables prct• ty good--the most notable being from Franklin county. Poultry, reasonably good, but tinnily up to the expectation. Fine arts, pitifully small—a bad omen. The beet decorative work was put upon the carriages, which came out very strong. The contributions from Cincinnati were not quite as numerous as might have been looked for, considering the facilities for transport This unexpected elacknesa, our Informant attributes to a feeling on the part of the Cincinnati Horti cultural Society, which is very silly and repre hensible. The arrangements of the Fair were commodi ous, and, on the whole, as good as the location would warrant. Tho accommodations for Ilea ors were neither abundant nor liberal. The population of the city 'and the great &so of the throng (numbering from eighty to a hundred thousand) should, however, be taken into ac count. The receipts, np to the morning of the 22.1. were $12,000. Those of the Cleveland Fair up to the same period were $9.300. It was thought that they would surpass those of any previous similar occasion. The next Fair, it is thought, wilt be held in Zanesville or Chillicothe. Important Plnandol Arsat►Qement. Mr. Haupt, consulting engineer of the South. era railroad, the Philadelphia American says, has effected arrangements with an influential and responsible company ttaispose of bonds to the extent of one million one hundred two thousand dollars, and to grade, finish, equip and put In operation the whole line of the Southern Rail road across the State of Mississippi in two years. The contract -was finally executed on the 20th inst. This arrangement also secures the early completion of the link across the State of Ala. Dams, between Montgomery and the. Mississippi State line, a part of which is now under contract. East of liiontgomery the chain is complete. and in operation to Charleston, Savannah and the northern cities. West of Vicksburg the exten sion of tho road Iwo been provided for by appro priations made by the Louisiana Legislature and by private and municipal subscriptions as fat as the Texas line. Through Texas to the Rocky Mountains a grant of land has been given, suffi cient to build the road, and only six hundred miles remain to be provided for to _complete a continuous railroad to the Pacific oeeatt.—Bah. He therefore asks for information of the working of the present rates of duty upon the leading branches of industry of the country, and or.the effect to be expected from the proposed modification. lie thinks that the reductions, if any - shall be made, should be* so arranged as to afford an equal participation $n the benefit to every interest and to every sec tion. Subsequently they were released upon an asseveration made by Mc- Cammon that the money was genuine, and his showing a certificate of agency fur the same.— Oa the day following, says tbeCiacinnati a consultation with several city bankers, and a reference to the various counterfeit detectors, brought to light that the money was fraudulent. McCammon is a broker, and publisher' of Good man's Counterfeit Detector, in which, it is sold, the notes of the fraudulent banks that have lately flourished In the District of Columbia are generally quoted at a mere nominal discount— The notes said to be found In the house where they were arrested purported to be on the Lafayette Bank of Georgetown, D. C.. a frauds• lent concern. The parties were therefore arrest ed a eeootcl time, on the charge of making and publishing said notes, and held to bail, in the eam of 133,000 each, for a further hearing. The Cincinnati Commercial alleges that the cashier's signature was signed to the Brat batch of these notes that were issued by a youth now in England, and stamped in red Ink across the face, " payable at No. 43 West Third street." An money bearing the above imprint was promptly cashed at the office, and confidence in the bank was thus established. .This being accomplished, another issue was made, without the stamp, and the money was invariably rejected when pre sented for payment. In this way the innocent holders were fleeced. BM,. The Boston Daily Adveitiser, in publish ing Mr. Everett's letter to Lord Russell, says: " It will be regarded, we doubt not, as perti nent to the occasion, although the writer of it is no longer in an official station. So far as the subject under dissuasion Is strictly a diplo matic question, the reasoning of Lord John will doubtless be replied to from an official source. But as far as it relates to the proper method of treating the subject under consideration, it has become in a great measure a peisonal question, and it naturally devolve' on the author of the original letter to defend the views presented in it against the comments that have been made open them.
