Certain it Is that the ex ample of our freedom and prosperity is every day weakening the arms of the despots of the old world. And every event that calls the pub lic attention of Europe to our fast-growing prps perityancl power, renders the influence of our example more dangerous. The Kosta affairwas an event of that kind. It was an interference of a power conscious of its strength, notonly in the cause of humanity, but in tho cause of a great question of citizenship and right of protection, upon which tile governments of Europe will probably never concede, except to force, all that is claimed by the American press and public. We are anxious to see the document which our Secretary of State is preparing on the subject. We will then know What ground our government takes, and that ground must be maintained at all hazards. The Cuba question is another element that may yet bring this country into collision with the crowned beads of Europe. The English government seems disposed to give law to the world on this subject. ft forbids our acquisition nf Cuba on any terms, by any means, by pur abase or otherwise ; and at the same time it evi dently covets the possession itself. • The present polioy of England manifestly aims at a rupture with Spain, and an opportunity to seize on Cuba That would never be allowed by this country. A fire occurred at Brooklyn, New York, s few daye since, by which SIGO,OOO worth of proper ty was destroyed. Copper mines of great richness have been dis covered in East Tennessee. Bigler has expended $860,000 on the North Branch canal, which is now com pleted, and worth in the market two and a hal./ millions of dollars, and large am'bunte have been expended for other new objects, the debt ban ac tually decreased over $68,000 Who, after this, will believe Whig statements" And who will hove sufficient confidence in Mr. M'Clure's financial powers to put him at the bead of the Accounting Department of the Com monwealth! If he will make an error of over two millions of dollars in his first financial speech, how many millions could he swamp the State io debt in three years': This statement of the Cashier of the Treasury allows the finances of the Commonwealth to be in a most prosperous condition, more than sustain ing the assertion of Gov. We have ne means, prior to the close of the fiscal year, of obtaining the accounts from the officers on the public works, and in addition, it would require much labor to ascertain the exact balances that are unpaid out of the appropriations. There was no law passed during last session authorizing any permanent loans, except to cancel old bonds ; and all the appropriations for new work are to be paid out of the surplus revenues for the years 1853 and lam, which the Governor and State Trotteurer were authorized to anticipate by temporary loans. These will be aocounted for in the operations of this year, and, in my opinion, all met by the excess revenues within the time &Lund. In this statement I have taken no notice of the temporary loan of $98,000 which was out standing on the let of January, 1851, and which has since been paid, nor of the temporary loan of $BOO,OOO, made in that month to meet the interest, and which wan repaid last summer. There are a few important and gratifying foots developed by this statement, which will doubtless attract your attention. The first is, that an amount of old debt equal to the North Branch loan has been paid, and $08,910 62 in addition. The second Is, that permanent pro vision has been made for the interest on $400,- 000 of the public debt besides. The third is, that if, there had been no new work In progress of construction, to have absorbed the receipts to the Trettent7, the reduction in the debt, since Gov, Bigler came into office, would have exceeded one mOlion three hundred thousand dol lars ; for all the' moneys applied to that purpose would have been need in the extinguishment of the debt. This iii the last link of that great work, commenced nearly twenty years ago, to conoept the waters of Chesapeake Bay with the waters of the Northern lakes. Although it has met with many reverses, and a larger por tion of it hae laid in desolation and -ruin for a long series of years, it has at last been complet ed in a most substantial manner, and there can not be a doubt that it will prove onp of the most profitable lines belonging to the State. That wo do not speak at random on this question be seen by the.statement of a few facts. This ca nal traverses the richest mineral regions of Penn sylvania. There are inexhaustible beds of iron and coal lyiug along the line, and it leads into that cold northern region that will consume more coal than any other section of the United States.
